SUBJECT: 2A--Consider award of an Appreciation Clock and Resolution to City of Redding
Cit Attorne Ba DeWalt in honor of his retirement from ublic service.
Recommendation
Award City of Redding Clock of Appreciation; and adopt Resolutian honoring Barry E. DeWalt
for his distinguished service as the City of Redding's City Attorney.

���� THE CITY OF REDDING COMMENDING
BARRY E. DeWALT FOR OUTSTANDING DEDICATED
SERVICE TO THE CITY OF REDDING
WNEREAS, Barry E. DeWalt began his career with the City of Redding on March 10, 2003, and
served as the Assistant City Attorney and City Attorney; and
WHEREAS,Mr. DeWalt effectively managed the direction,organization,and operation of the City
Attorney's Offtce; and
WHEREAS, Mr. DeWalt provided exceptional leadership in his role as City Attorney and was
instrumental in the following:
• The establishment and implementation of the City of Redding(City)Administrative�Iearings Board;
• Developed and provided in-house training for all City staff in the area of sexual harassment
awareness and prevention pursuant to State-mandated instruction;
• Successfully advised Redding Electric Utility (REU) during significant power purchases and
proj ects;
• Managed the public outreach process and drafted the City's Cannabis Ordinance;
• Successfully represented the City and REU as a member and Chair of the NCPA Legal Committee;
• Assisted and advised on several Proposition 218 rate hearings;
• Expertly advised the City Council on unique, high-profile litigation matters;
• Provided the City Council with sound 1ega1 advice during the course of innumerable City Council
meetings;
• Provided exceptional staff guidance on over 12,000 city contracts, leases and agreements;
• Oversight of the City's Code Enforcement Division;
• Maintained an open-door policy to ensure that City Attorney's Office services are readily available
to City staff;
• Provided timely and informative legal advice to City departments, as well as various boards and
commissions;
• Proac�ively provided legal advice to City departments at the onset of projects in order to minimize
risk to the City;
• Created, updated and maintained various forms used for typical contracts by City departments;
• Drafted and amended many City ordinances of the Redding Municipal Code;
• Assisted City departments in drafting and amending many City contracts and resolutions; and
• Provided immeasurable value to the City during his tenure;
WHEREAS, in recognition of his exemplary leadership skills, and in the performance of his duties
and responsibilities, Mr. DeWalt has always served the City of Redding with pride, professionalism, and
distinction while providing a high level of integrity and focus on the community and its citizens;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby
expresses its deep appreciation to Barry E.DeWalt for his dedication and the many contributions he has made
to the City of Redding and its citizens and wishes him future success and happiness as he retires from public
service.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting of the City
Council of the City of Redding on the 5�'day of December, 2023, and was duly adopted at said meeting by
the following vote:
