1,1HEREAS, an cnvironmental impact report (the "EIR") on the
ped eve lcpinen f: Plan "Redevelopment Plan") for the Canhy-
_top--Cypl_-ess lc -.,development Project (the he "Project") was pre' -pared
by the Redevelopment Agency of the City of Redding (the "Agency")
pursuant -to th-s California EnvironirienIC-al Quality Act (PL-lb'lic
Resources ("ode Sec -'Cion 21-000 et seq.), the Guidelines for Imple-
mentation of the California Environmental Quality Act (14 Cal.Adm.
Code Section 15000 et seq., hereafter the "State EIR Guidelines")

a 1,1otice of Completion of the Draft EIR was duly
filed. ,,7ith 1_1-)e Secretary for the Resources Agency, pursuant to
Section 15085(c) of the State EIR Guidelines on April 13, 1981; and
WHEREAS, the Agency distributed copies of the Draft EIR to
those public agencies which have Jurisdic-L-ion by law with respect
to the rroject- and to other interested persons and agencies, and
sought the coinments of such persons and agencies; and
WHEREAS, notice to till_ interested persons and agencies i n \7
ing cor,.iments on the Di -aft 17IR was i._,,i_iblished in the Redding Record -
Searchlight on April- 17, 1981; and
WHEREAS, the Draft EIR was thereafter revised and supple-
mented to ado�pt chEinge%s, suggested, to -incorporate com-nentS
ro_cei\,(-c1, and the. Agency's response to said comiiienLs, and as so

WIIEREAS, a joint public hearing was.held by the Agency and
the City Council on July G, 1981, on the Redevelopment Plan and
the Final I:"IR relating thereto, following notice duly and regularly
given as required by law, and all interested persons expressing a
desire to comment thereon or object thereto having been heard, and
said Final EIR and all comments and responses thereto having been
considered; and
WHEREAS, the Final EIR consists of the Draft EIR, as revised
and supplemented, made a part of the Agency's Report on the
Redevelopment Plan, incorporating all comments received and the
response of the Agency and. the City Council_ thereto as of the date
hereof;
N -OW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
RESOLVE AS FOLLOWS:
Section 1. The Council hereby certifies that the Final
Environmental Impact Report for the Canby -Hilltop -Cypress
Redevelopment Project has been completed in compliance with the
California Environmental Quality Act, the State EIR Guidelines
and local procedures adopted by the Agency pursuant thereto, and
that the Council has reviewed and considered the information con-
tained in the Final Environmental Impact Report.
Section 2. The Council hereby makes the written findings
set forth in Exhibit A, attached hereto and incorporated by refer-
ence herein, for each of the significant effects set -forth in said
Exhibit A, and further approves the statement of facts set forth
in said Exhibit A.
Section 3. The Council hereby finds that significant environ-
mental effects have been reduced to an acceptable level in that

a1.1. significant env7zonme,ntal effects that can feasibly be avoided
have been eliminated or substantially lessened, and the remaining
unavoidable significa.,nt effect has been found acce::pL-able based
upon the facts stated in Exhibit A (Norse), attached hereto, and
for the specific reasons of overriding concern stated in Section 4
hereof. Based on the foregoing, the Council finds and determines
that the Canby -Hilltop --Cypress Redevelopment Project will not have
an adverse effect upon the environment.
Section 4. In the event it is determined that significant
environmental effects are not mitigated or substantially lessened,
the Council hereby finds that, based on the Final EIR and/or other
information contained in the record, its action to approve and
carry out the Redevelopment Plan is supported for the following
reasons: that the Redevelopment Plan will (a) correct physical and
environmental deficiencies in the Project Area; (b) eliminate
blighting influences in the Project; Area; (c) improve pedestrian,
bicycle and vehicular_ circulation in the Project Area; (d) cause
the installation, construction or replacement of presently inade-
quate or deteriorating public improvements; (e) cause the
rehabilitation of existing residences and the development of
housing for persons and families of low and .Moderate income; and
(f) provide adequate parks and open spaces, and enhance the Project
Area's physical and visual environment through undergrounding of
overhead utilities and initiation of a street tree planting program.

EXHIBIT A
Findings On Significant Effects
ARCHAEOLOGICAL
Description: One identified archaeological site is in the vicinity of the
alignment of the Hartnell Avenue extension and will be significantly
disturbed by grading and paving.
The City Council finds that, changes or alterations have been required in, or
incorporated into, the project which mitigate or avoid the significant
environmental effects thereof as identified in the Final EIR.
The facts supporting such findings are as follows:
1. Recommended mitigation measures are mapping of the site;
sample collection of surface artifacts; text excavation pits
to determine depth and artifact complexity. Final determin-
ation of significance and of need for further investigation
would be made after testing.
2. Contract documents for construction of Hartnell Avenue require
on Page SP -1-5 that these mitigation measures be taken prior
to award of the contract for construction.
3. The Hartnell extension is an assessment district with the City
of Redding, which is the lead agency.
These findings are supported by substantial evidence in the record of pro-
ceedings before the City Council.
EXHIBIT A (CONY D)
NOISE
•
Description: Construction of Churn Creek Road Extension and Hartnell Avenue
Extension will expose the following number of residences to
moderate noise level increases to above a community noise
equivalent level of 65 db(A).
Churn Creek Road south of Highway 44 - 29 dwellings
Churn Creek Road north of Highway 44 - up to 8 dwellings
Hartnell Avenue - 2 dwellings
The City Council finds that: Specific economic, social or other considerations
make infeasible the mitigation measures or project
alternatives identified in the Final EIR.
The facts supporting such findings are as follows:
1. As identified in Pages IV -1 through IV -8 and IV -30 through IV -34 of
the Final EIR traffic congestion on the existing street network will
reach unacceptable levels without development of additional street
network links.
2. Project alternatives identified in the EIR, other than no project,
do not meet the objectives of the proposed project nor create less
significant environmental impacts. In time there may be some
reduction in noise due to interviewing building construction. Noise
is also predicated on year 1995 traffic volumes.
These findings are supported by substantial evidence in the record of the
proceedings before the City Council.
