MEETING DATE: October 17, 2023 ITEM NO. 9.1(c) FROM: ***APPROVED BY*** jgibilisco@cityofredding.org btippin@cityofredding.org SUBJECT: 9.1(c)--Consider Ordinance designating the City of Redding as Fiscal Agent to the Redding Municipal Library. Jason Gibilisco, Management Assistant to the City Manager Report to Redding City Council October 11, 2023 Re: 9.1(c)--Consider Ordinance designating the City as Fiscal Agent to the Redding Municipal Library. Page 2 The Redding Municipal Library Board hears matters such as library policies, strategic plans, annual plans, and contracts, among other items. The day to day operation of the library is treated as a program under the City of Redding subject to City of Redding policies and procedures. This includes budget related items. The Redding Municipal Code does not clearly authorize an entity as the fiscal agent of the Redding Municipal Library Fund. The City of Redding has historically acted as the fiscal agent and codifying it will align current practices with the Redding Municipal Code. Environmental Review The adoption of this ordinance is exempt from environmental review pursuant to California Environmental Quality Act guidelines 15060(c)(2) and 15061(b)(3).
