City Council, Adjourned Regular Meeting

October 24, 1977 12:15 P.M.
The meeting was called to order at 12:15 P.M. by Vice Mayor Anderson with
the following Councilmen present: Demsher, Gard, Pugh, and Anderson
Absent: Mayor Fulton
Also present were City Manager Brickwood, Assistant City Manager Courtney,
City Attorney Murphy, Public Works Director Arness, Planning and Community
Development Director Harris, Personnel and Labor Relations Director Reynolds,
Assistant City Engineer Lang, Associate Civil Engineer Hastings, and City
Clerk Brayton.
AWARD OF BIDS - Water Projects Funded by LPW Round II Funds
After a review of the recommendations of the Director of Public Works dated
October 21, 1977, pertaining to award of bids on water projects funded by
LPW Round II funds, and general oral discussion thereon, the following
motions were made:
Benton Drive 16 and 12 -inch Transmission Main
MOTION: Made by Councilman Pugh, seconded by Councilman Demsher
that Bid Schedule No. 978, Benton Drive 16 and 12 -inch Transmission
Main, be awarded to the Shasta -Sierra Corporation on their low bid
in the amount of $76,230, contingent upon the receipt of approval
from the EDA in relation to the bid meeting the requirement concerning
the expenditure of at least 100 of the grant amount with bona fide
Minority Business Enterprises and, secondly, notice that EDA has
issued a letter of credit for the aforestated project.
Voting was as follows:
Ayes: Councilmen - Demsher, Gard, Pugh, and Anderson
Noes: Councilmen - None
Absent: Councilmen - Fulton
Lake Boulevard 12 -inch Transmission Main
MOTION: Made by Councilman Demsher, seconded by Councilman Pugh
that Bid Schedule No. 977, Lake Boulevard 12 -inch Transmission Main
be awarded to Gary H. Drumm on his low bid in the amount of $78,864.50,
contingent upon the receipt of approval from the EDA in relation to the
bid meeting the requirement concerning the expenditure of at least 10%
of the grant amount with bona fide Minority Business Enterprises and,
secondly, notice that EDA has issued a letter of credit for the afore-
stated project.
Voting was as follows:
Ayes: Councilmen - Demsher, Gard, Pugh, and Anderson
Noes: Councilmen - None
Absent: Councilmen - Fulton
Two Million Gallon Buckeye Reservoir
Councilman Pugh abstained from discussion and voting on this item.
MOTION: Made by Councilwoman Gard, seconded by Councilman Demsher
that Bid Schedule No. 973, Two Million Gallon Buckeye Reservoir, be
awarded to B & W Construction Company on their low bid in the amount
of $318,211, providing said bidder qualifies in connection with the
requirements concerning the expenditure of at least 10% of the grant
amount with bona fide Minority Business Enterprises, and provided
that EDA has issued a letter of credit for the project and, in the
event that the low bidder does not so qualify as to either of the
foregoing contingencies, that the bid be awarded to the next lowest
bidder, contingent upon the same two conditions preceding.
Voting was as follows:

Noes: Councilmen - None
Absent: Councilmen - Fulton
Abstain: Councilmen - Pugh

Addition of 75 HP Pumps to Pumping Plant No. 3
Councilman.Pugh abstained from discussion and voting.on this item.
30 -inch Transmission Main, Pumping Plant No. 1 to Pumping Plant No. 2
MOTION: Made by Councilman Demsher, seconded by Councilwoman Gard
�\ that Bid Schedule No. 975, 30 -inch Transmission Main, Pumping Plant No.
\� 1 to Pumping Plant No. 2, be awarded to Contri Construction on their
G� low bid in the amount of $560,446, contingent upon the receipt of
approval from the EDA in relation to the bid meeting the requirement
concerning the expenditure of at least 10% of the grant amount with
bona fide Minority Business Enterprises and, secondly,notice that EDA
has issued a letter of credit for the aforestated project.
Voting was as follows:
Ayes: Councilmen - Demsher, Gard, Pugh, and Anderson
Noes: Councilmen - None
Absent:Councilmen - Fulton
Hilltop - Twin View 12 -inch Transmission Main
MOTION: Made by Councilman Pugh, seconded by Councilman Demsher that
�\ Bid Schedule No. 976, Hilltop - Twin View 12 -inch Transmission Main,
be awarded to Cal -Ore Constructors on their low bid in the amount of
$196,750, contingent upon the receipt of approval from the EDA in re-
lation to the bid meeting the requirement concerning the expenditure
of at least 10% of the grant amount with bona fide Minority Business
Enterprises and, secondly, notice that EDA has issued a letter of credit
for the aforestated project.
Voting was as follows:
Ayes: Councilmen - Demsher, Gard, Pugh, and Anderson
Noes: Councilmen - None
Absent: Councilmen - Fulton

There being no further business, at the hour of 12:30 P.M., Vice Mayor
Anderson declared the meeting adjourned to 12:30 P.M., November 1, 1977.

MOTION: Made by Councilwoman Gard, seconded by Councilman Demsher
that Bid Schedule No. 974, Addition of 75 HP Pumps to Pumping Plant
No. 3, be awarded to Orona Construction on their low bid in the amount
of $59,333, providing said bidder qualifies in connection with the

requirements concerning the expenditure of at least 10% of the grant
amount with bona fide Minority Business Enterprises, and provided that
EDA has issued a letter of credit for the project and, in the event
that the low bidder does not so qualify as to either of the foregoing
contingencies, the the bid be awarded to the next lowest bidder, con-
tingent upon the same two conditions preceding.
Voting was as follows:
Ayes: Councilmen - Demsher, Gard, and Anderson
Noes: Councilmen - None
Absent: Councilmen - Fulton
Abstain: Councilmen - Pugh
