SUBJECT: 4.1(a) --Resolution declaring City -owned property located at 7501 Eastside Road
(APN 050-040-010) as surplus property, subject to the retention of an easement(s), if required
for public service utilities.
Recommendation
Adopt Resolution declaring approximately 90 acres of City of Redding -owned land located at
7501 Eastside Road (Assessor Parcel No. 050-040-010) as surplus property, subject to the
retention of an easement(s), if required, for public service utilities.
Fiscal Impact
There is no fiscal impact to declaring the listed property as surplus. There may be financial
benefit to the Wastewater Utility in the event part or all of the property is sold.
Alternative Action
The City Council could choose to not adopt the resolution and therefore not declare the property
as surplus.
BackgroundlAnalysis
On January 1, 2020, legislation known as the Surplus Property Act (Assembly Bill 1486) was
enacted by the State of California redirecting the process by which cities dispose of public land. Prior
to disposal, land must be declared "Surplus" or "Exempt Surplus." The intention of the act is to
ensure property is offered as available to build affordable housing prior to marketing the properties
for sale to the private sector. Developers may request to be notified of available surplus property via
the California Department of Housing and Community Development (HCD) website.
Upon adoption of the resolution, the City will comply with all HCD requirements with regard to
notifying public agencies and income -eligible housing developers of the availability of surplus
property.
