HomeMy WebLinkAboutMinutes - City Council - 1977-04-25118 City Council, Adjourned Regular Meeting Police Dept. & Council Chambers Bldg. Redding, California April 25, 1977 12:15 P.M. The meeting was called to order at 12:15 P.M. by Mayor Fulton with the following Councilmen present:: Anderson, Demsher, Gard, Pugh, and Fulton. Also present were Assistant City Manager Courtney, City Attorney Murphy, Public Works Director Arness, Planning and Community Development Director Harris , Assistant City Engineer Lang, and City Clerk Brayton. ORDINANCE - re Grading:, Fills, and Excavation MOTION: Made by Councilman Anderson, seconded by Councilman Demsher that full reading of Ordinance No. 1323 be waived, and that the City Attorney be instructed to scan same. The Vote: Unanimous Ayes Councilman Demsher s.tated that although he has no objection to Council adopting this Ordinance today, he believes that Council,should study the ordinance very carefully as he thinks it may be too restrictive for individual developments; that it may be setting up a bureaucracy. City Attorney Murphy noted that single family developers are pretty well excluded. Mr: Demsher said he was thinking of very small developments. Mr. Murphy said that this ordinance follows closely the ordinance adopted by the City of Pasadena, and it has worked well in that City as well as in other Southern California cities.. Lyle Stewart, Planning Consultant, was involved in drafting the ordinance for the City of Pasadena. Mr. Murphy also noted that the ordinance will be reviewed by the Planning Commission and staff and will probably -,be modified. Mr. Demsher indicated he was in agreement with this procedure. MOTION: Made by Councilman Anderson, seconded by Councilman Pugh that Ordinance No. 132'3 be adopted, an ordinance of the City Council of the City of Redding amending the Redding City Code, 1959, as amended, .by adding thereto Chapter 14A pertaining to grading, fills, and excavations. Voting was as follows: Ayes: Councilmen - Anderson, Demsher, Gard, Pugh, and Fulton Noes: Councilmen - Nane Absent: Councilmen - None Ordinance No. 1323 is on file in the office of the City Clerk. C ORDINANCE - Pertaining to Dog License and Redemption Fees MOTION: Made by Councilman Pugh, seconded by Councilman Demsher that full reading of Ordinance No. 1324 be waived, and that the City Attorney be instructed to scan same. The Vote: Unanimous Ayes MOTION: Made by Councilman Anderson, seconded by Councilman Pugh that Ordinance No. 1324 be adopted, an ordinance of the City Council of the City of Redding amending Chapter 5 of the Redding City Code, 1959, as amended, by repealing Sections 5-13, 5-15.1, 5-26, and 5-33 and 1 1 i 119 substituting therefor new Sections 5-13, 5-15.1, 5-26, and 5-33, pertaining to dog license and redemption fees. Voting was as follows-, Ayes: Councilmen - Anderson, Demsher, Gard, Pugh, and Fulton Noes: Councilmen - None Absent: Councilmen - None Ordinance No. 1324 is on file in the office of the City Clerk. AMENDMENT TO LEASE - Sheriff's Posse of Shasta County MOTION: Made by Councilman Anderson, seconded by Councilman L� Pugh approving the Amendment to Lease between the City of Redding and the Sheriff's Posse of Shasta County, and authorizing the Mayor to execute same on behalf of the City. The Vote: Unanimous Ayes LEASE - Sheriff's Posse of Shasta County, Inc. MOTION: Made by Councilman Anderson, seconded by Councilman Z Pugh approving the Lease between the City of Redding and the Sheriff's Posse of Shasta County, Inc. , and authorizing the Mayor to execute same on behalf of the City. The Vote: Unanimous Ayes Ordinance No. 1322 is on file in the office of the City Clerk. ADJOURNMENT There being no further business, at the hour of 12:26 P.M. , Mayor Fulton declared the meeting adjourned. The Vote: Unanimous Ayes MOTION: Made by Councilman Pugh, seconded by Councilman Demsher that Ordinance No. 1322 be adopted, an ordinance of the City Council of the City of Redding amending Chapter 30 of the Redding City Code, 1959, as amended, by adding Section 30-6.2 pertaining to multiple family residential districts. Voting was as follows: Ayes: Councilmen - Anderson, Demsher, Gard, Pugh, and Fulton Noes: Councilmen - None Absent: Councilmen - None Ordinance No. 1322 is on file in the office of the City Clerk.
