SUBJECT: 9.2(b)--Award bid to SnL Group Inc. for the City of Redding Downtown Park
Plaza Pro'ect 2023.
Recommendation
Authorize the following actions relative to the Downtown Park Plaza Project 2023, for
construction of a public park located at 1470 Market St:
(1) Award bid to SnL Gro�up Inc. in the amount of$3,985,883;
(2) Approve $100,000 for administration costs and inspection fees; $350,000 for project
development costs; and $101,463 to provide construction contingency funding; and
(3) Find that the project is exempt from review under the California Environmental Quality
Act Guidelines,pursuant to Section 15300.1 - Relation to Ministerial Projects.
Fiscal Impact
The Downtown Park Plaza Project (Project) is being funded by Clean California Local Grant
Program (CCLGP) funds in the amount of $3,889,480 and Park Impact Fee Reimbursement
Agreement funds in an amount not to exceed $780,000. These funding sources were approved
by City Council on August 2, 2022. Considering the CCLGP funds, $99,589 is set aside for non-
infrastructure community programming costs. To date, the City has received $607,914 of Park
Impact Fees. The Developer will contribute funds as needed to cover costs exceeding available
CCLGP and Reimbursement Agreement funds.

Project cost components are estimates and some shifting of the project development,
construction management, and construction contingency funds may be necessary to balance the
project within the approved budget. Based on the availability of Park Impact Fee Reimbursement
funds, an amendment to the Park and Recreation Impact Fee Reimbursement Agreement may be
presented to Council at a future meeting.
Alternative Action
The Council may choose not to award the bid for the project and provide staf�with alternate
direction. This action could put the City of Redding (City) in default of the terms of Park Impact
Fee Reimburselnent Agreement; the project would not be constructed as designed; the grant
funding would be lost and predevelopment, design and bidding costs would have to be paid by
the City.
Background/Analysis
When Market Street was extended south beyond Tehama Street, the green lawns between the
Shasta College building and From the Hearth were removed. The Block 7 Development Team,
the City and Shasta College agreed that adding green space back to the area was consistent with
the Downtown Specific Plan and the former Shasta College parking lot was a good location to
create open space with a park.
On January 18, 2022, the City Council authorized an application in collaboration with The
McConnell Foundation to the Clean California Local Grant Program for up to $5,000,000 to fund
the park project. In March of 2022, the City was notified of the award at $3,889,480. In June
2022, Council approved a Park Dedication and Easement Agreement between the City and
Shasta-Tehama-Trinity Joint Community College District for the purpose of developing a park.
Community Services' staff worked in concert with the developers' design team and the
Community Services Advisory Commission approved the park design.
On August 2, 2022, the Council approved the Second Amendment to North Block Parking
Project that added Exhibit 10, Park and Recreation Facilities Impact Fee Reimbursement
Agreement with Block 7 Retail Investors, LLC, for the construction of a Downtown Park P1aza.
The Agreement allowed for reimbursement of park development impact fees up to $780,000 for
the park and for the developer to administer the Clean California grant awarded to the project.
Attached is a tabulation of bids received and opened on July 28, 2023, for the project. The low
bid in the amount of $3,985,883 was received from SnL Group of Redding, California. The
engineer's estimate was $2,000,000. The bid prices reflect signi�cant increases in material costs
and specialty items due to high inflation. Tota1 project development costs for this project are
estimated to be $350,000. Project development costs include engineering, surveying, right-of-
way, environmental, consultant services, and permit and utility connection fees.
The project consists of the construction of a public park at 1470 Market St, Redding CA 96001.
The project will include landscaping, irrigation, a fog misting system, walking path, boulders,
lighting and a pavilion.

EnviNonmental Review
Staff has reviewed the project and determined that it is categorically exempt from review under
the California Environmental Quality Act (CEQA) Guidelines, per 15300.1 — Relation to
Ministerial Projects. Section 15300.1 cites Section 21080 of the Public Resources Code as
exempting those projects over which public agencies exercise only ministerial authority. The
proposed park & recreation facility is allowed by right in the Downtown Core zoning district
under the Downtown Specific Plan. This means that construction of the project would only
require a building permit. Since approval of building permits is ministerial and not discretionary,
CEQA does not apply to the construction of this project.
