HomeMy WebLinkAbout _ 9.6(b)--Approve Scope Change for the Caldwell Park Expansion Project CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Approve and authorize the following actions relative to the Caldwell Park Expansion Project funded by a Proposition 68 Statewide Park Development Program grant: (1) Approve the changes to the grant scope; and (2) Authorize the City Manager, or designee, to submit the proposed change to the State for approval and to amend the grant agreement, and execute all documents necessary to change the grant’s scope. Fiscal Impact The Caldwell Park Expansion Project is funded by a Proposition 68 Statewide Park Development Program grant. To date, the City of Redding (City) has expended $2.2 million of the $6.7 million grant award. The City is required to complete the full project scope by 2028. Should the City not complete the project scope or reach an agreement for a reduced project scope by 2028, the State may require the City to refund any previously reimbursed expenses. Changing the scope will not impact the General Fund. Alternative Action The City Council could decline to authorize staff to change the scope of the project, or provide staff with alternate direction. Background/Analysis The City benefitted tremendously from the passage of California Proposition 68 - the Drought, Water Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018. In 2019, staff successfully applied for the Caldwell Park Expansion Project. The grant project proposal included improvements to the existing Caldwell Park and an expansion into the City-owned open space area east of Market Street. Kim Niemer, Community Services Director Report to Redding City Council October 10, 2023 Re: 9.6(b)--Approve Scope Change for the Caldwell Park Expansion Project Page 2 • Reconstructed/reconfigured Aquatic Center parking area; • Redding Bike Park; • Skate Park addition with lighting; • Shade structures; • Exercise equipment; • Multipurpose court area; • Wall-ball court; • Sacramento River Trail lighting and Caldwell walking path improvements; • Public art; • Replace existing restroom with new prefabricated restroom building; and • Bouldering/climbing area. To date, staff has completed the overall project design documents, the design and construction of the skate park addition (without lighting), commissioned the public art sculpture, and purchased the exercise equipment. Portions of the bike park are actively under construction by the Redding Trail Alliance as a volunteer project. These project components have expended $2.2 million of the original $6.7 million budget. Between the grant award date in May 2020 and today, inflation, labor shortages, and supply chain issues vastly diminished the purchasing power of the grant. Recognizing this issue, the State is providing contract extensions through 2028 to allow grantees to find additional funding or modify their projects to suit the awards. To continue the project's forward momentum and reduce the compounding effect of continual inflation, staff is requesting to formally reduce the project's scope and align it with the remaining $4.5 million budget. Staff selected the features highlighted as the most important by the community during the project's public engagement process and the elements crucial to long-term planning and development efforts. The revised scope eliminates: • Aquatic Center parking lot re-construction; • Wall-ball and multipurpose courts; • Multiple shade structures; • Landscape areas; and • Major modifications to the access road on the eastern edge of Caldwell Park. The proposed new scope includes: • Redding Bike Park; • Small portions of reconstructed parking areas; • Skate park lighting; • Exercise equipment; • Sacramento River Trail lighting; • Public art; • Replace existing restroom with new prefabricated restroom building; and • Bouldering/climbing area. To avoid further impacts to the project, staff used strategies to reduce project costs and maximize the effectiveness of available grant funding. These include: Report to Redding City Council October 10, 2023 Re: 9.6(b)--Approve Scope Change for the Caldwell Park Expansion Project Page 3 • Partnering with the Redding Trail Alliance to build the asphalt pump track, jump line, and skills trail at the bike park, an estimated $600,000 project savings; • Partnering with the Redding Trail Alliance to form a sponsorship program for bike park features; • Partnering with the Redding Parks and Trails Foundation to raise construction funds through their annual Vine and Dine event; • The City's Water Utility is contributing approximately $250,000 towards the construction of the Redding Bike Park parking lot to offset the impacts of the planned on-site collector well project; • Since 2020, contractor donations and partnerships with City utility projects have provided import fill material for the bike park. Over 4,000 cubic yards of donated fill saved the project approximately $200,000; and • Staff applied for and obtained a $25,000 grant to subsidize the cost of the exercise equipment. Staff discussed a potential scope change with the grant agency. If the City Council approves the change an official scope change request will be sent to the grant agency. The Community Services Advisory Council (CSAC) considered the scope change on September 20, 2023. CSAC members unanimously voted to recommend the City Council approve the scope changes. Environmental Review On November 26, 2019, the Planning Commission approved Use Permit UP-2019-01782 for the Caldwell Park Expansion Project. Staff filed a California Environmental Quality Act (CEQA) exemption for the project on February 3, 2020, thereby satisfying the requirements of §15074 CEQA Guidelines. Council Priority/City Manager Goals • Economic Development – “Facilitate and become a catalyst for economic development in Redding to create jobs, retain current businesses and attract new ones, and encourage investment in the community.” • Government of the 21st Century – “Be relevant and proactive to the opportunities and challenges of today’s residents and workforce. Anticipate the future to make better decisions today.” Attachments Previous Staff Report - July 16, 2019, Item 4.6(a) Grant Application CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Authorize the following relative to the funding, design, permitting, engineering, and construction of the Caldwell Park Expansion Project: (1) Adopt Resolution approving the City as an applicant for the California Statewide Park Development and Community Revitalization Program grant administered by the California Department of Parks and Recreation; and (2) Authorize the City Manager, or designee, to execute all documents necessary to apply for the grant, appropriate funds should the grant be awarded, and execute any agreements necessary to implement the project. Fiscal Impact The grant application will request up to $8.5 million to improve and expand Caldwell Park and Lake Redding Park. The Community Services Department is providing funding of $15,000 for studies required to complete the California Environmental Quality Act (CEQA) documentation and filing fees which must be submitted prior to grant award. Funding from the Parks Development Fund will be utilized for the study. If awarded the grant, the combination of park renovation and improvement of features will generate additional maintenance costs. Staff is negotiating a Memorandum of Understanding with the Redding Trail Alliance to perform long-term maintenance and operations of the bike park to offset the costs. In addition, the Parks Division will assist with garbage collection, tree care, and irrigation system maintenance for the bike park. Alternative Action The City Council could decline to apply for the funds under this grant opportunity or provide staff with alternative direction. Kim Niemer, Community Services Director Report to Redding City Council July 8, 2019 Re: 4.6(a)--Resolution-Grant Application; Caldwell Park Improvements Page 2 Background/Analysis Following the passage of Proposition 68, the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018, the Statewide Park Development and Community Revitalization Grant Program allotted $254.9 million to create, expand, and renovate parks and recreational opportunities in underserved communities. The Community Services Department (Department) identified undeveloped and under-utilized space in and around Caldwell Park and Lake Redding Park as spaces that are well-suited to the priorities of this grant. The grant application deadline is August 5, 2019, and the application requires a minimum of five public meetings to develop the scope and content for the application as well as determine project details and the associated community narrative. In partnership with the Redding Parks and Trails Foundation and the Redding Trail Alliance, the Department will have held five public workshops, with the last one occurring on Friday, July 12, 2019, to establish priorities for the project. The proposed grant funding would allow for the expansion of the boundaries of Caldwell Park to include an under-utilized lot to the east which is directly across Market Street and adjacent to a mobile home park. This area is currently host to a River Trail parking lot and restroom. Following the completion of the Caldwell Junior Bike Park in 2017, the community heavily supported the development of a destination bike park concept. The public meetings indicated that the community’s support of the bike park continues to grow. The City’s grant application will include the construction of the bike park and expansion of the skate park as projects. Additional proposed recreation concepts include an outdoor fitness area, multi-purpose court space, and a climbing and bouldering station. Support amenities and revitalizations include parking improvement and expansion, trail repairs, trail lighting, and shade structures. Overall, staff believes the project will increase utilization of the park, revitalize aging infrastructure, and activate currently undeveloped and under-utilized City-owned property. The proposed project is consistent with the Department’s 2018-2021 Action Plan.
