SUBJECT: 9.2(a)--Consider providing direction regarding the Housing and Homelessness
Incentive Pro ram.
Recommendation
Provide direction to staff regarding Housing and Homelessness Incentive Program funding and
consider appointing two Council Members to serve as the rating and ranking committee should a
request for proposals be approved for issuance.
Fiscal Impact
In November 2022, the City executed a Memorandum of Understanding(MOU)with Partnership
Health Plan of California (Partnership) for the Housing and Homelessness Incentive Program
(HHIP) funding in an amount up to $7,649,507. To date, the City of Redding (City) has received
$3,060,519 in HHIP funding from Partnership. Of this amount, $760,519 was set-aside for
administration and three contracts not subject to procurement. In addition, on November 7, 2023,
City Council (Council) allocated $625,000 to the City's Crisis Intervention Response Team's
street outreach program and to a Homeless Management Information System Project (HMIS)
operated by the United Way of Northern California.
The current balance of HHTP funds available far projects is $1,675,000. This amount may be
used to fund programs and projects that reduce and prevent homelessness through local
nonprofits and agencies who assist the homeless Medi-Cal population.
All HHIP funds must be expended by December 31, 2027. HHIP projects will not impact the
General Fund.

Background/flnalysis
In accordance with the American Rescue Plan Act of 2021, the Department of Health Care
Services (DHCS) developed a series of initiatives that would enhance and expand Medi-Cal
community-based services. One of these inititatives is the HHTP - a Medi-Ca1 program that
provides funding and incentives for Managed Care Plans (MCP) to improve health outcomes and
access to care by addressing housing insecurity and instability as social determinants to health
for the Medi-Cal population. Partnership is the MCP provider for Shasta County.
On October 18, 2022, Council voted to accept funding through Partnership for HHIP incentive
payments. Payments were received from Partnership in March 2023 and June 2023 - to date, the
City has received$3,060,519 in incentive funds from Partnership.
Partnership has the opportunity to earn incentive payments with the achievement of specific
State-established targets and reported metrics that measure the benefit to the homeless Medi-Cal
member population in Shasta County. The reported metrics are related to DHCS goals and
strategies for HHIP funds that include:
• Develop partnerships between MCPs and social service agencies, counties, public
health agencies, and public and community-based housing agencies to address
homelessness;
• Provide rapid rehousing for Medi-Cal families and youth, and interim housing for
aging and disabled populations;
• Expand access to housing services and street medicine programs;
• Improve access to coordinated housing, health and other social services;
• Reduce avoidable use of costly health care services;
• Improve whole person health for 1Vledi-Cal enrollees, including behavioral health
treatment and resources; and
• Implement solutions that manage information to better identify populations of focus
and Member needs.
Considering these strategies, pursuant to the MOU, HHIP funding was initially budgeted to fund
categories that include: rapid rehousing; street outreach; services coordination; delivery of
permanent housing; prevention and shelter diversion; interim sheltering; and data
infrastructure/systems improvement. The MOU is attached for further reference. Modifications
to these categories and budget would need to be mutually approved by Partnership and the City.
Attached is a copy of the request for proposals that was issued in July of 2023. The Council may
wish to review this document and provide direction as to what changes are needed to meet the
Council's direction.
Given the City Council's interest in this, and other like funding sources, Staff would recommend
that the Council assign two of its members to serve as the rating and ranking committee to
review and score any applications received.

action is required.

I. Introductory Information
A. Intent of NOFA
The City of Redding (COR) Housing Division seeks proposals to improve infrastructure, and
expand shelter,transitional or permanent housing opportunities,with associated supportive services,
to Shasta County's homeless population by providing funding to eligible organizations that have
shown successful results combating this issue in our community.
The goals of the Program are to provide strategic investments that accomplish the following for
Medi-Cal recipients (Members):
• To prevent or address the needs of persons experiencing homelessness.
• To facilitate the reduction/elimination of homelessness by addressing the needs of those
experiencing homelessness and linking them to housing services.
• To work collaboratively with Partnership HealthPlan and other key partners to ensure:
- Members are linked to health care and housing services;
- Members become successfully housed and remain successfully housed; and
- Data collection and data sharing of information is used to better inform collective
housing efforts.
B. Funds Available and Term of Engagement
The funds available for this NOFA are incentive payments known as Housing and Homeless
Incentive Program (HHIP) funds, provided to the City by Partnership HealthPlan of California
(PHC). The HHIP funds, as a means of addressing social determinants of health and health
disparities, was developed to provide Medi-Cal Managed Care Plans (MCPs) the ability to partner
with local jurisdictions to make investments and make progress in addressing homelessness and
keeping people housed.
All successful applicants must be willing and able to meet the City of Redding's contracting
requirements as set forth in this NOFA and the subsequent contract for services. There is up to
$2,800,000 in one-time funding available to support this initiative. The funds will not renew, so
applicants must propose eligible projects that will quickly show results in assisting the targeted
population and that can be continually sustained with other funds.
Depending upon the level of interest and activities proposed,COR anticipates funding no more than
seven proposals. There is no maximum award amount.
All funds must be expended by December 31, 2025.
All awardees providing direct services to clients will be required to use the Homeless Management
Information System (HMIS) software system approved by the NorCal Continuum of Care to track
outcome data for their awarded projects and utilize the associated Coordinated Entry System.HMIS
data must be entered prior to any subsequent payments being provided under the contract. All.
awardees providing direct service to clients will adhere to Housing First core components as
required by the California elfare and Institutions Code 8255.

COR will serve as the main point of contact for se]ected applicants, including preparing contracts
for approval, overseeing the selected entity's contract implementation and ensuring outcomes are
met.
IT. �Program Components
A.Eligible Applicants
Eligible applicants may include any entity that submits a proposal in response to this NOFA. Non-
profit organizations, health care systems, educational institutions, and government entities are
eligible to submit a proposal. A single agency may propose to conduct all activities as outlined in
this NOFA or multiple agencies may combine efforts in a joint proposal.
B. Allowable activities to meet the Goals
HHIP funds may be used to support a range of services and interventions for PHC Members that
are unsheltered homeless residents or at risk of homelessness. Eligible activity costs may include:
capital investment or acquisition of real property for shelter, transitional or permanent supportive
units or a day resource center; reasonable direct personnel costs necessary to carry out the eligible
activities; materials and supplies necessary to complete the activities; rent, insurance, and utilities
associated with the activity location, case management services and housing navigation services.
Projects must adhere to Housing First core components as described in the California Welfare and
Institutions Code 8255.
Priority will be given to proposals addressing the following:
1. Street outreach services that connect homeless persons to shelter or housing.
2. Direct costs connected with shelter, transitional or permanent supportive housing options
for homeless persons.
3. Day Resource Center investment with low-barrier shelter beds.
4. Case management or housing navigation services that support items 1-3.
5. I�ousing related community supports such as housing deposits, recuperative care,
short-term post hospitalization housing, day habilitation programs and any other related
supports.
C. How ta Apply
Proposals are due on August 21, 2023, by 2:00 p.m. and can be submitted electronically to
lrr��,d�ff��cr���c�f`r��d�.���Verifications of submissions will be provided electronically within
48 hours. Late applications wi11 not be accepted. Applicants are strongly encouraged to submit
proposals in advance of the deadline to avoid technical issues. Applicants are to submit one
electronic copy of the submittal by email.
A11 pages of attached application and required documents must be submitted in PDF format.
Applicants that do not comply with the requirements, and/or submit incomplete submittal packages,
shall be subject to disqualification and their submittal rejected in total.

A complete application packet consists of the following materials:

• Program Narrative: The Program Narrative must answer all of the questions
listed below.
■ Describe your organization/entity, including your mission, your experience
serving unsheltered residents and types of programs or services you have
offered, and which community/communities you serve. Provide information
about the demographics of who you have served in the past year;
■ Describe how your organization/entity has begun or is continuing service to
the community through investments,policy changes, or other similar actions;
■ Describe your organization's proposed activity, service, or program to be
funded through the Program, including who it will serve, what activities or
services will be offered,how awarded funds will be used, and what benefit(s)
it will offer;
■ Describe your staffing to support this program. Will you use current staff or
will new staff be hired?
■ What challenges do you anticipate in the implementation of the activity,
service, or program, and how do you expect to overcome them;
■ How many people/households do you expect to serve during the contract

■ Describe your current utilization of the Homeless Management Information
System (HMIS). Describe how your organization will monitor your
organization's contract performance;
■ Describe how your project will implement Housing First core components;
■ Please describe the challenges that you currently face and how the COR's
funding resources will assist your organization;
■ Describe how your organization's proposed program/service/activities will
advance the goals of the City of Redding's homeless community; and
■ Please describe what success will look like for your organization's proposed
activity to be funded through the Program, and how it will be measured;
o Tax Identification: Please attach a copy of a completed W-9;

a certified public accountant may be acceptable;

Be aware that under California Public Records Act, a11 documents submitted in response to this
NOFA are considered part of the public record and wi11 be made available to the public, upon
request, following the application deadline.
III. Other Procedures and Instructions
A. How to submit questions
Any questions should be emailed to l�rz���f'�`��r�"cr�,ci���frc�ddi���� no later than August 6,
2023. COR will respond to all questions in a consolidated Frequently Asked Question (FAQ)
document that will be posted to the COR website. NOFA COR will also distribute the FAQ to
all email addresses that submitted questions.
All contact during the NOFA process and evaluation phase shall only be through the designated
email for the NOFA. Applicants shall neither contact nor lobby City staff or evaluators during
the evaluation process.Attempts by Bidder to contact ancUor influence proposal evaluators may
result in disqualification of the Bidder.
B. Revisions to NOFA
If it becomes necessary to modify any aspect of this NOFA, COR will prepare an addendum
and email it to each organization included on the email listservs used for original distribution of
this N�OFA. The addendum will also be posted to COR's website at
htt�s:1/www.cityofreddin�.org/
C. Modifications to Submittals
Bidders may not modify their Submittal after the due date, except in direct response to a request
from COR far clarification. Any submittal and proposed information items must be valid for at
least 180 days after submission.
D. Reservation of Rights
COR reserves the rigl�t to conduct any investigation of the qualifications of any Applicant that
it deems appropriate, negotiate modifications to any of the items submitted, request additional
information from any Bidder, extend the deadline, reject any or all submittals, and waive any
irregularities. COR retains the right to negotiate the terms and services in any SubmittaL COR

provider.

E. Interviews
COR reserves the right to conduct interviews in connection with proposals submitted in response
to this NOFA. As such, all entities responding to this NOFA should be prepared to participate in
a meeting upon request by COR.

G. Submittal Evaluation
A11 proposals that meet the definition of eligible applicants given above, which is determined on
a pass/fail basis will be forwarded for evaluation by a City Selection Committee ("CSC"). The
CSC may be composed of City staff or City Committee members representing the Housing and
Community Development and other parties who may have expertise or experience in housing,
homelessness, and other related services. The CSC will score and recommend a proposal in
accordance with the evaluation criteria set forth in this NOFA (see Attachment A). Other than
the initial pass/fail Evaluation Criteria, the evaluation of the proposals shall be within the sole
judgment and discretion of the CSC.
While the basic information that each section of the Application should contain is specified
above,these specifications should be considered as minimum requirements.Much of the material
needed to present a comprehensive response can be placed into one of the sections listed.
However, other materials may be added to further strengthen the submittal.
H. Evaluation Criteria
Proposals will be reviewed and scored by the CSC according to the Scoring Rubric (Exhibit A).

I. Right to Waive Irregularities
COR reserves the right to:
• Withdraw this NOFA at any time without prior notice,reduce the total amount of the NOFA,
or not award the entire amount of the NOFA. Furthermore, the City makes no representation
that any con�ract wi11 occur and that funds will be awarded to any respondent to this
solicitation;
• Waive any irregularities in the NOFA process and to reject any and a11 submissions not inthe
best interest of the City of Redding;
• Request additional information and material;
• Fund any application at any amount in order to further the City of Redding's goals and
objectives on homeless issues; and
• Retain all submitted applications.
Selection or rejection of an application does not affect these rights.
IV. Award Process
A. Notice of intent to Award
At the conclusion of the NOFA response and evaluation process, all Bidders will be notified�
email of the contract award recommendation(s). The document providing this notification is
called the Notice of Intent to Award. The Notice of Intent to Award will provide the name of
the Applicants(s)being recommended for contract award.
After the Notice of Intent to Award has been issued by email and the City has entered into
negotiations with the most qualified Applicant(s), debriefings for unsuccessful Applicant(s)will
be scheduled upon written request and will be restricted to discussion of the unsuccessful
Bidder's submission. Under no circumstances will any discussion be conducted with regard to
contract negotiations with the successful Applicant(s).
