HomeMy WebLinkAbout _ 4.2(a)--Authorize application for Pathways to Removing Obstacles to Housing Designation CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Authorize and approve the following: (1) Adopt Resolution approving the City of Redding to apply for the Pathways to Removing Obstacles to Housing Designation through the State of California Department of Housing and Community Development; (2) Authorize the City Manager, or designee, to sign and submit the application, and execute all necessary documents related to Pathways to Removing Obstacles to Housing funding opportunities; and (3) Find that applying for, and accepting, a Pathways to Removing Obstacles to Housing Designation is not considered a project under the California Environmental Quality Act. Fiscal Impact The application will have no impact on any current Housing Division grant funds or the General Fund, rather, adopting the Pathways to Removing Obstacles to Housing (PRO Housing Designation) may provide the City of Redding (City) preferential opportunities when applying to the State of California’s Housing and Community Development (HCD) for grant funds associated with affordable housing programs and development. There is no fee to apply for this designation. Alternative Action The City Council (Council) could choose not to authorize the City Manager to apply for a PRO Housing Designation, this course of action may limit the competitiveness of future affordable housing funding opportunities. MEETING DATE: September 19, 2023 ITEM NO. 4.2(a) FROM: ***APPROVED BY*** sbade@cityofredding.org btippin@cityofredding.org SUBJECT: 4.2(a)--Authorize application for Pathways to Removing Obstacles to Housing Designation Steve Bade, Assistant City Manager Report to Redding City Council September 14, 2023 Re: 4.2(a)--Authorize application for Pathways to Removing Obstacles to Housing Designation Page 2 Background/Analysis Cities and counties that are compliant with the California’s Housing Element law and have applied for and been awarded the PRO Housing Designation are eligible to receive incentives when applying for specific grant opportunities. These incentives are in the form of additional points or other types of preference in the scoring of competitive housing, community development, and infrastructure programs. Increasing the availability of housing statewide is critical to improving the quality of life of all Californians and assisting in the fight against homelessness. The 2019-2020 Budget Act provided a spectrum of support, incentives, and accountability measures to meet California’s housing goals, and provided for the establishment of the PRO Housing Designation Program. HCD is determined to alleviate California’s housing crisis by making additional community development resources available to local governments with a PRO Housing designation. To date, 30 California cities have achieved the PRO Housing designation. Environmental Review Applying for grant funding is not considered a project under the California Environmental Quality Act (CEQA), and no further action is required at this time. Any future projects that may be associated with the PRO Housing designation will be reviewed for CEQA compliance once the details are known. Anticipate the future to make better decisions today.” • Economic Development – “Facilitate and become a catalyst for economic development in Redding to create jobs, retain current businesses and attract new ones, and encourage investment in the community.” Attachments ^Resolution RESOLUTION NO. 2023-___ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING APPLICATION TO AND PARTICIPATION IN THE PROHOUSING DESIGNATION PROGRAM WHEREAS, Government Code section 65589.9 established the Prohousing Designation Program (“PDP” or “Program”), which creates incentives for jurisdictions that are compliant with state housing element requirements and that have enacted Prohousing local policies; and WHEREAS, such jurisdictions will be designated Prohousing and, as such, will receive additional points or other preference during the scoring of their competitive applications for specified housing and infrastructure funding; and WHEREAS, the Department of Housing and Community Development (“Department”) has adopted emergency regulations (Cal. Code Regs., tit. 25, § 6600 et seq.) to implement the Program (“Program Regulations”), as authorized by Government Code section 65589.9, subdivision (d); and WHEREAS, the CITY OF REDDING (“Applicant”) desires to submit an application for a Prohousing Designation (“Application”). THEREFORE, IT IS RESOLVED THAT: 1. Applicant is hereby authorized and directed to submit an Application to the Department. 2. Applicant acknowledges and confirms that it is currently in compliance with applicable state housing law. 3. Applicant acknowledges and confirms that it will continue to comply with applicable housing laws and to refrain from enacting laws, developing policies, or taking other local governmental actions that may or do inhibit or constrain housing production. Examples of such local laws, policies, and action include moratoriums on development; local voter approval requirements related to housing production; downzoning; and unduly restrictive or onerous zoning regulations, development standards, or permit procedures. Applicant further acknowledges and confirms that it commits itself to affirmatively furthering fair housing pursuant to Government Code section 8899.50. 4. If the Application is approved, Applicant is hereby authorized and directed to enter into, execute, and deliver all documents required or deemed necessary or appropriate to participate in the Program, and all amendments thereto (the “Program Documents”). 5. Applicant acknowledges and agrees that it shall be subject to the Application; the terms and conditions specified in the Program Documents; the Program Regulations; and any and all other applicable law. 6. The City Manager, or designee, is authorized to execute and deliver the Application and the Program Documents on behalf of the Applicant for participation in the Program.
