Fiscal Impact This project was funded by a federal grant in the amount of$1,273,200 from the Highway Safety Improvement Program for Fiscal Year 2022-23. The total project cost, including surveying, design, bidding, construction, �eld engineering, inspection, and contract administration, is $1,220,397.24. AZteNnative Action The City Council (Council) may choose not to accept the project as satisfactorily complete, and advise staff on how to proceed. Background/Analysis As of June 5, 2023, Axner Excavating, Inc., has completed all work items for the Pedestrian Crossing Enhancement Project, which was within the contract time frame. Subseguently, the Public Works Department filed a notice of completion with Shasta County. The project warranty period expires one year from the completion date. On September 20, 2022, Council awarded a construction contract to Axner Excavating, Inc., for $927,160 and approved a $92,716 construction contingency fund. In addition, $11'7,324 was authorized for contract administration and eonstruction inspection fees and $136,000 for project development costs, for a total authorized amount of $1,273,200. Project development costs include engineering, environmental, and consultant serviees. During construetion, there were nine change orders in the amount of $15,914.71, leaving a balance of $76,801.29 in the eontingeney fund. The final project cost was $1,220,397.24. These locations included the intersections of West Street and Placer Street, Court Street and Placer Street, Parkview Avenue and State Street, Hilitop Drive and Sandpoint Drive, Churn Creek Road and Palacio Drive, Browning Street and Lancers Lane, Old Alturas Road and Bradford Way, Shasta View Drive and Saturn Skyway, and Churn Creek Road and Echo Road. The improvements included Americans with Disabilities Act compliant curb ramps, enhanced pedestrian crossings, rapid flashing beacons, traffic signs, new striping, and pedestrian refuge islands. Environmental Review This action is not a project as defined under the California Environmental Quality Act, and no further action is required. On September 20, 2022, Council determined that the project is categorically exempt from review under the California Environmental Quality Act Guidelines, per Section 15301(c) - Existing Facilities. Without this project, much needed pedestrian and safety improvements will not be completed. In addition, if this project is not awarded, the City of Redding (City) is at risk of losing $1.2 million in federal funding due to grant requirements for project delivery. Background/Analysis The Pedestrian Crossing Enhancement Project is a planned improvement to provide enhanced pedestrian crossings at nine locations within the City. These locations include the intersections of West Street and Placer Street, Court Street and Placer Street, Parkview Avenue and State Street, Hilltop Drive and Sandpoint Drive, Churn Creek Road and Palacio Drive, Browning Street and Lancers Lane, Old Alturas Road and Bradford Way, Shasta View Drive and Saturn Skyway, and Churn Creek Road and Echo Road. On September 30, 2019, the Council accepted and appropriated HSIP grant funds in the amount of$1,273,200 for costs related to the project. Attached is a tabulation of bids received and opened on A�ugust 23, 2022, for the Pedestrian Crossing Enhancement (HSIP) Project. The low bid in the amount of $927,160 was received from Axner Excavating, Inc., of Redding, California. Since the grant funds are from a federal source, the City is required to establish a Disadvantaged Business Enterprise (DBE)participation goal of six percent for this project. Axner Excavating, Inc., achieved the six percent participation goal. The engineer's estimate was $917,385. Total project development costs for this project are estimated to be $136,000. Project development costs include engineering, surveying, right-of- way, environmental, and consultant services. Envir�onmental Review Staff has reviewed the project and determined that the project is Categorically Exempt from review under the California Environmental Quality Act Guidelines, per Section 15301(c) - Existing Facilities. C1ass 1 exemptions include minor alteration of existing public or private structures, facilities, or topographical feat�ures involving negligible or no expansion of use. This includes the addition of bicycle lanes and bicycle facilities, sidewalk and pedestrian crossings, transit improvements, street trees, and other similar alterations that do not create additional automobile lanes. The proposed project will enhance the existing facility for pedestrians, but will not create additional vehicle capacity. The project has been reviewed for sensitive resources and will not have a significant �ffect on biological or cultural resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The project has no potential to have a significant effect on the environment. On August 25, 2021, the California Department of Transportation determined that the projeet is Categorically Excluded from environ.mental review under the National Environmental Policy Aet,pursuant to 23 CFR 771.117(c)(3)—Pedestrian Improvements.
