Fiscal Impact The proposed salary increases result in additional costs of approximately $36,000 per year. Of this amount approximately $24,000 is associated to the General Fund as many of the positions are related to Community Service's Recreation Division and the Police Department. Some, if not most, of the increase will be offset by program revenue. The remaining costs are funded by enterprise funds and a small number of employees are part of internal service funds that have charges to General Fund departments. Alte�native Action The Council could elect not to approve the resolution amending the salary schedules. This is not recommended as amendments are needed to bring wages up to the 2024 California Minimum Wage. Backg�ound/AnaZysis As of January 1, 2024, the California minimum wage will increase to $16.00 per hour. Staff completed a comprehensive review of all City of Redding (City) salary schedules in order to identify classifications which will fall below the state minimum wage in January. The recommended adjustments wi11 increase wages to ensure starting salaries for a11 City positions are at or above the California minimum wage. The impacted positions include: Report to Redding City Council November 27,2023 Re: 4.15(a)--Minimum Wage Salary Updates(RIEO and Unrep PT) Page 2 Position Salary Schedule Mail Courier RIEO -CTP On-Ca11/Seasonal Firefighter Unrepresented Part-Time Police Cadet Unrepresented Part-Time Recreation Leader Unrepresented Part-Time Recreation Specialist Unrepresented Part-Time Student Aid RIEO -CTP Technical Tntern RTEO -CTP In addition to the positions which are directly impacted due to being below the 2024 California Minimum Wage Rate, staff recommends additional salary adjustments for related positions in the Recreation department in order to maintain proper compression rates and salary structure within the department. These positions include Recreation Coordinator UII, Recreation Crew Leader, Recreation Crew Supervisor, and Recreation Instructor I/II. As part of these adjustments, staff in impacted positions wi11 be placed at the step with the new wage closest to their current step. Employees will only be moved into a lower step providing the wage of the lower step is higher than their current wage. This results in impacted employees receiving a wage increase of approximately 1.59 percent. In addition to the salary adjustments, the resolution would delete two obsolete positions from the Schedule of Part-Time Employee Classifications and Wage Rates/Ranges: Car Washer and Police Chaplain. The recommended adjustments will ensure City compliance with the California Minimum Wage and maintain proper salary structure within City departments.
