Recommendation
Accept Bid Schedule No. 5221 (Job Na 2644), South Bonnyview Road/I-5 Phase II
Improvements Bechelli Lane Roundabout Project, awarded to Tullis Inc., as satisfactorily
complete, with a final cost of$5,329,290.10.
Fiscal Impact
This project was funded by the Cit�vide Transportation Impact Fees (TIF), Developer-paid TIF,
and California Department of Transportation State Highway Operation Protection Program
Minor A. The total project cost is $5,329,290.10 and includes surveying, design, bidding,
construction, field engineering, inspection, and contract administration.
Alternative Action
The City Council (Council} may choose not to accept the project as satisfactorily complete, and
advise staff on how to proceed.
Background/Analysis
Tullis, Inc., has completed a11 items of work an the South Bonnyview Road/I-5 Phase II
Improvements Bechelli Lane Roundabout Project as of May 1'7, 2023, which was within the
contract time frame. The project warranty period expires one year from the eompletion date.
Subsequently,the Public Works Department filed a notice of completion with the County.
At its meeting of January 18, 2022, the Couneil awarded a construction contract to Tullis, Ine., of
Redding, CA for $4,089,735 and approved a $410,000 construction contingency fund. Also
authorized was $400,000 for eontract administration and construction inspection fees, and
$700,000 for project development costs. The City Manager was authorized to approve additional
increases in either the construction management or construction contingency amounts up to

$100,000, for a total authorized project amount of $5,699,735. Project development costs
include engineering, environmental, and consultant services. During construction, there were 21
change orders in the amount of$291,294.76 leaving a balance of$118,705.24 in the contingency
fund. The final project cost was $5,329,290.10.

asphalt concrete paving, curb and gutter, sidewalk, storm drainage, landscaping, street lighting,

Envi�onmental Review
On January 18, 2022, Council determined that the project is categorically exempt from
environmental review under the California Environmental Quality Act, pursuant to Section
15301(c) - Existing Facilities and 15302(c) — Replacement or Reconstruction. No further action
is required.

Fiscal impact
At its regular meeting on October 20, 2020, the City Council (Counci) approved the
�Transportation Tnfrastructure Agreement (TA) with Costco Wholesale�Co�rporation (Costco) and
Rich Development Enterprises (Rich) for the I-5/South Bonnyview interchange, South
Bonnyview Road and Bechelli Lane improvements. The TA laid the framework for r�gional
transportation improvements in and around South Bonnyview Road, I-5, and Bechelli Lane. The
�City of Redding (City) has developed three capital projects to�meet the ctrnditions�of the TA. The�
projects are referred to as the South Bonnyview Road/I-5 Phase II Improvements and include the
Bechelli Roundabout Project (Project), the South Bonnyview/I-5 Interchange Ramps Project
(Ramps) and the Bechelli/Loma Vlsta Signal Project (Loma Vist�). These projects are being
funded by the� Citywide Transportatia��Impact Fees (TIF), Developer-paid TIF, and California�

The estimated praject budget for this Project is $5;700,000 (see table below). The Ramps project,
wkich was �awarded by the Council�on December 7, 202�1, is estimated at� $�5,250,000 �and the�
Loma Vista project is approximately $800,000. Th� combined total regio�al projects' estimated
budget is $I 1;'750,000. There is currently $8,600,000 �udgeted for the proj�ects. The��increased
costs are primarily due to e�calated construction and materials costs. The attached budget
resolution in the amount c�f$3,150,000 wi11 provide�the�additional funding to award tke Bechelli
Roundabout Project �nd compl�te the Loma Vista project. It sho�ld be nated that project costs
presented at this time are approximately$2,000,000 more than anticipated at the time of the 2019
Bond Sale to fund these improvements, This may delay other projects within the City's TIF
program further into the f�,��� depending on impact fee revenues received,

Attached is a tabulation ofbids received and opened on December 16, 2021, for the Project. The
low bid in the amount of�$4,0$9,735 was received from Tullis Inc. �of Redding, California. The
�engineer's�estimate was $3,000,000. Total project development costs for the Project are estimated
to be $700,000. Project develapment costs include engineering, surveying, right-of-way,
environmental, consultant serviees, and permit fees.
As a part of the TA, the City is responsible far designing and constructing a two-lane roundabout
at the South Bonnyview Road and Bechelli Lane intersection. This work includes temporary
traffic control, construction of a roundabout island, earthwork, asphalt concrete paving, curb,
gutter, sidewalk, storm drainage, landscaping, street lighting, signing, striping and other
miscellaneous items of work.

zntersection and th� Bechelli/Loma Vista intersechon improv���ts�{���`Tt�;����c�ted to be $7.5
million and are included in the adopted Citywlde �'ranspor������, ��elopment Impact Fee
Program (TIF). The frontage improvements and ,`'���`��;�1���`';yr���'��"ed turn lane/signal/median
improvements �to and from the River Crossing Marke��`�{'���'�`tRCM) Project are expected to be
just under $l.$ million. In accordance with the�roposed Traf�ic Agreement, the City of Redding
(City) will b� responsible for funding and cor�structing the TIF related improv�me�ts (City
project) and Costco-Rich will b� responsible for funding and constructing the frontage and other
related improvements.
Costco-Rich TIF fees are estimated to be $3.2 million and will be deposited with the City in
advance of construction of the City project. The remaining balance will be funded from TIF bond
�revenues approved by the City Council (Cc�uncil) on April 16,2019. The City is also working on
�a eooperative agreement with the California Department of�Transportation (Caltrans) to provide�
funding for improvements that address existing operational deficiencies within the interchange
�and identify the roles/responsibilities for each agency during construction within Caltrans right�
�of way. It is nated that�the project costs and anticipated TIF' fees are estimates�and may increase

or decrease pending actual project construction costs and the structures developed with the
�proj ect.
The Churn Creek Road/Rancho Road/Victor Avenue intersection improvements are included in
the TIF Program and will be constructed by the City at a later date and separate fram this Traffic
Agreement at an estimated cost of�$5.1 million.
Alternative Action
The City Council (Council) could decide to not approve the agreement. It is expected that this
action will likely result in the project nt�t movi�g forward in the short term.

including curb, gutter and sidewa�k, streetlights, roadway widening for turn lanes, median
relocation along Bechelli, and traffic signal modification at the entrance of the project
which is shared with Blue Shield. The City wi11 provide the final roadway wearing
�surface, striping, and signage�along Bechelli Lane.
• Right of Way — RCM will be responsible for dedication of a11 necessary right of wa�
along all project frontages for roadway widening including along I-5. In addition, RCM
will be responsible far acquiring all off-site right of tjvay necessary for the roundabout
installation with dedication to the City. The City wi11 provide a11 ne�essary right of way
engineering for the proposed acquisition of the off-site right of way.

� Project Financing and TIF Credit/Reimbursement — The agreement requires RMC to
advance payment of a]] estimated TIF fees associated with the Specific�Plan prior to the�
City soliciting constructian bids. The agreement allaws for TIF credit as properties
develop in the River Crossing Marketplace Shopping Center.
Should the City Council approve the agreements; construction of the transportation
improvements should begin in summer 2D21 and be completed the following spring.
The agreement has been approved as to form by the City Attorney.

NOW THEREFORE, in consideration of the above recitals which are deemed a material
and substantive part of this Agreement, and for other good and valuable consideration
the receipt and adequacy of which are hereby acknowledged, the parties agree as

24. INSPECTION OF BOOKS AND RECORDS
The City has the right at all reasonable times, upon written notice, to inspect
Costco and Rich's books and records pertaining to this Agreement. Costco has the
right at all reasonable times, upon written request, to inspect the books and records of
the City and Rich pertaining to this Agreement. Rich has the right at all reasonable
times, upon written request, to inspect the books and records of the City and Costco
pertaining to this Agreement. These inspection rights shall not apply to confidential or
proprietary information.
