A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING THE GENERAL PLAN OF THE CITY OF REDDING BY
ADOPTING GENERAL PLAN AMENDMENTS GPA-2-82 , GPA-3-82 ,
GPA-4-82 and GPA-5-82 .
WHEREAS , following the required public hearings therefor,
the Planning Commission of the City of Redding has recommended to
the City Council that the Land Use, Circulation and Open Space
Element of the City ' s General Plan be amended by incorporating
therein the changes contained in General Plan Amendments GPA-2-82 ,
GPA-3-82 , GPA-4-82 and GPA-5-82 , and
WHEREAS, following the required notices in accordance
with law, the City Council has held public hearings on said recom-
mendations and has carefully considered the evidence at said hear-
ings,
NOW, THEREFORE, BE IT RESOLVED as follows , to wit:
1 . The City Council has previously ratified the negative
declarations in connection with CPA-3-82 , approved by the Board of
Administrative Review on March 3 , 1982 , as depicted on Exhibit A,
finding that :
(a) The project is compatible with the Redding General
Plan;
(b) The project will not significantly alter existing
land form;
(c) The project is compatible with surrounding land use;
(d) The project is compatible with the Redding Municipal
Code.
2 . The City Council has previously reviewed and approved
final Environmental Impact Report EIR-2-81 , which covers GPA-2-82 ,
as depicted on Exhibit B, finding that changes or alterations have
been required in, or incorporated into the project, which mitigate

or avoid the significant environmental effects thereof as identi-
fied in the final EIR.
3 . The City Council has previously reviewed and ap-
proved final Environmental Impact Report EIR-1-81 , which covers
GPA-4-82 , as depicted on Exhibit C, finding that changes or altera-
tions have been required in, or incorporated into the project ,
which mitigate or avoid the significant environmental effects
thereof as identified in the final EIR.
4 . The City Council has previously ratified the negative
declaration in connection with GPA-5-82 , as depicted on Exhibit D,
approved by the Planning Commission on May 11 , 1982 , finding that :
(a) Excluding land already developed, subject to flooding,
in excess of 20 percent slope, subject to an environ-
mental impact report or approved for subdivision, only
25 percent of the land in the Plan area is considered
undeveloped .
(b) The impacts identified for the Draft Enterprise Committee
Plan or the Staff Plan are the same as those for the
existing plan .
(c) As compared to the existing plan, the draft plan would
allow a ten percent population increase, and the Staff
Plan would allow a 25 percent population increase .
(d) Major circulation features of the Plan are already on
the General Plan.
(e) The Plan area is covered by a master street plan, a
master sewer plan, a master water plan, and a master •
storm drain plan .
(f) Public and private projects that may be developed in the
area may be subject to preparation of environmental im-
pact reports discussing the projects in more specific
terms .
(g) The urban nature of the Enterprise area .
5 . The City Council does hereby amend the Land Use,
Circulation , Open Space , and Conservation Elements of the General

Plan of the City of Redding by incorporating therein the changes
contained in GPA-2-82 , CPA-3-82 , GPA-4-82 , and GPA-5-82 , amending
the General Plan as to those areas shown on Exhibits A, B , C , and
D, attached hereto .
I HEREBY CERTIFY that the foregoing Resolution was intro-
duced and read at a regular meeting of the City Council of the
City of Redding on the 6th day of July , 1982 , and was duly
adopted at said meeting by the following vote :
AYES : COUNCILMEN : Fulton , Pugh, and Gard
NOES : COUNCILMEN : None
ABSENT: COUNCILMEN : Demsher and Kirkpatrick
