HomeMy WebLinkAboutReso. 1981 - 155 - Amending reso 79-112_ i a RESOLUTION NO.. .A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING RESOLUTION NO. 79-112 BY APPROVING AND ADOPTING AN UPDATED REVENUE PROGRAM FOR THE REDDING REGIONAL WASTEWATER SYSTEM AND ESTABLISHING AMENDED SEWER SERVICE FEES. WHEREAS „the.City of Redding operates the Redding Regional Wastewater System, for which the City -Council adopted a Three Year Revenue Program as a part -of Resolution No. 79-112 on July 9, 1979, and WHEREAS, the said Three Year Revenue Program is required to be updated periodically and such an updated Revenue Program has now been -develop ed and is attached hereto as."Exhibit A" and recom- mended by staff for approval and adoption., and WHEREAS, Chapter 14.16 of the Redding Municipal Code, which previously set forth sewer service fees in Section 14.16.025, has now been amended, and -Section 14.16.020 now provides that such fees may be fixed, altered, changed, amended or revised by the Citi ;V 7 0 ro Council by resolution, and (nLn 0 0 WHEREAS, the City Council deems it to be in the best • J. 0 0 interests of the City and its citizens that all utility services 00 00 of the City be self-supporting and not subsidized as to their opera N '� V1 c(n tional costs by 'revenues raised through the impositionofad valor I \ N J IIII � n taxes or other sources of revenue, and coa L" 0 WHEREAS, the City Council has determined that the existir, n 0- rates and charges do not produce sufficient revenue to pay all the, costs related to sewage disposal, and.staff has recommended a new l schedule of sewer service fees, attached hereto as "Exhibit B", and. r T WHEREAS, the City Council deems it to be in the best interests of the City and its citizens that said new schedule of U% -1- sewerservice fees' be established as recommended, and. WHEREAS,. it has been determined.that this•matter'is Cate- gorically exempt from the provisions of .CEQA, NOW'%'THEREFORE, BE IT RESOLVED by the City Council:,of the City -..of' .Redding as follows •1. Regional Wastewater System, which is attached hereto 'as "Exhibit A" and incorporated a herein by reference. 2. Amended sewer service fees are hereby established in accordance with the fee 'schedule which is attached hereto as "Exhibit•B" and incorporated herein by reference. 3. This Resolution shall become effective August'4, 1981,. and.shall. be 'applicable-'t'o all- customer billings on; or after September 4, 1981. Class I premises, per residential unit per month: A-1 Single Family $7.00 per month A-2 Multi -Family 4.20 per month A-3 Mobile Home 4.20 per month B. Class II premises fees shall be based on the volumes of all water used recorded by a water meter approved by the City of Redding and located at the source of supply, in combination with the strength of the sewage effluent. Sub -classes listed below are generally based on statewide accepted effluent strength averages for various types of commercial and industrial uses: B-1 Industrial and commercial establishments, public and private schools, cocktail bars and saloons serving little or no food, hospitals, rest homes, churches, and other similar establishments not engaged in using volumes of water for product manufacturing purposes or producir:g effluents of unusual strengths, shall pay $.69 per 1000 gallons of water per month. B72 Industrial and commercial establishments producing a characteristic average effluent of predictably greater average strength than those in Class I and Class II B-1. (a) Hotels and Motels (b) Automotive Repair (c) Health Services (d) Auto Dealers and Service Stations (e) Eating and Drinking Places (not a part of hotels and motels) $0.88 per 1000 gallons per month .73 RE .73 (f) Laundromats .69 0 B. B-3 Industrial and commercial establishments producing effluent of dissimilar characteristics from ordinary residential uses and in most instances higher quantitites of compatible pollutants per one thousand gallons of water who shall be charged a reasonable fee based upon water volumes and effluent strength. B-4 Industrial and commercial establishments using substantial volumes of water in manufacturing processes and producing effluent of dissimilar characteristics from that of ordinary residential uses, present examples of which would be such as McColl's Dairy, Jhirmack's, Coca-Cola Bottling Company, Pepsi-Cola Bottling Company, and Red Star Industrial Laundry, shall be monitored at periodic intervals for sewage effluent strengths in terms of flow, biological oxygen demand, and suspended solids, and charged a reasonable fee, based upon used water volumes, excluding irrigation and water included in the manufactured product, and effluent strengths. B-5 Where applicable, an additional charge will be made to any non-governmental user discharging over twenty-five thousand gallons per day of wastewater in order to comply with the Industrial cost recovery provisions of Sec. 204(b)(1) of the Clean Water Act of 1977. Annual. city monitoring may be required to determine annual charges.
