HomeMy WebLinkAbout _ 4.9(a)--Ratify Vehicle Purchase CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Approve and ratify the purchase of 18 police vehicles from John Jones Automotive Group in the amount of $823,575 for the Redding Police Department. Fiscal Impact Redding Police Department (RPD) used $800,000 of the American Rescue Plan Act (ARPA) funding and RPD’s remaining balance came from the Rolling Stock Replacement Fund to purchase these vehicles. Since the vehicles have been purchased from a dealership in Indiana, sales tax and California Department of Motor Vehicle fees are not collected. Once these costs are applied to the purchase, the total cost of the vehicles will be $883,420. There is no additional fiscal impact to the General Fund for this purchase. Alternative Action The City Council (Council) could choose to not ratify the purchase of the vehicles and provide staff with alternative direction. Background/Analysis At the August 15, 2023 meeting the City Council approved the purchase of up to 10 Chevrolet Tahoe’s utilizing the State of California’s contract with Winner Chevrolet. Shortly after this purchase was approved, RPD became aware of a dealership in Indiana that had over 50 Dodge pursuit-rated police vehicles on their lot ready for shipment. Currently, RPD’s fleet is in a critical state with at least 14 vehicles exceeding 85,000 miles and in need of replacement. Also, there are several vehicles that have been taken out of service due to traffic collisions/operational damage that has rendered the vehicles inoperable. There is an immediate need for new patrol vehicles to avoid a public exigency or emergency of not having patrol vehicles available for officers to respond to emergency calls in the community. RPD’s Winner Chevrolet order is a minimum of 12 to 18 months for delivery. This was prior to the United Auto Workers Strike, which could cause further delays or cancelation of the order. Due to the urgent need to replace a significant portion of the fleet and the immediate availability of pursuit rated vehicles, RPD requested quotes from John Jones Auto Group to purchase a total of 18 vehicles including seven 2023 Dodge Charger RWD V8’s, five 2023 Dodge Durango police pursuit vehicle (PPV) V8’s and six Dodge Durango PPV V6’s. The quoted price for the vehicles was $44,525 each for the V6 Chargers, $45,175 each for the V6 Durango and $48,170 each for the V8 Durango which is less than the anticipated cost of the 2024 Chevrolet Tahoe. While RPD has been moving away from purchasing Dodge Chargers over the last several years, it was determined that the equipment in the existing Chargers can be reused in the new vehicles, saving approximately $15,000 per vehicle to outfit them. The dealership required immediate purchase of these police vehicles due to the nationwide shortage of police vehicles and other agencies waiting to purchase them. Based on this information, the City Manager authorized the purchase of the 18 vehicles with direction to cancel the purchase order with Winner Chevrolet and to bring the purchase back to Council for ratification. The purchase of these vehicles will drastically improve RPD’s fleet and will relieve staff from continually searching for available vehicles. Environmental Review This purchase is not defined under the California Environmental Quality Act, and no further action is required.
