SUBJECT: 4.6(a)--Award Bid Schedule 5410 to Purchase Ford F-350 Pickup Trucks with
Utilit Beds
Recommendation
Authorize and approve the following actions related to Bid Schedule No. 5410, Furnishing and
Delivering Four, One-Ton Trucks:
(1) Award bid to Crown Motors; and
(2) Authorize the purchase of four, one-ton trucks with a utility body at a net delivered cost
of $305,815.05 to replace three older trucks in the City of Redding Parks Division and
one in the City of Redding Building Maintenance Division.
Fiscal Impact
The cost of the replacement vehicles proposed is included in the approved rolling stock budgets
for Fiscal Year 2023-24 for both the Parks and Building Maintenance Divisions. The cost of the
four vehicles purchased from Crown Motors is $305,815.05. There are sufficient rolling stock
funds in both the Parks and Building Maintenance Divisions' budgets to cover the purchase of
the vehicles.
Alternative Action
The Council may choose not to authorize the purchase and provide alternate direction to the
staf£ This action may result in increased downtime and maintenance costs.
Background/Analysis
The Parks Division team maintains landscaping for over 100 City of Redding (City) owned sites,
including parks, buildings, and office campus landscaping, street medians, and special facilities
throughout the City. The Parks Division deploys staff and the necessary equipment and tools to
job sites for maintenance service duties, including mowing, irrigation and plumbing, tree care,
weed and pest con�rol, erosion con�rol, vandalism clean-up, playground inspection, and other
activities. These job duties require a range of vehicles, trailers, equipment, and tools. Building
Maintenance sta�f is responsible for inspecting, and maintaining 701,000 square feet of City-
own�d buildings in various locations.

These truck replacements in both divisions were closely evaluated and recommended by the
Fleet Division before being included in the City's adopted budget. The average Parks Division
vehicle is 16 years old, and the Building Maintenance average vehicle is 11 years old.
Considering these vehicles' age, mileage, and service history, they are beyond the normal
replacement schedules. Regular vehicle replacements should occur based on their expected
lifecycle costs and considering the cumulative costs of repairs and maintenance.
Bid opportunity notices were distributed to potential vendors, in addition to posting the bid on
the City's website and advertising in the Record Searchlight. Three bids were received. The
apparent low bid was received from Lithia Chevrolet, but it was incomplete and therefore
disqualified. Staff reached out to the company on multiple occasions and received no response.
Towne Ford was the second low bid, with local vendor Crown Motors' bid within five percent of
Towne Ford's bid. In accordance with the Redding Municipal Code Section 4.20.180, Crown
Motors agreed to match Towne Ford's bid of $71,245 (unit price without tax) per truck. The
quote includes four 2024 Ford F350, regular cab chassis XL, gasoline engine, two-wheel drive
trucks with a Scelzi Service Body.
Approving the purchase of these vehicles will provide the staff with the equipment they need to
perform their duties efficiently and effectively, ensuring safe and clean public spaces.
Environmental Review
This action is not a project within the meaning of the California Environmental Quality Act
(California Public Resources Code § 21000, et seq., "CEQA") and CEQA Guidelines (Title 14
California Code of Regulations § 15000, et seq.) Section 15378 and is therefore exempt from
CEQA.

4.20.180 Local business preference.
A. Local Business Defined. For purposes of this section,a "local business" means a business enterprise including
but not limited to, a sole proprietor, partnership,or corporation which has the following:
1. A valid business license issued from the City of Redding;and
2. Has a place of business with a physical address located within the jurisdictional limits of the City of
Redding and retains at least one full time equivalent employee at that location.
B. Where competitive bidding is utilized for the purchase of taxable goods pursuant to Sections 4.20.120A. and
4.20.130A.,and the lowest responsible bidder is not a local business,the Purchasing Officer shall provide the
lowest responsible local business bidder,should one exist and its bid is within five percent of the lowest
responsible bidder,with notice and an opportunity to reduce its bid to match that of the lowest responsible
bidder.
C. Upon notice being provided pursuant to Section 4.20.180 B.,the local business shall have two full business
days to provide written notice to the purchasing officer of its desire to match the lowest bid. In the event the
local business elects to match,the contract will be awarded to the local business. In the event,the local
business provided the opportunity to match does not opt to match the lowest responsible bid,the award of
the contract shall be given to the lowest responsible bidder.
D. In instances where a local business and a non-local business submit equivalent lowest, responsible bids,the
Purchasing Officer shall give preference to the local business.
E. All notices required under this section may be made orally, in writing or electronically.
F. Local preference shall not apply to any procurement of public work or where prohibited by grant funding or
other specific directive.
