S� /L A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING CALLII4G AId ELECTION, ESTABLISHING BALLOT MEASURES, AND SETTING GUIDELINES FOR ARGUMENTS AND REBUTTALS TO BALLOT ., � MEASURES. BE IT RESOLVED that the City Council of the City of Redding, � , State of California, does hereby set and call for an election on April S 13 , 1982:- . The election is called to consider the election of three members to the City Council, and the election of a City Clerk, as well as to consider two ballot measures. The ballot measures are as follows: 1. Shall the City of Redding, as a member of the M-S-R Public Power Agency, a joint powers entity, authorize such joint powers agency to issue revenue bonds or notes in the estimated principal amount of $300, 000, 000. 00, pursuant to Ordinance No. 1562, dated October 5, 1981, such bonds or notes to be used for the following purposes to be redeemed in the following manner: to provide the cost of purchasing an ' interest in the Arizona Nuclear Power Project�from E1 Paso Electric Company for the generation of electric capacity and energy for the use of the members of M-S-R, and`other utilities which contract therefor, and for sale to the United States for the use of the Central Valley Project. The anticipated source of revenue for the payment of the bonds .or notes are the proceeds of other notes, or of bonds subsequently issued, the revenues of M-S-R, and the payments made by the members of M-S-R, the United States, and other utilities, for the .right to receive power from the Arizona Nuclear Power Project under the ownership interest of the M-S-R Public Power Agency? 2. Shall the City Council for the City of Redding increase the transient occupancy tax from six per cent (68) to eight per cent (88) ?
