SUBJECT: 4.11(�--Approve Increase to Project Budget for Magnolia Area Sewer
Im rovements Pro'ect
Recommendation
Approve increases to the project budget in the amount of $475,280 for the completion of Bid
Schedule No. 5263, Magnolia Area Sewer Improvements Project as outlined below for additional
improvements:
(1) Increase of $325,280 to the construction management budget, bringing the construction
management total to $1,381,2$0; and
(2) Increase of $150,000 to the construction contingency budget, bringing the construction
contingency total to $7$0,000; and
(3) Autharize Staff to negotiate and the City Manager to execute an Amendment to the
Consulting and Professional Services Agreement with Ghiradelli Associates to increase
the fee for construction management and inspection services in an amount not to exceed
$200,000.
Fiscal Impact
The majority of the project is funded by the Wastewater Utility, however, there are supplemental
funds utilized from the Water Utility, Storm Drain and Streets Divisions related to improvements
to each of its facilities. The $475,2$0 cost increase will come from already budgeted Wastewater
Utility, Water I7tility, Storm Drain and Streets Division funds. The total project cost, including
the proposed increase, is expected to be just over $8,741,976.
Alternative Action
The City Council (Council) may choose not to approve the request and provide alternative
direction to staff.

Background/Analysis
On February 15, 2022, the Council awarded the construction contract for the Magnolia Area
Sewer Improvements Phase One Project (Project) to Jason Abel Construction, Inc. During the
course of construction, conditions in the field warranted design revisions to meet the original
project intent including underground utility conflicts, deteriorated paving needs and additional
striping and signage associated with new travel lane configurations to improve safety throughout
the corridor. These changes have exhausted much of the contingency funds originally awarded
for the Project. As the Project winds down, there is extensive repair and reconstruction work
identified prior to City acceptance and staff anticipates potential cases of disputed contract work.
Additional contingency may be needed to appropriately resolve these disputes and complete the
remainder of the work. In addition, these changes, weather and other factors have extended the
planned construction schedule. A roughly year-long project will likely extend an additional four
to five months to satisfactorily complete the necessary improvements resulting in additional
construction management and inspection services by the City's consultant team (Ghiradelli
Associates).
This additional work will cause the project budget to exceed the awarded amounts. An additional
$475,280 is requested to cover increases to the construction contingency ($150,000) and
construction management ($325,280)project components.

Project work elements include the replacement of nearly 11,000 linear feet of aged sanitary
sewer mains that have reached the end of their useful life. The project also includes storm drain,
water, and street improvements. Approximately 600 linear feet of storm drain and 1,800 linear
feet of water utility will be replaced including associated services and hydrants. Street work
includes rehabilitation of asphalt concrete pavement in Placer Street by cold milling and overlay
and installation of new pavement striping consistent with the Council approved lane reduction to
improve roadway safety.
Environmental Review
The funding increase is not a project as defined by the California Environmental Quality Act
(CEQA). On February 7, 2022, Council determined that the Project is categarically exempt from
review under the CEQA Guidelines, pursuant to Section 15302(c) (Replacement and
Reconstruction). No further action is required.

Recommendation
Authorize the following actions relative to Bid Schedule No. 5263 (Job No. 2629) Magnolia
Area Sewer Improvements Phase One Project:
(1) Award to Jason Abel Construction, Inc., in the amount of$6,330,696.50;
(2) Approve an additional $1,006,000 to cover the cost of administration and inspection fees
and$250,000 for project development costs;
(3) Approve $630,000 to provide construction contingency funding;
(4) Authorize the City Manager to approve additional increases in either the construction
management or construction contingency amounts up to a total of$50,000;
(5) Find that the project is categorically exempt from review under the California
Environmental Quality Act Guidelines 15302 (c) - Replacement or Reconstruction; and
(6) Adopt Resolution approving and adopting the 27�Amendment to City Budget Resolution
No. 2021-078 appropriating $200,000 in funding for the project.
Fiscal Impact
The Magnolia Area Sewer Improvements Project Phase One (1) Project is being funded by the
Wastewater Utility. However, there are supplemental funds utilized from the Water Utility and
Storm Drain and Streets Divisions related to improvements to each of its facilities. Sufficient
funds are budgeted for this project from Wastewater, Water, and Streets budgets. A budget

Project cost components are estimates and some shifting of the project development,
construction management, and construction contingency funds may be necessary to balance the
project within the approved budget.
Alternative Action
The City Council could choose to not award the bid for the Magnolia Area Sewer Improvements
Phase One (1) Project and provide sta�f with alternative direction. Without this project, there is
greater potential for increased maintenance costs, a decrease in reliability, and an increased risk
of sanitary sewer overflows or water main breaks for City of Redding(City) residents.
Background/Analysis
Attached is a tabulation of bids received and opened on January 2�, 2022, for the Magnolia Area
Sewer Improvements Phase One (1) Project. The low bid in the amount of $6,330,696.50 was
received from Jason Abel Construction, Inc., of Corning, California. The engineer's estimate was
$6,875,660. Total project development costs for this project are estimated to be $250,000.
Project development costs include engineering, surveying, right-of-way, environmental, and
consultant services.
The project includes replacement of nearly 11,000 linear feet of aged sanitary sewer mains by
open trench or pipe bursting methods that have reached the end of their useful life. Sewer laterals
will be replaced to the right-of-way boundary and reconnected, and new lateral cleanouts will be
installed. Existing sanitary sewer manholes and rodholes in the project area will be rehabilitated
or replaced. The project wi11 also include some storm drain, water, and street improvements.
Storm drain improvements include replacement of approximately 600 linear feet of storm drain
piping by open trench and slipline methods. Water improvements include replacement of
approximately 1,800 linear feet of water mains with new eight-inch piping, as we11 as
replacement of associated water services and fire hydrant assemblies. Street work includes
rehabilitation of asphalt concrete pavement in Placer Street by cold milling and overlay and
installation of new pavement striping.
Staff has determined that the project qualifies as Categorically Exempt from environmental
review under the California Environmental Quality Act Guidelines Section 15302(c) -
Replacement or Reconstruction. The project will be located on the same site as the structure
replaced and will have substantially the same purpose and capacity. The project area has been
reviewed and does not have significant values for wildlife habitat or other environmental
resources. The project has no potential to have a significant effect on the environment.
