Recommendation
Accept Bid Schedule No. 5333 (Job No. 2608), Woodacre Sewer Main Replacement Project,
awarded to Mitchell Johnson Construction, Inc., as satisfactorily complete, with a final cost of
$982,304.40.
Fiscal Impact
Wastewater Utility funding in the amount of $1,100,000 was approved for this project for Fiscal
Year 2022-23. The total project cost, including surveying, design, bidding, construction, field
engineering, inspection, and contract administration, is $982,304.40.
Alternative Action
The City Council (Council) may choose not to accept the project as satisfactorily complete, and
advise staff on how to proceed.
Background/Analysis
Mitchell Johnson Construction, Inc., has completed all items of work on the Woodacre Sewer
Main Replacement Project as of June 29, 2023, which was within the contract time frame. The
project warranty period expires one year from the completion date of June 29, 2023 , and the
Public Works Department subsequently filed a notice of completion with the County.
At its meeting of December 20, 2022, the Council awarded a construction contract to Mitchell
Johnson Construction, Inc., of Redding, CA for $783,954 and approved a $130,000 construction
contingency fund. Also authorized was $126,000 for contract administration and construction
inspection fees, and $45,000 for project development costs. The City Manager was authorized to
approve additional increases in either the construction management or construction contingency
amounts up to $15,000, for a total authorized project amount of $1,099,954. Project development

were five change orders in the amount of $52,350.40, leaving a balance of $77,649.60 in the
contingency fund. The final project cost was $982,304.40.

The project involved the replacement of approximately 2,350 linear feet of 6-inch sanitary sewer
main with 8-inch and 10-inch polyvinyl chloride pipe (PVC) along Woodacre Drive, Diane
Street, and Jane Street. In addition, existing manholes were rehabilitated or replaced and existing
sewer laterals reconnected.
Environmental Review
This activity is not a project as defined by the California Environmental Quality Act (CEQA),
and no further action is required.
On December 20, 2022, Council determined that the project is categorically exempt from
environmental review under the CEQA Guidelines, pursuant to Section 15301(b) - Existing
Facilities.

Recommendation
Authorize the following actions relative to Bid Schedule No. 5333 (Job No. 2608) Woodacre
Sewer Main Replacement Project:
(1) Award to Mitchell Johnson Construction, Inc., in the amount of $783,954;
(2) Approve an additional $126,000 to cover the cost of administration and inspection fees;
and $45,000 for project development costs;
(3) Approve $130,000 to provide construction contingency funding;
(4) Authorize the City Manager to approve additional increases in either the const ruction
management or construction contingency amounts up to a total of $15,000; and
(5) Find that the project is categorically exempt from review under the California
Environmental Quality Act (CEQA) Guidelines, per Section 15301(b) - Existing
Facilities.
Fiscal Impact
The Woodacre Sewer Main Replacement Project (Project) is being funded by the Wastewater
Utility Fund.

Project cost components are estimates and some shifting of the project development,
construction management, and construction contingency funds may be necessary to balance the
project within the approved budget.
Alternative Action
The City Council (Council) could choose not to award the bid for the Woodacre Sewer Main
Replacement Project and provide staff with alternate direction. If the project is not awarded, the
sewer main will have ongoing maintenance and will be in jeopardy of failing.
Background/Analysis
Attached is a tabulation of bids received and opened on November 29, 2022, for the Woodacre
Sewer Main Replacement Project. The low bid in the amount of $783,954 was received from
Mitchell Johnson Construction, Inc., of Redding, California. The engineer's estimate was
$876,570. Total project development costs for this project are estimated to be $45,000. Project
development costs include engineering, surveying, right-of-way, environmental, consultant
services, and permit fees. There is $1,100,000 budgeted for the total project.
This project includes the replacement of approximately 2,350 linear feet of 6-inch sanitary sewer

Staff has determined that the project is categorically exempt from environmental review under
the California Environmental Quality Act Guidelines, per Section 15301(b) - Existing Facilities.
Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing
facilities, structures, or equipment involving negligible or no expansion of use. The sewer main
will be replaced within the footprint of the existing utility, and the project involves no expansion
of use. The project has been reviewed for sensitive resources such as threatened or endangered
species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural
resources. The project has no potential to have a significant effect on the environment.
