Recommendation
Approve and authorize the following:
(1) Approve and ratify the City of Redding Community Services Department's submittal of a
Boating Access Program grant application in an amount not to exceed $600,000 to
provide continued funding assistance for boat ramp and fishing facility operations and
maintenance at multiple river access locations; and
(2) Authorize the City Manager, or designee, to execute a11 documents necessary to apply far
the grant, appropriate funds should the grant be awarded, and execute any agreements
necessary to implement the project.
Fiscal Impact
If awarded, the Boating Access Program grant will continue funding four Parks Division staff
positions specifically for river access facility maintenance. The application will request up to
$600,000 to fund three Public Works Maintenance Workers, and one Gardener position. A match
of 25 percent ($200,000) of the total project cost ($800,000) is required and will be covered
through in-kind labor services already budgeted. If the grant is not renewed, the employees wi11
be re-assigned to vacant positions or separated during the probationary period.
There is no new fiscal impact to the General Fund.
Alternative Action
Due to timing constraints between the announcement and the grant program deadline, staff
submitted the application on November 3, 2023. The City Council (Council) could decline to
ratify staff's submission of the Boating Access Program grant application and direct staff to
withdraw the grant application. This action will result in a missed opportunity to continue to fund
maintenance costs associated with multiple river access locations. Or, Council could provide
staff with alternate direction.

Background/Analysis
Grants within the Boating Access Program, a sub-program of the Sport Fish Restoration Grant
Program, can fund a broad range of river access facilities and associated amenities that benefit
recreational boaters. These grants are available to State Fish and Wildli�e Agencies that
sometimes partner with local governments, other state agencies, or non-governmental
organizations to ensure public access to State-controlled waters. Though many development
grants are available for parks, trails, and facilities, those that fund maintenance are rarely
available.
In January 2023, the Redding office of the California Department o�Fish and Wildlife (CDFV�
partnered with the City of Redding (City) to apply for the funds, thereby recognizing the value of
the facilities to the sport fishing community, as well as the State's previous investment in the
development of these facilities, and the associated burden of maintenance costs. Staff recently
executed a round one Boating Access Program grant contract with CDFW for $451,281 to fund
three new Public Works Maintenance Worker positions and one new Gardener position for
additional maintenance efforts. This grant funds these positions for one year.
To continue the enhanced maintenance efforts, staff applied for round two of the program. If
awarded, the Parks Division's additional funding will support further vegetation management,
repairs, cleaning, and other routine tasks. Accepting the grant award will not fund capital
improvement projects at any of the facilities, and the recommended actions have no impact on
the City's lease with the Redding Rodeo Association, Advance Redding, or Turtle Bay
Exploration Park.
The application seeks funding for operations and maintenance at the following six facilities:
• Lake Redding Boat Ramp;
• John Reginato River Access;
• Turtle Bay Boat Ramp;
• Nur Pon Open Space and River Access;
• Turtle Bay East Open Space and River Access; and
• Kum Bay Xerel Open Space and River Access.
Environmental Review
These are routine maintenance items and are not considered a project as defined under the
California Environmental Quality Act. No further action is required.
