REPORT TO THE CITY COUNCIL
Recommendation
Adopt Resolution approving and adopting the 10th Amendment to City Budget Resolution No.
2023-060 appropriating $200,000 from the City of Redding General Fund to fund contracted
instructors for community recreational programs.
Fiscal Impact
The General Fund fiscal impact is $100,000 for fiscal years (2023-2024 and 2024-2025), totaling
$200,000.
Alternative Action
The City Council (Council) could choose not to approve funding for this request and provide
alternative direction to staff.
Background/Analysis
Contracted instructors are an important component of how recreation programs are delivered.
This year, the funds were inadvertently left out of the biennial budget approved by Council. In
coordination with the Finance Department, these funds are requested to pay the instructors.
Contracted instructors bring valuable skills and expertise to offer participants the opportunity to
learn new skills, stay active and healthy. Contracted instructors are utilized in specialty programs
like dance, karate, sailing, music, Grasshopper Sports, academic tutors at the MLK Center, and
summer camp specialists.
These instructors are paid a percentage of the revenue of each class they teach. The revenue from
the classes pays for the instructor's full cost, plus additional revenue to the Recreation Division.

In fiscal year 2022-2023, the Recreation Division spent $99,659.63 on contracted services, which
were entirely offset by class fees or grants.
Environmental Review
Requesting funds for temporary contract services is not a project defined under the California
Environmental Quality Act, and no further action is required.

public and City employees to enhance knowledge and increase transparency to improve
