CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Authorize the following relative to the Outdoor Equity Grants Program administered by the
California Department of Parks and Recreation:
(1) Adopt Resolution approving the City of Redding as an applicant; and
(2) Authorize the City Manager, or designee, to execute all documents necessary to apply for
the grant, appropriate funds should the grant be awarded, and execute any agreements or
augmentations necessary to implement the project.
Fiscal Impact
The grant application will request up to $700,000 for the Martin Luther King, Jr. Center’s (MLK
Center) Sacramento to Sea program, an eight-week educational camp for under-resourced youth.
If awarded the grant, it will provide funding for all direct programming costs, such as staffing,
transportation, materials, and supplies. No matching funds are required for the program, and
there will be no impact to the General Fund.
Alternative Action
The City Council could decline to apply for the funds and not take advantage of this grant
opportunity, or provide staff with alternate direction.
Background/Analysis
Following the passage of Assembly Bill 209 (AB 209) on July 1, 2020, the California
Legislature funded the Outdoor Equity Grants Program (OEP). The OEP allotted $31 million to
support the health of Californians by creating outdoor program access for underserved
communities. The grant application deadline is December 14, 2023.

Staff identified the Martin Luther King, Jr. Center and its mission as well-suited to meet the
priorities of the grant guidelines. If awarded, the grant would fund the Sacramento to Sea
program, an eight-week summer program through Redding Recreation addressing the needs of
disadvantaged and severely disadvantaged neighborhoods by building social equity through
recreation opportunities. Strong neighborhoods are vital to creating more thriving, healthy,
resilient, and equitable places. This project will serve up to 30 local youth, ages 11-16, who are
currently in foster care, involved in the juvenile justice system, or are residents of the Martin
Luther King, Jr. neighborhood.
The program will allow youth to understand the Sacramento River Valley and its relation to and
impact on the region and the Pacific Ocean. Participants will gain knowledge and experiences
that will cultivate a lifelong spirit of stewardship and encourage active conservation. Youth
participants have weekly excursions to visit local natural or cultural resource areas. All
participants will receive essential equipment for day hiking. Once participants have completed
the core program, they will be eligible to participate in a six -day field trip, taking them from
Redding to the San Francisco Bay. There, participants will tour the San Francisco State Marine
Biology Department to learn about conservation and marine sciences career opportunities.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE APPLICATION FOR THE OUTDOOR EQUITY
GRANTS PROGRAM GRANT FUNDS
WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility
by the Legislature of the State of California for the administration of the Outdoor Equity Grants
Program, setting up necessary procedures governing the application; and
WHEREAS, said procedures established by the State Department of Parks and Recreation
require the Applicant to certify by resolution the approval of the application before submission of
said application to the State; and
WHEREAS, successful Applicants will enter into a contract with the State of California to
complete the Grant Scope program;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding
hereby approves the filing of an application for the Martin Luther King, Jr., Outdoor Leadership
Initiative Program; and
1. Certifies that said Applicant has or will have available, prior to commencement of any
work on the program(s) included in this application, sufficient funds to complete the
program(s);
2. Certifies that if the grant is awarded, the Applicant has or will have sufficient funds to
operate the program(s) as described in the Grant Selection Criterion response;
3. Certifies that the Applicant has reviewed, understands, and agrees to the General
Provisions contained in the contract shown in the Grant Administration Guide;
4. Delegates the authority to the City Manager, or designee, to conduct all negotiations, sign
and submit all documents, including, but not limited to applications, agreements,
amendments, and payment requests, which may be necessary for the completion of the
Grant Scope;
5. Agrees to comply with all applicable federal, state and local laws, ordinances, rules,
regulations and guidelines; and
6. Will consider promoting inclusion per Public Resources Code §80001(b)(8 A-G).
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 7th day of November, 2023, by the
