Fiscal Impact This Girvan Road Railroad Crossing Improvement Project (Girvan) was funded 100 percent by the Federal Section 130 Program, Federal Project Number STPLR-7500(255) through a grant contract with the California Department of Transportation (Caltrans). The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and contract administration, is $7,053,437. The South Redding Bikeway and Pedestrian Trail Project (SRBP) was funded by multiple partners including: Shasta Regional Transportation Agency in the amount of$393,490; Caltrans in the amount of$314,000; City of Redding Streets Division Funds for the balance of$$50,000 for a total budget of $1,552,049. The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and contract administration is $1,416,463. Alternative Action The City Council (Council) may choose not to accept the project as satisfactorily complete, and advise staff on how to proceed. Background/Analysis As of July 7, 2023, Tullis, Inc., has completed all work items for the Girvan project and SRBP, which were within the contract time frame. The project warranty period expires one year from the completion date. Rdg Bkwy Page 2 On February 16, 2021, Council awarded a construction contract to Tullis, Inc., for $5,661,872.05 and approved a $1,040,000 construction contingency fund. In addition, $1,098,000 was authorized for contract administration and construction inspection fees and $1,300,000 for project development costs, for a total amount of$9,599,872. Project development costs include engineering, environmental, and consultant services. During construction, there were 12 change orders in the amount of $485,938, leaving a balance of$554,062 in the contingency fund. The final project cost is $8,469,900. Other improvements completed include but are not limited to sidewalks, curb and gutter, traffic signals, asphalt concrete, railroad signals, storm drainage, striping, and other miscellaneous items of work The SRBP project completed a separated ten-foot to twelve-foot multi-use trail running south from the Westside Rd/SR 2'73 intersection, along the west side of SR 2'73 within the Caltrans right of way and connecting to the pedestrian facilities fronting the Win-River Casino. The trail is asphalt concrete with a connection to the bridge over Clear Creek. The installation of a new concrete barrier on the bridge separates the trail traffic from vehicle traffie. The project also included, grading, storm drains, lighting and other miscellaneous items of work. Rdg Bkwy Page 3 Envir�onmental Review This action is not a project as defined by the California Environmental Quality Act (CEQA), and no further action is required. On February 9, 2021, staff determined the project is categorically exempt froln review under the CEQA Guidelines, pursuant to Section 15301(c) — Existing Facilities. On July 11, 2017, Caltrans determined the project is categorically excluded from review under the National Environmental Policy Act, pursuant to 23 CFR 771.117(c): activity (c)(26). Fiscal Impact The Girvan Road Railroad Crossing Improvement Project (Girvan Project) is 100 percent funded by the Federal Section ]30 Program, Federal Project Number STPLR-'7500(255) through a grant contract with the California Department of Transportation (Caltrans). On September 19, 2017, the City Council (Council) Accepted a Federal Section 130 grant in the amount of$7,234,650 and authorized the Mayor to execute contract 75LX314 with Caltrans for the Girvan Project. On Apri1, 30, 2020, the Mayor signed the first amendment to extend the contraet to July, 26, 2022. Prior to advertising the project for construction bids, an additional $1,000,100 was secured based upon the engineer's estimate at the time and the antieipated eonstruetion costs to fully fund the projeet. The City of Redding (City) received a favorable bid from the low bidder and anticipated project costs are now within the original Report to Redding City Council February 9,2021 Re: 4.11(a)--Award BS 5283 Girvan Rd RR Crossing Improv&S Rdg Bikeway&Ped Trail ProjPage 2 project budget. However, due to the complexity of this project and coordination with Union Pacific Railroad, Caltrans recommended that the additional funding be included in the project as additional construction contingency funding. The recommended contract amendment and budget resolution will increase the Section 130 grant funding amount to $8,234,750. The South Redding Bikeway and Pedestrian Trail Project (SRBP), a separate and distinct project, is funded by multiple partners including: Shasta Regional Transportation Agency (SRTA) in the amount of $393,490; Caltrans in the amount of $314,000; and the balance ($ 8 5 0,0 0 0) from t h e City of Redding (City) Streets Division Funds far a total proj ect cost of $1,557,490. The City is coordinating with SRTA and anticipates approval for additional funding. A1so, Caltrans is considering more funding as welL The additional SRTA and/or Caltrans funding will offset costs budgeted from Streets Funds. Staff is also looking at potential project modifications, including lighting type, which can be accomplished during construction to limit the cost impacts to the Street Funds. Alter�native Action The City Council may choose not to award the project to Tullis, Inc. and provide staff with alternate direction. Without this project, the improvements at the Girvan Railroad Crossing and the bike and pedestrian trail will not be constructed. This would jeopardize Caltrans funding and the City may be responsible for reimbursing costs to date for the Girvan and/or pedestrian trail proj ect(s). Background/Analysis Attached is a tabulation of bids received and opened on January 28, 2021, for the Girvan Road Railroad Crossing Improvement and South Redding Bikeway and Pedestrian Trail Projects. The low bid in the amount of $5,661,872 was received from Tu11is, Inc., of Redding, California. The engineer's estimate was $7,105,834. Total project development costs for both projects are estimated to be $1,300,000. Project development costs include engineering, surveying, right-of-way, environmental, consultant services and permit fees. With adoption of the attached budget resolution, sufficient funds will be available for project award. Report to Redding City Council February 9,2021 Re: 4.11(a)--Award BS 5283 Girvan Rd RR Crossing Improv&S Rdg Bikeway&Ped Trail ProjPage 3 Girvan Road forms a three-legged intersection with Eastside Road east of the Union Pacific Railroad (UPRR) tracks and is stop controlled at this time. Due to the proximity of the tracks, the intersection also functions as part of a four-legged intersection with State Route (SR) 273, and the intersection west of the tracks is controlled by traffic signals that are owned and operated by Caltrans. The at-grade crossing has three tracks. UPRR has reported a number of vehicles stopped on the tracks, unsafe motorist movements, rough crossing complaints and high centering, and queuing on the tracks. The crossing is currently equipped with two railroad warning devices; railroad advanced warning signage, and pavement markings. There is also a significant need for pedestrian improvements in and around the Girvan Road crossing. There is a Redding Area Bus Authority (RABA) stop on Eastside Road as we11 as significant pedestrian activity generated from the residential neighborhoods to the east that cross SR 273 at this location. Proposed improvements include bicycle and pedestrian facilities from the RABA stop along the north side, including a path of travel across the tracks, and linking areas o�Westside Road/Girvan Road to SR 273/Rancheria Road. The existing crosswalk on the south side of Highway 273 will be removed. Also, to accommodate these improvements and reduce the significant difference in grade over the tracks, the project will require mainline SR 273 to be raised two to three feet with appropriate tapers and transitions. The South Redding Bikeway and Pedestrian Study, funded with a Local Community Benefit Committee Indian Gaming Grant, was completed in 2013. The Study identified potential facility improvements for bicycle and pedestrian access in south Redding in the vicinity of the Win-River Casino. The City developed a project in cooperation with Caltrans and SRTA that will include a separated 10 to 12 foot multi-use trail running south from the Girvan intersection, along the west side of SR 273 within the Caltrans right of way and connect to the pedestrian facilities fronting the Casino. The proposed trail will be asphalt concrete with an on- structure connection to the bridge over Clear Creek with the installation of a new concrete barrier that will separate the trail traffic from vehicle traffic. The project also includes, grading, storm drains, lighting and other miscellaneous items of work. Due to overlapping construction limits, the impact to the traveling public and the associated economies of scale, the Girvan Project and the SRBP Project were combined under one project for construction. Costs for each project will be tracked separately. On February 2, 2021, the Council found the Girvan Project and the SRBP Project to be Categorically Exempt from review under the California Environmental Quality Act Guidelines Section 15301(c)—Existing Facilities and Section 15304(h)—Minor Alterations to Land.
