Fiscal Impact The total estimated cost of the Turtle Bay to Downtown (TB2DT) Gap Completion Project is $4,035,000. State Transportation Improvement Program (STIP) funds in the amount of $1,170,000 and Active Transportation Program (ATP) funds in the amount of$2,665,000 were previously accepted and budgeted for this project. The attached budget resolution will appropriate an additional $100,000 in STIP funding. The remaining $100,000 needed for the project will come from Streets Maintenance funds. Alternative Action The City Council (Council) could choose not to accept the STIP funds ar approve the budget resolution. The City of Redding (City) would lose the STIl' funds in the amount of$100,000 and the project may not be completed. �3ackgroundlflnalysis On September 26, 2013, Governor Brown signed legislation creating the ATP program in the Department of Transportation, The ATP consolidated several federal and state transportation programs into a single program with a focus to make California a national leader in active transportation. The ATP is administered by the Division of Local Assistance, Office of State Programs. The purpose of the ATP is to encourage increased use of active modes of transportation. Report to Redding City Council November 14,2023 Re: 4.12(a)--Accept State Transportation Improvement Program Funding Page 2 The City adopted an ATP Plan establishing priorities from which to design its active transportation facilities. The goals of the ATP Plan are to develop a safe and comfortable transportation network, encourage walking and bicycling, increase safety of users, and promote a positive and progressive view of active transportation in the community. A gap in the non-motorized transportation network exists, particularly in linking the east side of town and the Civic Auditorium area to Redding's downtown core. A connection is needed to bring the Hilltop Shopping area, the Dana to Downtown Trail, the Sacramento River Trail, the Downtown Redding area, and the Sundial BridgeiTurtle Bay area together and create a continuous network for pedestrians and bicyclists. The proposed TB2DT Gap Completion Project will run along Sundial Bridge Drive from the intersection of Butte Street, north to the Sacramento River. It wi11 provide a shared-use path, a raised intersection with curb extensions, bollards to provide separation, lane reductions, raised crosswalks, and shade trees. This project is a priority identified within the ATP P1an and has been the focus of several planning studies to date. The City applied for but was unsuccessful in receiving ATP funding for the Project in Cycle 4 of the Program. However, as a source of matching funds for the Cycle 4 application, the Shasta Regional Transportation Agency (SRTA)programmed and the Council accepted STTP funding in the amount of $1,170,000 for the Project. Both agencies and the California Transportation Commission agreed to move ahead with utilizing the STIP funds to complete environmental and preliminary engineering work in an effort to advance the Project and evaluate alternatives, identify challenges and ultimately develop the foundational design concept. Performing this preliininary work made the application for Cycle 5 funding much more coinpetitive. The strategy ultimately worked and the City was awarded $2,665,000 in ATP funding for the project which was subsequently accepted by Council on September 17, 2019. SRTA has subsequently programmed and the California Transportation Commission approved an additional $100,000 to complete the final design components to prepare the project for the solicitation of construction bids. Appropriating the funding is required for expenditure. Envi�^onmental Review This action is not a project as defined by the California Environmental Quality Act(CEQA), and no further action is required at this time. The technical environmental studies are complete and a CEQA compliance document will be presented to Council in the future with a request to award the project.
