A RESOLUTION OF THE CI'T'Y COUNCIL OF THE CITY OF REDDING ESTABLISHING RATES•FOR THE COLLECTION AND DISPOSAL OF SOLID WASTE.PURSUAN.T TO THE PROVISIONS OF SECTION 9.28.110 OF THE REDDING MUNICIPAL CODE., AND REPEALING RESOLUTION 14O. 4347. WHEREAS, Section 9.28.110 of the Redding Municipal Code provides that the City Council may establish by resolution the rates for the collection and disposal of solid waste, and WHEREAS, the City Council has determined that the existing rates and charges do not produce sufficient revenue to pay all the costs related to the collection and disposal of solid waste, and WHEREAS, the City Council deems it to be in the best interests of the City and its citizens that all utility.services of the City of Redding be self-supporting and not subsidized as"to the: operational costs by -revenues raised through the imposition of ad o m F� < N valorem taxes or other sources of revenue, and o-oo rD U1 WHEREAS, it has been determined that this,matter is cate_" 00 gorically exempt -from the"provision.s of CEQA, cn NOW, THEREFORE, BE IT RESOLVED by the City Council of the N City of Redding as follows: r 1. That Resolution No. 4347 is hereby repealed, upon the, cc J effective date of this Resolution. J co �• 0 2. That a flat rate of $4.00 per month shall be charged to all occupied sing1* fa:i�l'y_r:esiden-ces located within the City of • Redding for solid waste collection and disposal service by the City, without regard to the•use:'thereo,f by•the resident. 3. That. -the same, flat, rate shall..,apply to each of multiple residential units on any one parcel of real property with the follow- zJ ing exceptions: -1- (a) If the landlord locates all the garbage containers for all the multiple unitsoon the par.ticular.parcel of real property in a single location, and, in addition., consolidates the solid waste utility billing in a single customer account, the rate shall be $4.-00 for the first residential unit and $1.50 for each additional residential unit. (b) If, in addition to the provisions of subparagraph (a) above, the landlord shall install in a single location only approved containers with a capacity, of one cubic.yard or greater.each, the commercial solid waste rate based upon actual costs of service shall be applied. 4. That a minimum monthly charge of $4.00 shall be paid by all commercial, industrial, or professional business locations within the City to which garbage and refuse collection service is made available by the City without regard to use and in addition thereto a fixed monthly charge shall be made as -established by the Superintendent of General Services where the actual cost to the City for providing the service to the' particular establishment exceeds the minimum charge provided for hereinabove. Such additional charge shall be determined by using time and motion studies or other methods to determine the cost of collection and removal of the average amount of solid waste generated by the particular establishment involved. 5. The minimum monthly charges established above apply to all residential, commercial, industrial and institutional establishments within the City without regard to quantity of solid -waste generated or collected and transported by the City and is established in part to offset the cost of operating and maintaining the sanitary landfill site. -2-
