Recommendation
Accept Bid Schedule No. 5324 (Job No. 2687), Replace Asphalt Concrete Surfacing 2022
Project, awarded to JV Lucas Paving, Inc., as satisfactorily complete, with a final cost of
$1,260,832.70.
Fiscal Impact
Streets Division funding in the amount of $1,600,000 was approved for this project for Fiscal
Year 2022-23. The total project cost, including surveying, design, bidding, construction, field
engineering, inspection, and contract administration is $1,260,832.70.
Alternative Action
The City Council (Council) may choose not to accept the project as satisfactorily complete and
provide staff alternative direction.
Background
As of August 9, 2023, JV Lucas Paving, Inc., of Lafayette, California, has completed all items of
work on the Replace Asphalt Concrete (AC) Surfacing 2022 Project, which was within the
adjusted contract time frame following weather delays and additional work. Subsequently, the
Public Works Department filed a notice of completion with Shasta County. The project warranty
period expires one year from the completion date.
At its meeting on February 7, 2023, the Council awarded a construction contract to JV Lucas
Paving, Inc., for $1,010,381.50 and approved a $200,000 construction contingency fund. Also
authorized was $207,000 for contract administration and construction inspection fees and
$105,000 for project development costs. The City Manager was authorized to approve additional
inereases in either the construction management or construction con�ingency amounts up to a

total of $25,000. The total authorized amount for the project was $1,54'7,381.50. Project
development costs include engineering, environmental, and consultant services. During
construction, there was one change order in the amount of $37,451.20, leaving a balance of
$162,548.80 in the contingency fund. The final project cost was $1,260,832.70.

The project involved removing and replacing approximately 82,000 cubic feet of asphalt
concrete in worn and deteriorated sections of Wyndham Lane and Eastside Road as well as
appropriate traffic control, striping, and pavement markings as required.
Environmental Review
This action is not a project as defined by the California Environmental Quality Act (CEQA), and
no further action is required. On February 7, 2023, the Council determined that the project is
categorically exempt from review under the CEQA Guidelines, per Section 15301 (Existing
Facilities).

Recommendation
Authorize the following actions relative to Bid Schedule No. 5324 (Job No. 2687), Replace
Asphalt Concrete (AC) Surfacing 2022:
(1) Award to JV Lucas Paving, Inc., in the amount of$1,010,381.50;
(2) Approve an additional $207,000 to cover the cost of contract administration and
inspection fees;
(3) Approve $200,000 to provide construction contingency funding;
(4) Approve $105,000 for project development costs;
(5) Authorize the City Manager to approve additional increases, in either the construction
management or construction contingency amounts, up to a total of$25,000; and
(6) Find that the project is categorically exempt from review under the California
Environmental Quality Act(CEQA) Guidelines,per Section 15301 (Existing Facilities).
Fiscal Impact
This Replace Asphalt Concrete (AC) Surfacing 2022 (Project) is funded by the Streets Division
and is included in its approved budget for Fiscal Year 2022-23. Project cost components are
estimated, and some shifting of the funds may be necessary to balance the project within the
approved budget.

Alternative Action
The City Council may choose to not award the project or provide alternate direction to staff. If
the project does not move forward, the streets will continue to deteriorate and may require
roadway reconstruction.
Background/Analysis
This project involves removing and replacing approximately 82,000 cubic feet of asphalt
concrete in worn and deteriorated sections of Wyndham Lane and Eastside Road.
Attached is a tabulation of the three bids opened on January 19, 2023. The low bid in the amount
of $1,010,381.50 was received from J.V. Lucas Paving, Inc., of Lafayette, California. The
engineer's estimate was $1,125,028.50. Total project development costs for this project are
estimated to be $105,000. Project development costs include engineering, environmental, and
consultant services (design and construction support).
EnviNonmental Review
Staff has determined that the project qualifies as categorically exempt from environmental
review under the California Environmental Quality Act (CEQA) Guidelines, per Section 15301.
Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing
facilities, structures, or equipment involving negligible or no expansion of use. The project will
extend the life of the existing pavement, but will not create additional vehicle capacity or result
in expansion of use. The project has been reviewed for sensitive resources such as threatened or
endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal
cultural resources. The project has no potential to have a significant effect on the environment.
