HomeMy WebLinkAbout _ 4.2(a)--Authorize application - California Strategic Growth Council's CRC Grant CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Approve and Authorize the following: (1) Authorize staff to submit a California Strategic Growth Council’s Community Resilience Centers Program planning grant application for a day resource center in an amount not to exceed $500,000; (2) Adopt Resolution to authorize the City Manager, or designee, to execute all documents necessary to apply for the grant, appropriate funds, and if awarded, execute any agreements necessary to implement the award; (3) Find that applying for funding is not considered a project under the California Environmental Quality Act; and (4) Find that administrative activities such as applying for funding is exempt under the National Environmental Policy Act. Fiscal Impact California Strategic Growth Council’s (SGC) Community Resilience Centers (CRC) Program planning funds are grant funds with no match obligation. There is no fiscal impact to the General Fund. Alternative Action The City Council may choose not authorize the Housing Division to submit a CRC application or provide staff an alternative direction. Steve Bade, Assistant City Manager Report to Redding City Council August 28, 2023 Re: 4.2(a)--Authorize application - California Strategic Growth Council's CRC Grant Page 2 Background/Analysis The SGC brings together a multitude of California State agencies to coordinate activities that support sustainable communities emphasizing strong economies, social equity, and environmental stewardship. As a Cabinet-level interagency organization located within the Governor’s Office of Planning and Research, SGC advances the State’s key policy priorities through four main categories: investment programs, collaborative policy initiatives, integrated policy and planning, capacity building, and technical assistance. The newest SGC program is the CRC Program, which is aligned with other statewide efforts to build resiliency across California communities. SGC published a Notice of Funding Availability, making available a maximum of $500,000 in CRC Planning Grants, each ranging from $100,000 to $500,000 to eligible communities in the initial stages of plan development, community engagement, coordination and other activities necessary for projects that provide shelter and resources during climate and other emergencies such as extreme heat events and poor air quality days. The program also funds ongoing year- round community services and programs that build overall community resiliency. CRC planning efforts focus on engaging key stakeholders and supporting project readiness as well as exploring ideas and potential locations for local community centers . Funds can be used to identify community partners, conduct community needs assessments, design a community engagement plan, identify and prepare potential project sites, complete a fiscal analysis of development and construction costs, and build community capacity in preparation for implementation of the proposed Center. Staff’s application will focus on planning for a community-wide, day resource center. Community advocates have long-expressed a need for a one-stop location to encompass supportive services for disadvantaged citizens. This CRC will provide shelter and resources during climate and other emergencies as well as fund ongoing year-round community services and programs that build overall community resilience such as social services, showers, laundry facilities, storage, various life skills training, pet care, and connection to local employment and housing resources. CRC grant applications are due by September 18, 2023, with award announcements by December 2023. If awarded a CRC grant, staff anticipates that within a 24-month period of time, the planning process and site selection will be completed. Furthermore, it is anticipated that future CRC grants will provide access to funding for project development and implementation grants for the acquisition and construction of the future Day Resource Center. Environmental Review Applying for grant funding is not considered a project under the California Environmental Quality Act (CEQA). Any project that is developed will be reviewed for CEQA compliance once the details are known. Under National Environmental Policy Act (NEPA), administrative and management activities such as applying for grant funding are considered exempt activities and no further action is required. Any construction projects will be reviewed for NEPA requirements if the City is awarded funding by the State. Anticipate the future to make better decisions today.” Economic Development- “Facilitate and become a catalyst for economic development in Redding to create jobs, retain current businesses and attract new ones, and encourage investment in the community.” Attachments ^Resolution RESOLUTION NO. 2023–____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE FILING OF A STRATEGIC GROWTH COUNCIL TRANSFORMATIVE CLIMATE COMMUNITIES (TCC) PLANNING GRANT APPLICATION AND PARTICIPATION IN THE COMMUNITY RESILIENCE CENTERS PROGRAM AND ADOPTING AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO APPLY, ACCEPT, AMEND AS NEEDED, AND IMPLEMENT THE COMMUNITY RESILIENCE CENTERS PROGRAM FOR THE GRANT TERM WHEREAS, The California Strategic Growth Council Transformative Climate Communities (“TCC”) Planning Grant was established by Assembly Bill 2722 in 2016 and since then has allowed 18 communities across the State to fund the development and implementation of neighborhood-level, climate-resilient community projects that provide economic, environmental, and health benefits to the state’s most disadvantaged communities; and WHEREAS, the City of Redding (“Applicant”) desires to apply for Community Resilience Centers Program grant funds in the amount of $500,000 that would allow the City of Redding to identify potential projects and a Collaborative Stakeholder Structure for a Community Day Resource Center in the City of Redding; and WHEREAS, Program funding allocations are subject to the terms and conditions of the Notice of Funding Availability (NOFA), the Application, the Standard Agreement (“Standard Agreement”), and all other legal requirements of the Community Resilience Centers Program. NOW THEREFORE BE IT RESOLVED THAT: 1. Applicant is hereby authorized and directed to submit a Planning Application to the Department in response to the NOFA, and to apply for Community Resilience Centers Program planning grant funds in a total amount not to exceed $500,000. 2. If the Application is approved, Applicant is hereby authorized and directed to enter into, execute, and deliver a Standard Agreement in a total amount not to exceed $500,000, any and all other documents required or deemed necessary or appropriate to secure the Community Resilience Centers Program funds from the Department and to participate in the Program, and all amendments thereto (collectively, the “Community Resilience Centers Program Documents”). 3. Applicant acknowledges and agrees that it shall be subject to the terms and conditions specified in the Standard Agreement, and that the NOFA and Application will be incorporated in the Standard Agreement by reference and made a part thereof. Any and all activities, expenditures, information, and timelines represented in the Application are enforceable through the Standard Agreement. Funds are to be used for the allowable expenditures and activities identified in the Standard Agreement. 4. The City Manager or designee is authorized to execute the Application and the Community Resilience Centers Program Documents for participation in the Community Resilience Centers Program.
