SUBJECT: 4.11(e)--Make a Finding to Sole Source AMAG Symmetry CompleteView Video
Nlana ement S stem
Recommendation
Approve the sole source procurement of hardware, saftware and licenses, which is estimated to
cost $98,000, to enhance and upgrade the access control and video management system at the
Shasta County Libraries (Redding, Anderson, and Burney) by finding that the name AMAG
Symmetry CompleteView Video Management System in the specifications for Public Works
projects is authorized by Public Contract Code Section 3400(c)(2) in order to match other
products already in use by the City of Redding.
Fiscal Impact
The cost for the AMAG Symmetry CompleteView equipment is estimated to be $98,000. There
is sufficient funding available in the Building Maintenance Fund from the Building Forward,
Library Infrastructure Grant which the City of Redding (City)received in October 2022.
Altenative Action
The City Council (Council) may choose not to make a finding to sole source the equipment and
licensing for the AMAG Symmetry CompleteView Video Management System and provide
alternative direction to staf£ If alternative direction is provided, then the City will incur extra
expenses and service interruptions associated with converting the system to a new vendor.
Background/Analysis
Since approximately 2007, the Redding Library has been using AMAG Symmetry Access
Control. The subject upgrade involves installing the latest hardware components, as the existing
components have surpassed their expected lifespan, and this wi11 bring about enhancements to
bolster the existing AMAG access control system. The AMAG CompleteView integration of on-
site cameras will enable the libraries to transition their existing cameras from an unsupported
consumer level product, and result in a single Software Service Agreement. This consolidation

not only reduces ongoing costs but also enhances support and ensures better continuity among
the subject matter expert support staff.
In accordance with PCC 3400(c)(2), the Council may make a finding for a material, product, or
service by specific brand or trade name in order to match other products in use within the City's
Departments. Making a finding to specifically utilize AMAG Symmetry CompleteView would
avoid incurring extra expenses associated with change management and guarantee uninterrupted
service operation.
Environmental Review
This activity is not a project as defined by the California Environmental Quality Act, and no
further action is required.
