REPORT TO THE CITY COUNCIL
Recommendation
Adopt Resolution approving amendments to the Executive Management Pay-For-Performance
Salary Plan (Unrepresented) providing classification-specific salary range adjustments as a result
of a compensation and compression study, including the City Manager classification, and
authorizing immediate salary increases for the employees in those classifications, effective
September 3, 2023.
Fiscal Impact
The estimated total cost resulting from the amendments to the unrepresented salary schedules is
approximately $2.8 million per year once fully implemented. The primary portion of this cost,
roughly $1.7 million per year, pertains directly to Redding Electric Utility (REU). An additional
sum of approximately $220,000 per year is attributed to the REU Customer Services Division,
which is then distributed among REU, Water, Wastewater, and Solid Waste funds. These
increased costs have been factored into the Electric Utility's five-year plan.
The fiscal impact on the General Fund is approximately $400,000 to $475,000 per year. The
remaining expenses are applicable to internal service funds and general government operations.
These costs are distributed across City of Redding (City) departments using the cost allocation
plan and internal service fund allocations based on the usage of these services.
Alternative Action
The City Council (Council) could choose not to approve the resolution amending the Executive
Management Pay-For-Performance Salary Plan for Unrepresented Employees, and provide
additional direction to staff.

The Council has developed goals and objectives for the City Manager to focus on. One of the
Objectives is “Government of the 21st Century” and one of the goals identified for that Objective
is to “Develop a plan to improve the City’s effectiveness with a focus on organizational structure
and succession planning.” There are, of course many layers to this goal, but the most important
element is the City’s workforce. The City delivers critical services to the community and the
ability to retain its existing excellent staff and hire new quality employees is paramount.
City Council Policy 206 reads, in part, “The City of Redding will establish and maintain a
compensation policy which is intended to recruit and retain the better qualified
employees”…..and…. “The City shall conduct periodic surveys of public and private sector
employment in order to ensure that its compensation practices conform to the practices of a
cross-section of public and private employers in the labor market from which the City recruits its
workforce.”
REU’s 2026 Strategic Plan adopted by Council on August 17, 2021, includes Goal 9 “Enhance
Employee Development, Attraction, and Retention,” which reads in part, “in order to attract and
retain quality and dedicated team members, ongoing labor market analysis must occur to ensure
the working environment of REU is one that attracts and maintains employees. This will include
studies of pay and benefits and working conditions. These workforce initiatives are imperative to
deliver the strategic plan successfully.”
In 2021, the City hired a consultant to study the City’s compensation plan, specifically salary and
benefits, for all represented and unrepresented classifications and to also review how positions
and classifications relate from a step and/or level perspective, and in succession planning, within
the City. Since then, the City has used the information from the salary study to bring City
classifications up to the market median and maintain competitive wages in order to attract and
retain better qualified employees.
Recent contracts with Redding Independent Employees Organization (RIEO), International
Association of Fire Fighters (IAFF), United Public Employees of California (UPEC) Technical
and other units have resulted in wage increases for represented positions, which is now causing
those positions to compress with unrepresented classifications. Staff recommend the Council
adjust the salary ranges of the unrepresented classifications, effective September 3, 2023, and
again in September 2024, in order to maintain proper position relationships and promote
succession planning within the organization. The recommended increases range from
approximately three percent to 31.6 percent depending on classification. The recommended wage
increases are attached to this staff report, separated out by Electric and Non-Electric
classifications.
Providing compensation to employees that is fair and is established by the labor market is a goal
driven by Council Policy 206, reinforced by the Objectives established for the City Manager by
the City Council and REU’s 2026 Strategic Plan adopted by City Council, and most importantly
recognizes the value employees have to this organization.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ADOPTING AN AMENDMENT TO THE EXECUTIVE MANAGEMENT
PAY-FOR-PERFORMANCE SALARY PLAN EFFECTIVE SEPTEMBER
3, 2023
WHEREAS, staff has recommended that the Executive Management Pay-For-
Performance Salary Plan be amended, effective September 3, 2023; and
WHEREAS, the City Council deems it to be in the best interest of the City to adopt such
recommendation;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council that the
Executive Management Pay-For-Performance Salary Plan be amended, as attached hereto,
effective September 3, 2023.
