The City Council Chambers are fully open to the public in compliance with current guidelines
from the California Department of Public Health regarding indoor meetings.
The meeting was called to order by Mayor Kristen Schreder with the following Council Members
present: Michael Dacquisto, Mark Mezzano, Erin Resner, and Julie Winter.
Also present were: City Manager Barry Tippin,Assistant City Manager Sheri DeMaagd, Assistant
City Manager Steve Bade, City Attorney Barry DeWalt, City Clerk Pamela Mize, and Executive
Assistant Amber DalPoggetto.
The Pledge of Allegiance to the Flag was led by Mayor Schreder.
The Invocation was provided by Jen McCloskey, Redding Police and Fire Departments' Chaplain.
PRESENTATIONS
2A. Resolution — Certifying Canvass of Ballots and Declaring Results of November 8, 2022,
Consolidated General Municipal Election—City of Redding.
City Clerk Mize highlighted the Report to the City Council (staff report), incorporated
herein by reference, and recommended that the City Council adopt a resolution certifying
the canvass of ballots and declaring the results of the November 8, 2022, Consolidated
General Municipal Election. The election was held for the purpose of electing three City
Council Members and City Clerk.
Ms. Mize stated that, with 60.19 percent voter participation, the candidates receiving the
highest number of votes for the office of Council Member were Michael Dacquisto,
Tenessa Audette, and Jack Munns. Pamela Mize received the highest number of votes for
the office of City Clerk.
A MOTION WAS MADE by Council Member Mezzano, seconded by Council Member
Resner, to adopt Resolution No. 2022-127, a resolution of the City Council of the City of
Redding, certifying the canvass of ballots and declaring the results of the November 8,
2022, Consolidated General Municipal Election.
The Vote:
AYES: Council Members - Dacquisto, Mezzano, Resner, Winter, and Schreder
NOES: Council Members -None
ABSTAIN: Council Members -None

2B. Oath of Office - City Clerk-Elect Pamela Mize.
Mayor Schreder administered the Oath of Office to Pamela Mize for a four-year term
expiring December 2026.
2C. Oath of Office - City Council Members-Elect Michael Dacquisto, Tenessa Audette, and
Jack Munns.
City Clerk Mize administered the Oath of Office to Michael Dacquisto, Tenessa Audette
and Jack Munns for four-year terms expiring December 2026.
Outgoing Council Members Resner and Schreder stepped down and incoming Council
Members Audette and Munns and re-elected Council Member Dacquisto assumed their
seats on the dais.

2D. Reorganization of the City Council - Selection of Mayor, Vice Mayor, and Mayor Pro
Tempore.
A MOTION WAS MADE by Council Member Mezzano, seconded by Council Member
Munns,to appoint Vice Mayor Dacquisto to serve as Mayor,Mayor Pro Tempore Mezzano
to serve as Vice Mayor, and Council Member Audette to serve as Mayor Pro Tempore for
one-year terms expiring at the first meeting in December 2023.
The Vote:

2E. Resolution—Honoring Outgoing Council Member Schreder.
A MOTION WAS MADE by Council Member Winter, seconded by Council Member
Mezzano, to adopt Resolution No. 2022-128, a resolution of the City Council of the City
of Redding, honoring Kristen Schreder for distinguished service on the Redding City
Council from December 2, 2014, to December 6, 2022.

2F. Resolution—Honoring Outgoing Council Member Resner.
A MOTION WAS MADE by Council Member Winter, seconded by Council Member
Mezzano, to adopt Resolution No. 2022-129, a resolution of the City Council of the City
of Redding, honoring Erin Resner for distinguished service on the Redding City Council
from December 4, 2018, to December 6, 2022.
The Vote:

2G. Presentation of Mayor's Appreciation Gavel to Mayor Schreder.
City Manager Tippin presented Mayor Emeritus Schreder with a Gavel Plaque of
Appreciation for service as Redding Mayor from December 2021 to December 2022.
2H. Presentations to Kristen Schreder in appreciation of her service as a City Council Member
for the City of Redding.
City Manager Tippin presented a clock to Ms. Schreder in recognition of the time she has
given to the City of Redding and a photo album highlighting some the projects that she
helped bring to fruition during her eight-year tenure on the Council.
Community Services Director Kim Niemer presented a mosaic tile to Mayor Emeritus
Schreder.
Ms. Schreder thanked the community, the City Council Members, and staff of the City of
Redding.

2I. Presentations to Erin Resner in appreciation of her service as a City Council Member
for the City of Redding.
City Manager Tippin presented a clock to Ms. Resner in recognition of the time she has
given to the City of Redding and a photo album highlighting some the projects that she
helped bring to fruition during her four-year tenure on the Redding City Council.
Community Services Director Kim Niemer presented a mosaic tile to Ms. Resner.
Ms. Resner thanked the community, the City Council Members, and staff of the City of
Redding.
PUBLIC COMMENT
Dale, Jason Miller, Robert Trigar, Donald Cain, and Susan Murry expressed their concern about
the increased number of burglaries at small, local businesses and asked the Council to help protect
local business owners.
Alex Belecki warned of the danger of oxygen deprivation.
Steven congratulated newly elected council members.
Ona Cranfill spoke regarding the crosswalk at Placer and Continental Streets connecting Shasta
Community Health Center and the parking facility which has deteriorated to a dangerous point.
She is fearful for the safety of the many patients using this crosswalk. (A photograph was provided
and incorporated herein by reference.) In addition, the intersection of South Street and Park
Marina Drive is unsafe. She recommended installation of flashing crosswalk lights. At the Mayors
request, Public Works Director Chuck Aukland will contact Ms. Cranfill.
Brenda advised that an alternative to homelessness is an adequate number of drug and alcohol
treatment centers.
Anthony Ortiz and Lee Lamp opined regarding the poor condition of the Big-League Dreams
facilities.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each Report
to City Council (staff report) is incorporated herein by reference:
4(b). Accept City of Redding Accounts Payable Register No. 9; and Payroll Register No. 10.
(1) Accounts Payable Register No. 9 for the period of November 1, 2022, through
November 11, 2022, for a total of $5,394,373.01 for check numbers 175355 through
175699, inclusive, ACH Transfer numbers 18992 through 19026 inclusive, Wire Transfer
numbers 11948 through 11962, inclusive; and (2) Payroll Register No. 10 for the period of
October 30, 2022 through November 12, 2022, in the amount of$4,271,697.68 for check
numbers 572035 through 572999; and check numbers 608533 through 608579, inclusive;
SUMMARY TOTAL: $9,666,070.69.
4(c). Accept the City of Redding Treasurer's Report for the month of October 2022.

4(e). Adopt Ordinance No. 2655, an ordinance of the City Council of the City of Redding,
amending Redding Municipal Code Title 16 (Buildings and Construction), Chapter 16.02
(Building Code) by amending Section 16.02.010 (California Building Code Adopted);
Chapter 16.03 (Residential Code) by amending Section 16.03.010 (California Residential
Code Adopted); Chapter 16.04 (Mechanical Code) by amending Section 16.04.010
(California Mechanical Code Adopted); Chapter 16.05 (Plumbing Code) by amending
Section 16.05.010 (California Plumbing Code Adopted); Chapter 16.06 (Electrical Code)
by amending Section 16.06.010 (California Electrical Code Adopted); Chapter 16.07
(Energy Code) by amending Section 16.07.010 (California Energy Code Adopted);
Chapter 16.08 (Green Building Standards Code) by amending Section 16.08.010

removed from the agenda at the request of the City Attorney.
4(g). Adopt Ordinance No. 2657, an ordinance of the City Council of the City of Redding,
amending Redding Municipal Code Title 9 (Health and Safety), Chapter 9.20 (Fire Code)
by amending Sections 9.20.010 (Adoption), 9.20.020 (Title), 9.20.030 (Supplemental
Rules, Regulations and Standards), 9.20.040 (Fire Prevention Division), 9.20.050 (Self-
Inspection), 9.20.060 (Appeals), 9.20.070 (Violation Penalties), 9.20.080 (Enforcement—
Citation Authority), 9.20.090 (Fees), 9.20.100 (Open Burning, Recreational Fires, and
Outdoor Fireplaces), 9.20.110 (Fire Apparatus Access Roads), 9.20.120 (Premises
Identification), 9.20.130 (Fire Hydrants), 9.20.140 (Fire Protection Systems), 9.20.150
(Existing Buildings), 9.20.160 (High-Piled Combustible Storage), 9.20.170 (Fire Safety

4.4(a). Authorize the following actions relative to funding and implementing an online automated
solar permitting program: (1) approve submittal of application to the California Energy
Commission for a California Automated Permit Processing Program Grant in the amount
of $60,000; and (2) authorize City Manager, or designee, to execute all documents
necessary to apply for the grant,appropriate funds should the grant be awarded,and execute
any agreements necessary to implement the project.
4.5(a). Authorize and approve the following actions relative to the Request for Proposals No. 5289
for Engineering Services for the design of a new 115/12kV Electric Substation in East
Redding: (1) approve the Consulting and Professional Services Contract with Ulteig
Engineers, Inc., in the amount of $341,900 for engineering services to design a new
115/12kV substation; and (2) authorize the City Manager, or designee, to execute all
agreements or documents required to complete the stated scope of work.
4.5(b). Authorize the following relative to Bid Schedule No. 5318,Residential Single-Phase Solid-
State Watt-Hour Meters: (1) accept the apparent low bid by Anixter, Inc., and award to
Anixter, Inc., for an annual evaluated cost of$334,570. The contract period shall be from
November 15, 2022,through September 30, 2023; (2) authorize the Purchasing Officer to
extend the bid award annually with Anixter, Inc.,through September 30, 2027, if mutually
agreeable, with all terms and conditions remaining the same;the contract may be extended
annually for four additional one-year periods through September 30, 2027, with price
adjustments in direct proportion to the Producer Price Index.; and (3) authorize the City
Manager to approve changes to future pricing terms and policies as needed due to inflation
and unstable economic conditions.
4.11(a).Authorize the following actions relative to sole-source procurement of equipment for the
City of Redding Water Utility: (1) approve networking equipment from Cisco and Palo
Alto in an amount not to exceed $450,000 for Fiscal Year 2022-23 to include system
routers, ethernet switches, firewalls, and other network equipment and their associated
licensing software and support service; and (2) find that the action is exempt from review
under the California Environmental Quality Act Guidelines, per Section 15301 —Existing
Facilities.

4.11(b).Authorize the following actions relative to Bid Schedule No. 5302 (Job No. 5424-98) City
Council Chambers Audio Visual Upgrade Project: (1) award to Conti, LLC, in the amount
of $456,333; (2) approve an additional $52,000 to cover the cost of administration and
inspection fees and $61,000 for project development costs; (3) approve $46,000 to provide
construction contingency funding; (4) authorize the City Manager to approve additional
increases in either the construction management or construction contingency amounts up
to a total of$10,000; (5) adopt Resolution No. 2022-130, a resolution of the City Council
of the City of Redding, approving and adopting the 74th Amendment to City Budget
Resolution No. 2021-078 appropriating $105,340 in funds for the project; and (6) find that
the project is categorically exempt from review under the California Environmental Quality
Act Guidelines, per Section 15301(a) - Existing Facilities.
4.12(a).Authorize issuance of a sole-source Purchase Order to JRC, Inc., dba NorCal Presort for
City of Redding mail services for the period of January 1, 2023, through December 31,
2023, in the approximate amount of $285,000 per year; and authorize the Purchasing
Officer to extend the term on an annual basis for an additional five years, if mutually
agreeable, with all terms and conditions remaining the same except for any increase in the
United States Postal Service rate, and an increase in the mail processing per letter fee, not
to exceed one cent, over the entire five year term.
4.15(b).Approve and authorize the following actions: (1) adopt Resolution No. 2022-131, a
resolution of the City Council of the City of Redding, approving an amendment to the
Executive Management Pay-For-Performance Salary Plan(Unrepresented)adding a newly
created classification titled Transit Manager, effective December 11, 2022; and
(2) adopt Resolution No. 2022-132, a resolution of the City Council of the City of Redding,
approving and adopting the 75th Amendment to City Budget Resolution No. 2021-078
adding a full-time position of Transit Manager to the City of Redding Public Works
Transportation Division.

Winter, that the foregoing items on the Consent Calendar be accepted, acknowledged,
adopted, approved, and/or authorized as recommended.

REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS,
BOARDS, COMMISSIONS AND COMMITTEES
9.6(a). Conceptual plan and authorize submittal of the Outdoor Recreation Legacy Partnership
Grant Application for South City Park in the City of Redding.
Community Services Director Niemer summarized the Report to City Council(staff report)
and provided a PowerPoint presentation; both incorporated herein by reference.
41 public speakers supported the South City Park conceptual plan and submittal of the
grant application.
One public speaker thought the plan was flawed and should not moving forward.
A discussion amongst the Council ensued.

A MOTION WAS MADE by Council Member Winter, seconded by Council
Member Audette, to authorize the following relative to the design, funding, permitting,
engineering, and construction of improvements at South City Park: (1) approve the
conceptual plan;(2)authorize the submission of an Outdoor Recreation Legacy Partnership
application in the amount of$3.5 million to begin phase one construction of the South City
Park improvements; (3) find that the project is categorically exempt from review under
the California Environmental Quality Act Guidelines, per Sections 15301(d) — Existing
Facilities, 15302(C) — Replacement or Reconstruction, and 15303(d & e) - New
Construction or Conversion of Existing Structures; and (4) authorize the City Manager, or
designee, to execute all documents necessary to complete the Outdoor Recreation Legacy
Partnership Program application process.

A MOTION WAS MADE by Council Member Mezzano, seconded by Council Member
Dacquisto, to adopt Ordinance No. 2654, an uncodified ordinance of the City Council of
the City of Redding, authorizing an amendment to the contract (C-99) between the City
Council of the City of Redding and the Board of Administration of Ca1PERS as allowed in
Section 20516 of the Public Employees' Retirement Law (Employees Sharing Additional
Cost) for Unrepresented Public Safety Management Employees.
