Barner as the Chief of Police of the City of Redding. Fiscal Impact The salary as Chief of Police will be $20,664 per month. At the time the City Council considers a successor memorandum of understanding with the Redding Police Managers Association additional adjustments to the Chief’s salary may be necessary. Alternative Action The City Council could decline to approve the appointment of Brian T. Barner as Chief of Police and provide additional direction to staff. Background/Analysis On November 1, 2023, Chief of Police William (Bill) Schueller will be retiring. Chief Schueller served this community admirably and has led his department with integrity and outstanding leadership. The City of Redding (City) conducted a comprehensive nationwide recruitment to select a new Chief of Police, receiving several applications, extending invitations to three qualified candidates to interview for the position. The interview process included the traditional oral board portion, as well as a community panel. While the City had a strong candidate pool to choose from, one candidate rose above the others. The City Manager is pleased to announce that Police Captain Brian T. Barner has been appointed as the City’s new Chief of Police, subject to approval by the City Council. Barry Tippin, City Manager Report to Redding City Council October 11, 2023 Re: 9.1(b)--Appointment of Chief of Police Page 2 Mr. Barner officially joined the Redding Police Department in 1997 and has served in various roles beginning in 1992 as a Police Explorer, 1994 as a Police Cadet, and eventually hired as a Police Recruit in 1997 attending the Butte Police Academy, graduating first in his class. Since then, Mr. Barner has served in various roles and assignments including Patrol Officer, SWAT, K9 Handler, Motor Officer, Peer Support, Honor Guard, and Detective. Mr. Barner’s leadership positions include Corporal, Patrol Sergeant, Detective Sergeant, Traffic Sergeant, Patrol Lieutenant, Administrative Lieutenant, Patrol Captain, and his current position as the Administrative Captain. Over the past 26 years with the Redding Police Department, he has supervised all the Divisions and specialty units within the Department. Mr. Barner has a Bachelor’s Degree in Criminal Justice Administration from Southern Oregon University and a Master’s in Public Administration from National University. He is a Leadership Redding graduate and graduate of the California Police Chiefs Association Executive Development Course. Per Section 2.36.050 of the Redding Municipal Code, the Chief of Police is appointed by the City Manager, but subject to approval by the City Council. Council Priority/City Manager Goals • This is a routine operational item.
