HomeMy WebLinkAbout _ 4.2(a)--Emergency Solutions Grant Submittal to the CA Dept of Housing and Community Development CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Approve the following: (1) Adopt Resolution authorizing the City of Redding Housing Division, serving as the NorCal Continuum of Care’s Administrative Entity, to submit a California Department of Housing and Community Development’s Emergency Solutions Grant application in an amount up to $157,151; and authorize the City Manager to execute any documents necessary to complete the application and appropriate funds upon grant approval including any required match funds; (2) Find that applying for, and accepting, grant funding is not considered a project under the California Environmental Quality Act; and (3) Find that applying for, and accepting, grant funding is an administrative activity and exempt under the National Environmental Policy Act 24 CFR 58.34(a)(3). Fiscal Impact Should the application for Emergency Solutions Grant (ESG) funds prove successful, the NorCal Continuum of Care (NorCal CoC) or the subsequent subrecipient would need to provide matching funds in the amount of $151,171 from any federal, state or local source. However, there is an opportunity for a match waiver that will reduce the match to $51,171. Continuum of Care Program funds are eligible sources of match, and would be used for this purpose. There is no impact to the City of Redding’s General Fund. Alternative Action The City Council (Council) could choose to not approve the application submittal for grant funds which may result in a missed opportunity to fund Rapid Rehousing Operations within the NorCal CoC seven-county region. MEETING DATE: October 2, 2023 ITEM NO. 4.2(a) FROM: ***APPROVED BY*** sbade@cityofredding.org btippin@cityofredding.org SUBJECT: 4.2(a)--Adopt Resolution Authorizing Emergency Solutions Grant Submittal to the California Department of Housing and Community Development Steve Bade, Assistant City Manager Report to Redding City Council September 28, 2023 Re: 4.2(a)--Emergency Solutions Grant Submittal to the CA Dept of Housing and Comm unity Development Page 2 Background/Analysis The California Department of Housing and Community Development (HCD) receives ESG funding from the United States Department of Housing and Urban Development (HUD) on a yearly basis. Each year, HCD allocates these funds to eligible Continuum of Care (CoC) service areas. For the NorCal CoC, seven county region, this year’s allocation totals $314,301. Of this amount, $157,151 is considered non-competitive and available for Rapid Rehousing and HMIS projects. The balance of $157,150 is available for competitive projects. On Thursday, September 7, 2023, the NorCal CoC Executive Board (Executive Board) notified NorCal CoC participants of the ESG grant opportunity and associated application process. To apply for ESG funds, NorCal participants were required to submit a short application by September 18, 2023. In turn, the Executive Board reviews the applications then rates and ranks them according to HUD guidelines. Only one applicant applied for the competitive funds. The Executive Board accepted the application and requested that HCD be notified of the results for the competitive category. On September 22, 2023, since no applications were received for the non-competitive funding category, the Executive Board requested that the City of Redding as the Administrative Entity to the Executive Board apply directly to HCD for the non-competitive funds of $157,151 to be distributed at a later date to support Rapid Rehousing and Homeless Management Information System projects within the NorCal CoC. The ESG application deadline is October 16, 2023. HCD award announcements should be made by December 2023. Environmental Review Applying for grant funding is not considered a project under the California Environmental Quality Act (CEQA). Any project that is developed will be reviewed for CEQA compliance once the details are known. Under the National Environmental Policy Act (NEPA), administrative and management activities such as applying for grant funding are considered exempt activities and no further action is required. Any construction projects will be reviewed for NEPA requirements if awarded funding. Anticipate the future to make better decisions today.” • Economic Development- “Facilitate and become a catalyst for economic development in Redding to create jobs, retain current businesses and attract new ones, and encourage investment in the community” Attachments ^Resolution RESOLUTION NO. 2023–___ A RESOLUTION APPROVING AN APPLICATION FOR FUNDNG AND THE EXECUTION OF A GRANT AGREEMENT AND ANY AMENDMENTS THERETO FROM THE 2023-2024 FUNDING YEAR OF THE STATE EMERGENCY SOLUTIONS GRANTS PROGRAM, BALANCE OF STATE ALLOCATION WHEREAS, the State of California (the “State”), Department of Housing and Community Development (“Department”) issued a Notice of Funding Availability (“NOFA”) for the Balance of State Allocation dated 07/28/2023 under the Emergency Solutions Grants (ESG) Program (Program, or ESG Program); and WHEREAS: SECTION 1: Applicant is an approved Applicant by their Continuum of Care under the Balance of State Allocation and is hereby authorized and directed to receive an ESG Program grant, in an amount not to exceed $314,301 in accordance with all applicable rules and laws. SECTION 2: The Department may approve funding allocations for the ESG Program, subject to the terms and conditions of the NOFA, Program regulations, and the Standard Agreement. The Applicant acknowledges compliance with all state and federal public participation requirements in the development of its application(s). SECTION 3: If applicant receives a grant of ESG funds from the Department pursuant to the above referenced ESG NOFA, it represents and certifies that it will use all such funds in a manner consistent and in compliance with all applicable state and federal statutes, rules, regulations, and laws, including without limitation all rules and laws regarding the ESG Program, as well as any and all other contracts Applicant may have with the Department. SECTION 4: The Applicant hereby authorizes and directs Barry Tippin, City Manager, or designee, to execute and deliver all applications and act on the Applicant’s behalf in all matters pertaining to all such applications. SECTION 5: If an application is approved, Barry Tippin, City Manager, or designee, is authorized to enter into, execute and deliver the grant agreement (i.e., Standard Agreement) and any and all subsequent amendments thereto with the State of California for the purposes of the grant. SECTION 6: If an application is approved, Barry Tippin, City Manager, or designee, is authorized to sign and submit Funds Requests and all required reporting forms and other documentation as may be required by the State of California from time to time in connection with the grant.
