CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Approve the purchase of up to ten Chevrolet Tahoe patrol vehicles through the State of
California’s Statewide Contract for Fleet Vehicles at a cost of approximately $500,000 for the
Redding Police Department; and authorize the City Manager to allocate up to $30,000 as
contingency to complete the purchase.
Fiscal Impact
Redding Police Department (RPD) will use a portion of the American Rescue Plan Act (ARPA)
funding to purchase these vehicles. There is no fiscal impact to the General Fund for this
purchase.
Alternative Action
The City Council could choose to not approve the purchase of the vehicles and provide staff with
alternative direction.
Background/Analysis
Over the last several years, it has been extremely difficult to purchase vehicles due to COVID
delays and supply chain issues. This has created a situation where RPD’s fleet has been stretched
due to additional staffing, vehicle accidents and older vehicles that need to be replaced. It is
necessary for a large number of vehicles to be purchased to correct the situation.
RPD has recently been informed that the State of California’s Statewide Contract for Vehicles
may be opening soon to purchase patrol vehicles. Because manufacturers are only accepting
orders for a very short period of time, once the contract is open to place orders, it will be
necessary to respond quickly. For the last several years, the manufacturer’s order windows have
been as short as four days and not being able to place an order right when it opens, could cause

the RPD to miss the opportunity. While the exact price of the vehicles is unknown at this time, it
is anticipated that the purchase price will be in the range of $50,000 per vehicle. Approving the
purchase now will allow RPD to place an order as soon as the contract opens.
Environmental Review
This purchase is not defined under the California Environmental Quality Act, and no further
action is required.
