REPORT TO THE CITY COUNCIL
Recommendation
Authorize and approve the following:
(1) Offer an Ordinance amending Redding Municipal Code Title 2 (Administration and
Personnel), Chapter 2.42 (Redding Municipal Library) designating the City of Redding as
Fiscal Agent for the Redding Municipal Library Fund for first reading by title only,
waive the full reading;
(2) Authorize the City Attorney to prepare a summary ordinance and the City Clerk to
publish the same in accordance with law; and
(3) Find that the adoption of this ordinance is exempt from environmental review pursuant to
California Environmental Quality Act guidelines 15060(c)(2) and 15061(b)(3) and
further find that the passage of this ordinance will have no foreseeable direct or indirect
physical change in the environment.
Fiscal Impact
There is no direct fiscal impact in adopting the proposed modification.
Alternative Action
The City Council may choose not to offer the ordinance as presented and provide alternate
direction to staff.
Background/Analysis
In 2006, the City of Redding executed agreements with County of Shasta and the City of
Anderson, transferring responsibility for governance and management of the Shasta Public
Library System to the City of Redding. The Redding City Council serves as the Redding
Municipal Library Board.

The Redding Municipal Library Board hears matters such as library policies, strategic plans,
annual plans, and contracts, among other items. The day to day operation of the library is treated
as a program under the City of Redding subject to City of Redding policies and procedures. This
includes budget related items.
The Redding Municipal Code does not clearly authorize an entity as the fiscal agent of the
Redding Municipal Library Fund. The City of Redding has historically acted as the fiscal agent
and codifying it will align current practices with the Redding Municipal Code.
Environmental Review
The adoption of this ordinance is exempt from environmental review pursuant to California
Environmental Quality Act guidelines 15060(c)(2) and 15061(b)(3).

AN ORDINANCE OF THE CITY OF REDDING AMENDING REDDING
MUNICIPAL CODE TITLE 2 (ADMINISTRATION AND PERSONNEL),
CHAPTER 2.42 (REDDING MUNICIPAL LIBRARY) BY AMENDING
SECTION 2.42.070 (LIBRARY FUND - ESTABLISHED) TO DESIGNATE
THE CITY OF REDDING AS THE FISCAL AGENT FOR THE REDDING
MUNICIPAL LIBRARY FUND
THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS:
Section 1. Redding Municipal Code Title 2 (Administration and Personnel), Chapter
2.42 (Redding Municipal Library), Section 2.24.070 is amended to read as follows:
2.42.070 Library fund—Established.
A fund is established, which shall be designated as the Redding Municipal Library Fund, and all
money and revenue received by the treasurer's office for the support of the Redding Municipal
Library shall be credited to the Redding Municipal Library Fund. The City of Redding shall act as
the fiscal agent for the Redding Municipal Library Fund. The Redding Municipal Library Fund
shall be drawn therefrom only as by law and the ordinances of the city provide, but shall only be
applied in the operation and maintenance of the library.
Section 2. Severability. If any section, subsection, subdivision, paragraph, sentence,
clause, or phrase of this Ordinance, or its application to any person or circumstance, is for any
reason held to be invalid or unenforceable, such invalidity or unenforceability shall not affect the
validity or enforceability of the remaining sections, subsections, subdivisions, paragraphs,
sentences, clauses or phrases of this Ordinance, or its application to any person or circumstance.
The City Council of the City of Redding hereby declares that it would have adopted each section,
subsection, subdivision, paragraph, sentence, clause, or phrase hereof, irrespective of the fact that
any one or more other sections, subsections, subdivisions, paragraphs, sentences, clauses, or
phrases hereof be declared invalid or unenforceable.
Section 3. The City of Redding finds that, pursuant to CEQA Guidelines sections
15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical
change in the environment) and 15061(b)(3) (there is no possibility the activity in question may
have a significant effect on the environment), the adoption of this Ordinance is therefore not
subject to the provisions requiring environmental review.

City of Redding at a regular meeting on the 17th day of October, 2023, and was duly read and
