REPORT TO THE CITY COUNCIL
Recommendation
Accept the report regarding use of the California Correctional Center (Susanville Correctional
Facility) with no further action required.
Fiscal Impact
There is no fiscal impact associated with this report.
Alternative Action
City Council may choose to not accept this report and provide alternative direction to staff.
Background/Analysis
Pursuant to City Council Direction, the Police Chief, City Attorney and the City Manager met
with the Shasta County Chief Executive Officer and the Shasta County Sheriff to discuss the use
of the closed California Correctional Center (CCC) in Susanville as a County Jail. In the
meeting, the Sheriff informed City staff that the north state Sheriffs’ had discussed this several
times, in depth, and it is simply a “no go.” There are several reasons for this conclusion
including the overall cost, the legal difficulties, the transportation logistics and the condition of
the facility.
The current facility is in disrepair and the capital cost to repair the facility and convert it from a
prison to a jail is considered insurmountable given that the existing Shasta County Jail must also
remain open and it too requires ongoing capital investment. When asked about the opportunity
to house post-sentence offenders the Sheriff indicated that there is still a fair amount of
transportation consideration such as ongoing appeals, attorney/client meetings, health care and
court hearings which would increase the overall cost and logistical difficulty.

It was determined that even if you could overcome the above obstacles you still have the issue of
long-term governance through a joint powers agreement (or other type of agreement), multi-
jurisdictional liability issues and conflicts and potential for future political conflicts resulting in
the overall failure of the governing entity.
For the above listed reasons and at the recommendation of the Shasta County Sheriff, it is staff’s
recommendation that no additional consideration be given to this item

This action is not a project as defined by the California Environmental Quality Act, and no
further action is required.
