Recomrrcendation
Accept the Federal Lands Access Program funded improvements to Kum Bay Xerel Open Space
as satisfactorily completed (C-7357); and authorize the City Manager to execute any documents
required for acceptance and project close out.
Fiscal Impact
The Federal Lands Access Program (FLAP) grant provided $2,342,500 in project funding for the
Federal Highway Administration (FHWA) to design and construct the project. There is no
impact to the General Fund by accepting the improvements to the Kum Bay Xerel Open Space
Area. Maintenance will be absorbed within the current parks maintenance budget and staffing
funded through the California Department of Fish and Wildlife Boating and Fishing Access
Maintenance and Operations grant.
Alternative Action
The City Council (Council) could choose not to accept the project as satisfactorily complete or
provide alternate direction.
Background/Analysis
With authorization from Council on March 7, 201'7, staff applied for FLAP funding in
partnership with the Bureau of Land Management (BLM) to fund improvements Kum Bay Xerel
Op�n Space Area, located south of Knighton Rd off Riverland Drive. The successful grant
application provided $2,342,500 in funding to construct public access amenities that improve
connectivity to the 91-acre BL1V1 parcel just upstream of the project site. The City executed a
funding agreement with the FHWA (C-7357) for the FLAP program to design, permit, and
construct the project. Formally known as the Sacramento Island Trailhead Project, named so for
the adjacent island in the Sacramento River, the project includes a new 3,700-foot-long paved
trail, a parking area with landscaping, and a restroom.

The project was publicly bid and administered through the FHWA, which led the design
development and construction. The project broke ground in August 2022 and finished
construction in January 2023. In September, the contractor fulfilled the terms of their post-
construction landscape establishment period, and the project is now complete. Since opening, the
new trail has attracted residents and Interstate 5 traffic alike, proving to be popular with dog
walkers, anglers, and nature-lovers.
As with City-1ed Public Works projects, the City must accept the work as satisfactorily complete.
Staff reviewed the quantities, costs, and finished product with the contractor and FHWA and are
satisfied with the project.
EnviNonmental Review
This action is not a project as defined by the California Environmental Quality Act (CEQA), and
no further action is required. On June 2, 2020, the City determined that the project is
categorically exempt from review under the CEQA Guidelines, pursuant to Section 15301(c) -
Existing Facilities, 15304(h) - Minor Alterations to Land, and 153ll(b) — Accessory Structures.
On November 20, 2020, the Federal Highway Administration determined the project is
categorically excluded from review under the National Environmental Policy Act, pursuant to 23
CFR 771.117(c): activities 3, 22, and 23.

Open Space and Adopt Resolution Approving the 48th Amendment to City Budget Resolution
2017-057
Recommendation
Approve Memorandum of Agreement and Reimbursable Agreement to provide matching funds
for the United States Department of Transportation and Central Federal Land Highway
Division's California Federal Lands Access Program (CA FLAP); Adopt Resolution approving
the 48th Amendment to City Budget Resol�ution No 2017-057; and authorize the City Manager,
or designee, to execute the agreements, any additional agreements, and related documents
necessary to participate in CA FLAP.
Fiscal Impact
The City of Redding's (City) match portion of the CA FLAP project is $166,000, equating to
11.47 percent of the total project. Currently, the original $10,000 scoping agreement cost, a
portion of the total match, authorized by the City Council (Council) was funded with revenue
from the Tiger Field cellular tower agreement. The attached Budget Resolution establishes a
project account for this capital project with the $10,000 allocated last year and an additional
$10,000 also from revenue from the Tiger Fie1d ce11 tower agreement. The remainder of the
construction and engineering costs are anticipated to be funded through a variety of sources,
including City allocations from the recently passed Senate Bill 5 California Drought, Water,
Parks, Climate, Coastal Proteetion, and Outdoor Aecess For All Act of 2018 (Parks Bond), cell
tower revenues from the Tiger Field and Enterprise Park locations, and anticipated donations.
Alternative Actzon
The Council could decline to authorize the City Manager to execute CA FLAP agreements and/
or adopt the budget resolution. This action would prohibit the City from submitting the
contractual agreements for CA FLAP funding. The City Council could also provide staff with
alternative direetion.

Background/Analysis
The Central Federal Lands Highway Division issued the 2017 Call for Projects letter dated
January 23, 2017. Estimated available funding for the California Federal Lands Access Program
(CA FLAP) is approximately$70 million from the Fixing America's Surface Transportation Act,
(23 USC §204). The program provides funds for transportation facilities that provide access to,
or are located on or adjacent to, Federal lands. Program applicants were directed to apply in
conjunction with federal landowners seeking to improve access to recreational sites through state
and local transportation facility owners. A local example of this project is the repaving of JFK
Memorial Road in Whiskeytown National Recreation Area.
With authorization from the Council on March 7, 201'7, staff applied for CA FLAP funding in
partnership with the Bureau of Land Management (BLM) in Apri1 2017, and on August 10,
2017, the Progralnming Decisions Committee (PDC) notified staff that that the project was
approved for funding. In all, the PDC recommended twelve projects in California. The project, as
awarded, funds the design, permitting, and construction of parking and trailhead improvements
at the Riverland Drive property, with the intention of providing access to the 91-acre BLM
parcel,just upstream of the project site. The grant also funds a restroom facility and 3,900 linear
feet of paved riverfront trail. Improvements in this area will enhance the access to the property's
river frontage and riparian habitat while increasing the connectivity in, and preservation of, the
Open Space Interest Area as defined by the Parks, T�ails, and Open Space Master Plan.
The Riverland Drive parcel was acquired by the City in 1985 to put the river frontage in public
ownership in exchange for City land along Airpark Drive. After that, the City identified the site
as a possible location for a softball complex. In February 1991, the City Council decided not to
proceed with the softball project. The largely unimproved 54-acre Riverland Open Space
provides fishing access, a trail system, and assists with preserving the riparian corridor along the
Sacramento River.
The BLM owns the adjacent property to the north, designated as the Sacramento Island Area of
Critical Environmental Concern. At just over 90-acres, the BLM parcel is only accessible
through City-owned land and is used for recreation activities including walking and fishing. This
unimproved site is estimated to receive 1,500 visitors annually. The construction of this project
will facilitate additional visitation and provide far an ADA accessible parking lot and trail for
hikers, fishers, and nat�ure enthusiasts, as well as provide improved emergency access along the
City-owned parcel leading to the larger BLM parcel. The City and BLM have an outstanding
track record of cooperation, and this project will be the next chapter in that partnership.
For this program, the City is responsible for an 11.47 percent match. At the time of application
the preliminary cost estimate for the project was $530,000. The initial application project
reguired staff to add 7-10 percent of the total project cost for permitting and engineering,
projections that are much lower than the actual costs anticipated at this time. After the scoping
period, FHWA specified inereased trail width, alternate construction speci�'ications, and more
extensive drainage improvements to control runoff from the Interstate 5 corridor. In response,
eosts are higher for the additional engineering and the studies required to satis�y the National
Environ.mental Policy Act (�NEPA), and all state and federal permits, including those required by
the Environmental Proteetion Agency and the Army Corps of Engineers. The estimated projeet

total escalated to $1,444,000. Of this cost, the City is responsible for a total of 11.47 percent
($166,000), which includes the initial scoping report share of$10,000.
Match amount is payable through a reiinbursable agreement by which the City is billed on a
monthly basis for its share of the costs to date. The match amount may lower as bid pricing and
engineering costs are finalized, but is not expected to rise by either party. Funding is anticipated
to come from the SB-5 (Parks Bond) allocations, currently scheduled for disbursement in
spring/suinmer of 2019. Until then, funding will continue to come from cellular tower funds as
needed. Staff also plans to apply for grants, when applicable, to leverage current project funding
into acquiring additional funding sources.
The advantage of the CA FLAP program is that it enables FHWA to engineer, permit, and build
the project. The City's responsibilities are to act as the client, in charge of design, local (city)
permitting, and utilize the NEPA documents prepared by FHWA to prepare required CEQA
documents. The current proposed build date for this project is 2022 and the project will be put
out to bid by FHWA. To initiate the design, engineering, and permitting process, the City must
execute the Reimbursable Agreement as well as the Memorandum of Agreement with FHWA
and BLM, which has reviewed and approved the attached agreement. The City could opt out at
any time as long as the expenses incurred to date were paid.

THIS AMENDED AND STATED REIMBURSABLE AGREEMENT is made

and between the CITY OF REDD!ING, a Municipal Corporation and General Law
City and the Federal Highway Administaatian, Central Federal Lands Highway
Division (CFLHD),
I. Introduction: City of Redding will provide funding to the Federal Highway
Administration, Cent�al Federal Lands Highway Division (CFLHD) to perfarm
scoping activities for the CA FLAP RED 2017(3) Sacramento Island Trailhead
px`oject. City of Redding will be refeired ta as the Requesting Agency. CFLHI3 will be
referred to as the Servicing Agency. Work will alsa include preliminary engineering,
construction, and const�uction engineering.
II. Location: Riverland Di�ive Open 5pace is lacated in the City af Redding. Ther•e is no legal
access route to the BLM's Sacramento Island ACEC,other than infal�rnal City-owned access.
The City-owned site is d�ectly adjacent to the BLM prope��ty,and provides the only access tQ
that s�te.
III. Wark Re�uired: The work required will include the develo�ment af a scoping
summary, scoping report, and preliminal:y estimate foi design, const�uction, and
construction engineering to verify the scope and cost for the proposed project.
Develop contract(plans;specifications, and estimate)for the advertisement and award
of a construction project to complete this work and provide contract administration
and construction engineering sez:vices.
The fu11 scope of the propased project is to include preliminary engineering,
construction and const�uction engineering of Sacramento Island Trailhead. The scope
of this project will include construction of an asphalt parking lc�t and approximately
3,9001n ft of taail. Parking amenities will include drainage improv�ments, a precast
restroam fac�lity,native plant landscaping, signage, and other typical items. The new
t�ai1 wi11 run from the southeast corner of the Riverland Open Space, along the river
and to the northwest, where it will meet with the southeast corner of the BLM
propezty. This new project is the only truly viable access route for this area.
This Agreement does not obligate (commit to the expenditure of) Federal funds for
construction nor does it cammit the parties to complete the plaject. This agreement
dc�cuments the intent of the parties and cammits the Requesting Agency ta pz•ovide its
share of eligible praject costs. The Requesting Agency understand thak anyfinal decision
as to design and construction will be made by the Programming Decisions Committee
after completion af the scoping effort and any environmental analysis required under the � .
National Environmental Polic y Act (NEPA) �nd the California Environmental Quality
Act (CEQ:A). Any decision to pic�eeed with the design and cansri°uctian of the pYo�ect �
will depend c�n the availability of appropriatians and matching funds at the time of
obligatian and other faetors,such as issues raised during the NEPA and CEQA processes,

VII. Roles and Responsibilities

A. CFLHD will:
1) Conduct scoping field review;
2) Paepare scoping documents necessary tQ verify scope and costs of
project;
3) Provide the PDC scoping documents for consideration of placement
in the final program of prajects; and
4} Manage the overall effart on this agreement regarding seope,schedule
and butiget in coordination with the Requesting Agency.
B. Requesting Agency will:
1) Provide 1:elevant documents regarding this projeet to CFLHD for use
in project development;
2j Participate in the field scoping activities;
3) Review all scoping doeuments prepared by CFLHD; and
4) Provide funding as referenced in this dacument.

I. Introduction: City of Redding will provide fundin� to the Federal Highway
Administration, Central Federal Lands Highway Division (CFLHD) to perform
scoping activities for the CA FLAP RED 201'7(3) Sacramento Tsland Trailhead
proj ect. City of Redding will be referr�d to as the Requesting Agency. CFLHD will be
referred to as the Servicing Ageney.
Modification 001: Work will also include preliminary engineering, construction,
and construction engineering.

IT. Location: Riverland Drive C)pen Space is located in the City of Redding. There is no legal
access route to the BLM.'s Sacramento Tsland ACEC,other than infonnal City-owned access.
The City-owned site is directly adj acent ta the BLM property,and provides the only access to
that site.
IIT. V1Work Rec�uired: The work required will include the development of a scoping
summary, scoping report, and preliminary estimate for design, construction, and
construction engineering to verify the scope and cost for the proposed project.
Modification 001: Develop contract (plans, specifications, and estimate) for the
advertisement and award of a construction project to complete this work and
provide contract administration and construction engineering services.
The full scope of the proposed proj ect is to include preliminary engineering,
construction and construction engineering of Sacramento Island Trailhead. The scope
of this project will include construction of ai� asphalt parking lot and approximately
3,900 lnft of trail. Parking amenities wi11 include drainage improvements, a precast
restroom facility, native plant landscaping, signage, and other typical items. The new
trail wi11 run from the southeast corner of the Riverland Open Space, along the river
and to the northwest, where it will meet with the sou�heast corner of the BLM
property. This new project is the anly truly viable access route for this area.
This Agreement does not obligate (commit to the expenditure o� Federal funds for
construction nor does it commit the parties to complete the project. This agreement
documents the intent of the parties and commits the Requesting Agency to provide its
share of eligible proj ect eosts. The Requesting Ageney understand that any final decision
as to design and construction wi11 be made by the Programming Deeisions Committee
after completion of the scoping effort and any enviromnental analysis required under the
National Environmental Policy Act (NEPA) and the California Environmental Quality
Act (CEQA). Any decision to proceed with the design and construction of the project
will depend on the availability of appropriations and matching funds at the time of
obligation and other factors, such as issues raised during the NEPA and CEQA processes,
a natural disaster that changes the need for the project and a change in Congressional
authorization.

A. CFLHD will:

1) Provid�rel�vant documents regarding this project to CFLHD for use
in project development;
2) Participate in the field scoping activities;
3) Review all scoping and PS&E documents prepared by CFLHD
4) Coordinate the purehase of and installation of the prefabricated
restiroom. The City will provide an invoice to CFLHD for the cost of
the prefabricated restroom;
5) Complete the required trimming of the elderberry shrubs impacted by
the project in aceordanee to the BA/BO. This work will be completed
prior to the start of eonstruction; and
6) Provide funding as referenced in this document.

is terminated by either party the Requesting Agency's liability shall extend only to

this agreement prior to the effective date of termination. If this agreement is
terminated by CFLHD its liability shall extend anly to the release of its work products

A. PURPOSE OF THIS AGREEMENT
This Agreement documents the intent of the parties and sets forth the anticipated responsibilities of each
party in the devclopment, construction, and future maintenance of the subject project. The purpose af the
Agreeinent is to identify and assign responsibilities for the environmental analysis, design, right-of-way,
utilities,acquisition and construction as appropriate for this programmed proj ect,and to ensure maintenanee
of the facility for public use if improvements are made. The parties understand that any final c3ecision as to
design or construction will not be made until after the enviranmental analysis required under the National
Environmental Policy Aet(NEPA)is eompleted(this does not prevent the parties fram assigning proposed
design eriteria to be studied in the NEPA process.)Any decision to proceed with th�design and construction
of the project will depend on tl�e availability of appropriations at t11e time of obligation and other factors,
such as issues raised during the NEPA process, a natural disaster that changes the need for the project, a
cha��ge in Congressional direction, or other relevant factors.
If Federal Lands Access Progran� funds are used for the developinent or eonstruction of this project, City
of Redding agrees to provide a matching share equal 11.�7% of the total cost of the project, as detailed
lnore fully in Sections J and K below.
B. AUTNORITY
This Agreement is entered into between the signatory parties pursuant to the provisions of 23 U.S.C. 204.
C. JURISDICTION AND MAINTENANCE COMMITMENT
The City of Redding has jurisdietional authority to operate and maintain the existing facility and will operata
and maintain the eompleted project at its expense.
D. FEDERAL LAND MANAGEMENT AGENCY COORDINATION
The City of Redding has coordinated project development with the BLM. The BLM, Redding Field Office
support of the project is documented in the Califomia Federal Lands Aecess Program Project Application
for this project submitted by City of Redding to FHWA-Central Federal Lands Highway Division. Each
party to this agreement who has a primary role in NEPA, design, or construction shall eoordinat� th�ir
activities with thc BLM, Redding Field Officc.
E. PROJECT BACKGROUNDlSCOPE
The Central Federal Lands Highway Division(CFLHD) of tbe Federal Highway Administration(FHWA),

Project Purpose and Description:
The project scope consists of constructing a new recreational trail and parking area in the Riverland Open
Space. The project would be eonstructed in one phase and construction activities would inel�ude: site
preparation, clearing, grading and compacting, drainage improvements in tha parking and trail area, and
const�ruction of an asphalt parkii�g lot and trail. The parking amenities would include a precast restrooln
facility,parking delineations, signage, striping, and other typical items.
There is no legal access route to the BLM's Sacramento Island ACEC, other than informal City-owned
access. Development of parl�ing and trail facilities at the City of Redding's Riverland Drive Open Space
property will enable visitors to park and walk to access the 98-acre parcel. The project will provide parking
and accessibility for fishing and other recreational activities.
Hi�l�way Desi�n and Safety
Typical Section and Alignment: The proposed trail width will be 1Q' to meet the minimum standard for
a shared-usa path.
The path would be asphalt surface with a eross-slope between 1% and 2% for surface drainage. A 2-ft
(minimuln) graded shoulder with a 1V:6H maximuln cross-slope would be provided for a recovery arca.
Where feasible, a 3 to S foot(ideal)graded shoulder will be consid�red.
The proposed trail for this project is approximately 3,90Q feet long. The alignment will be established in
accordance with the AASHTO Guide for Development of Bicycle Facilities, (2012, Fourth Edition), and

will generally follow the existing path's alignment. The profile will closely match existing ground, which
is relatively level. A smali rise over existing ground is reeommended for proper drainage.
Other: The proposed parking lot is new and no existing parking is provided. The lot will be asphalt
surfaced, and will accommodate American's with Disabilities Act(ADA)requirements.
Safety and Design Exceptions: The trail will be designed in aecordance to AASHTO. No design
exceptions other than the trail width are antieipated.
Pavement
The existing trail is mostly informal and there is no existing structural section. The existing path is
compacted native ground. A proposed structural scction for the trail is assuzned to be 2-inehes of asphalt,
over 6-inches of base. The parking lot is antieipated to eonsist of 3-inches of asphalt,over 6-inehes of base.
It is assumed the pavement design will be developed by calleeting and analyzing soil samples in the area
of the proposed parking lot and trail.
Ri�ht of Way
The project is entirely within the Riverland Opan Spaca. The land within the Riverland Open Space is
owned and maintained by the City of Redding. No additional Right of Way is anticipated.
Utilities
There are no known utility conflicts in the project aroa. If any reloeation is found to be required, the costs
would be accounted for by the applicant and could be considered as part of the funding match.
Survev
Ground survey is required due to the scope of new construetion.
Geotechnical
The proposed trail will likely not require any geotechnical investigations. It is assumed no walls,significant
cuts, fills ete. are required.
Hydrolo�Y/Hvdraulics
The proposed project is in a FEMA-regulated floodplain and has potential to impact a FEMA-regulated
floodwap. Impacts to the regulated floodplain will need to be adequately quantified to show no more than
a 1-foot rise in the 100-year water surfaee elevation. This worlc will nead to be eoordinated and approved
by the floodplain administrator.For the regulated floodway,any impacts will need to be quantified to show
no rise in the 100-year water surface elevation.
It is anticipated that there will be adequate survey data from FEMA and from available LiDAR in area to
completc analysis. Tlze project will not need to obtain supplemental survey of river.
A roadside ditch exists aloi�g Riverland Drive at t11e east side of the project and will be maintained with the
project. Culverts will be required for two new parking lot entrances off Riverland Drive. Drainage work is
anticipatad at the southern outlet of the roadside diteh, potentially inel�uding grading, riprap or other
improveinents. Cross culverts wi11 be placed along the trail. Sizing and spacing of culverts will be
eonservatively developed by ch�cking the largest basin to determine the minimums.

Environment and Permits
FHWA-CFLHD will be the lead agency for NEPA compliance.It is assumed FHWA-CFL.HD will complete
a Categorieal Exclusion (CE). It is assumed that the City of Redding will use the environmental surveys
and reports to support their cainpliance with the California Enviroz�mental Quality Act(CEQA).
FHWA-CFLHD will conduct a cultural investigation to include archeological and historic resources and a
waters of the U.S. delineation in conjunction with a biological survey. Reports from these surveys will
include a cultural report, delineation report, and a biological assessment/evaluation(BAIBE).
FHWA-CFLHD will obtain the following permits required for the aeeess roadway projeet:
• NPDES Permit
• Sectioz1401 and 404 (Water Quality Certification and Nationwide Perznit)
Additional permit needs will be determined through the environmental proeess in coordination with local,
state, and federal ageneies. It is assumed a joint BA/BE will be completed for coordination with California
State and federally listed species and it is assuined that formal section 7 consultation will�be required.
Pending the results of the biological survey, there is some potential for formal consultation to be required
depending on the habitat findings of the biologieal survey.
Risk and O�portunity Mana�ement
• There is a potential for impacts to the Fairy Shrimp speeias, which is determined to be a projeet
risk. It is assumed the project woulci not require a federal take permit under Section 7 of the Endangered
Species Act, and therefore would not require formal initigation for impacts to species. This could change if
breeding habitat for any of th� species with potential to occur is found within the project footprint. If the
projeet requires formal eonsultation with USFWS,the consultation process could tal�e up to six months and
impact project sched�ule.
• The proposed project is in a FEMA-regulated floodplain and has potential to impact a FEMA-
regulated floodway. This is determined a project risk. Impacts to the regulated floodplain will need to be
adequately quantified to show i�o�nore than a 1-foot rise in the 100-year water surface elevation. This work
will need to be coordinated and approved by the floodplain administrator.�or the regulated floodway, any
impaets will naed to be quantified to show no rise in the 100-year water surface elevation. The analysis
associated with a FEMA-regulated floodway typieally requires extensive eoordination with the floodplain
administrator and has the potential to delay delivery of the project�
Constructaon
The construction d�uration is anticipated to be three to four months.The area may be closed from public use
during construction.
Cost Estimate and Fundin�
The Preliminary Engineer's estimate is comprised of a comprehensive list of eonstruction items and
estimated or assumed quantities. Pavement structural sections were assu�ned from similar previous
projects. The Preliminary Engineer's Estimate is escalated to the prograaTuned construction year (2022),
which assumes 3%inflation.

This agreement may be terminated by mutual written consent of all parties. This agreement may also be

Adopt Resolution authorizing the City Manager, or his designee, to: (1) submit an application to
the United States Department of Transportation, Central Federal Land Highway Division's,
California Federal Lands Access Program (CA FLAP); and (2) if awarded funding, execute an
agreement and any related documents necessary to participate in CA FLAP; and(3) authorize the
City Manager, or his designee, to administratively appropriate any funds awarded.
Background
The Central Federal Lands Highway Division issued the 2017 Call for Projects letter dated
January 23, 2017. The estimated available funding for this program is $70 million from the
Fixing America's Surface Transportation Act (FAST), (23 USC §204). The program provides
funds far transportation facilities that provide access to, or are located on or adjacent to federal
lands. Program applicants are directed to apply in conjunction with federal land owners who are
seeking to improve access to recreational sites through state and local transportation facility
owners.
CA FLAP projects that have been selected and programmed for funding thus far have included,
but are not limited to: transportation planning, research, design, engine�ring, preventive
maintenanee, rehabilitation, restoration, and eonstruction of adjacent vehicular parking. Also
included is the acquisition of necessary scenic easements and scenic or historic sites; provisions
for pedestrians and bicycles, environmental mitigation in or adjacent to federal land, construction
and reconstruction of roadside rest areas and other appropriate public road facilities.
The Riverland Drive parcel was acquired by the City in 1985 in a land exchange. The property
offers public access to the Sacramento River. The 54-acre Riverland Open Space Area provides
fishing access, a trail system, and preservation of the riparian habitat. The Parks, Ti^ails and
Open Space Master Plan identifies the property as a key piece of the Sacramento River Corridor
Open Space Interest Area that should be retained and programmed as part of a regional planning
effort.

The adjacent property, upriver, is owned by the Bureau of Land Management and is designated
as the Sacramento Island Area of Critical Environmental Concern. This unimproved site is
estimated to receive 1,500 visitors annually. The 90+ acre parcel is used for recreation activities
including walking, birdwatching and fishing and is accessible only through the City's Riverland
Open Space parcel. The City and BLM have an outstanding track record of cooperation, and this
project will be the next chapter in that partnership.
Applications are due on April 7, 2017. If awarded FLAP funding, staff proposes to utilize the
funds for improvements to fund parking and trailhead improvements at the Riverland Open
Space Area, with the intention of providing pedestrian access to the Bureau of Land
Management parcel, and possibly property acquisition. Improvements in this area will enhance
the access to the property's 3,000 feet of river frontage and riparian habitat while increasing the
connectivity in, and preservation of, the Open Space Area.
Issue
Does the Council wish to adopt a resolution authorizing the City Manager, or his designee, to
submit an application to CA FLAP, execute all associated documentation relative to CA FLAP
funding, and administratively appropriate any funds awarded?
Alternatives;Implication of AZteNnatives
The City Council could:
1. Choose to adopt the resolution authorizing the City Manager, or his designee, to execute the
application and all documentation associated with the CA FLAP program application. This
alternative offers the City an opportunity to secure grant funds for improving access to City-
owned and federal lands.
2. Decline to adopt the resolution. This action would prevent the City from submitting the CA
FLAP funding. No other fiinding is available for this purpose.
3. The City Council could provide staff with alternative direction.
Fiscal Impact
The CA FLAP program requir�s 11.4'7 percent matching funds for project applicants. These
funds cannot be issued by federal sources. As the staf� would request funds not to exceed
$500,000, matching funds would need to total $57,350. Projects selected for inclusion on the list
for funding consideration must enter into a Reimbursable Agreement (RA) in the amount of
$10,000 within 45 days of the notification of selection. The RA allows for project scoping by the
Central Federal Lands staff to develop an accurate scope, schedule, and budget for the project.
The amount of the RA will be credited toward the match following award. The rest of the
matehing funds eome from special revenue accounts and private donations. Applicants must also
complete the Proposed Project Endorsement form certifying sufficient maintenance funds wi11 be
provided for the li�e of the constructed facility. The improvements proposed will need minimal
maintenance and can be absorbed in the Parks Division budget.

Conclusion
The CA FLAP program is intended to improve access to federally owned recreation sites. The
Riverland Open Space Area provides the only legal access to the BLM's scenic riparian habitat.
In partnership with the BLM, the City has the ability to apply for funding to improve this area.
These amenities will increase visitation, awareness, and utilization of the treasured Sacramento
Riverfront.
