Recommendation
Accept Bid Schedule No. 5276 (Job No. 9942), Benton Airpark Runway and Taxiway Connector
Pavement Preservation and Magnetic Variations Updates Project, awarded to VSS International,
Inc., as satisfactorily complete, with a final cost of$435,863.25
Fiscal Impact
This Benton Airpark Runway and Taxiway Connector Pavement Preservation and Magnetic
Variations Updates Project (Project) was funded by multiple sources including a Federal
Aviation Administration (FAA) Airport Improvement Program (AIl') grant. The construction
was paid for with the support of an FAA AIP grant which is comprised of a federal share of
(90%), a state share of(4.5%), and a local share of(5.5%). Project development costs were paid
for with a previous FAA design grant. Budgeted City of Redding (City) Airport Funds provided
the remaining source of funds for the Project. For Fiscal Year 2022-23, $610,000 was the total
amount of approved funding for this project. The total project costs, including surveying, design,
bidding, construction, field engineering, inspection, and contract administration, was
$435,863.25.
Alternative Actzon
The City Council (Council) may choose to not accept the project as satisfactorily complete, and
advise staff on how to proceed.
Background
As of February 1, 2023, VSS International, Inc. completed all items of work on the project which
was within the contract time frame. The project warranty period expires one year from the
completion date.

At its meeting of August 16, 2022, the Council awarded a construction contract to VSS
International, Inc. for $378,120 and approved a $38,000 construction contingency fund. Also
authorized was $81,540 for contract administration and construction inspection fees and
$71,691 for project development costs for a total authorized amount of $569,351. Project
development costs include engineering, environmental, and consultant services. During
construction, there was one deductive change order in the amount of$82,307.23 for underruns of
several line itelns as well as changes to project signage, leaving a balance of$120,307.23 in the
contingency fund. The final project cost was $435,863.25 as summarized in the table below:

The project involved the rehabilitation of the runway and taxiway connectors which included the
removal of existing markings, surface preparation and cleaning, crack sealing and surface
treatment. In addition, runway designation numerals and associated airfield signage were
updated.
Envir�onmental Review
Project acceptance is not a project as defined under the California Environmental Quality Act
(CEQA). On August 16, 2022, Council determined that the project was categorically exempt
from review under the CEQA Guidelines, pursuant to Section 15301 - Existing Facilities. No
further action is required

Recommendation
Authorize the following actions relative to Bid Schedule No. 5276 (Job No. 9942) Benton
Airpark Runway and Taxiway Connector Pavement Preservation and Magnetic Variations
Updates Project(Project):
(1) Award to VSS International, Inc. in the amount of$378,120;
(2) Approve an additional $81,540 to cover the cost of administration and inspection fees;
and$71,000 for project development costs;
(3) Approve $38,000 to provide construction contingency funding;
(4) Based on the facts in the record, make the finding that the Project is categorically exempt
from review under the California Environmental Quality Act, per Section 15301 -
Existing Facilities; and
(5) Find that the action is categorically excluded from review under the National
Environmental Policy Act(NEPA)pursuant to FAA Order 1050.1F.
Fiscal Impact
The Benton Airpark Runway and Taxiway Connector Pavement Preservation and Magnetic
Variations Updates Project (Project) is being partially funded by a Federal Aviation
Administration (FAA) Airport Improvement Program (AIP) grant. The construction wi11 be paid
for with the support of an FAA AIP grant in the amount of $490,000 which is comprised of a
federal share of$441,000 (90%), a state share of$22,050 (4.5%), and a local share of$26,950
(5.5%). Project development costs, $71,691, were paid for with a previous FAA design grant.
The remaining portion of the project, $7,660, will be funded through budgeted City of Redding
(City) Airport funds.

Project cost components are estimates, and some shifting of the project development,
construction management, and construction contingency funds may be necessary to balance the
project within the approved budget. There is $610,000 budgeted for the total project.
Alternative Action
The City Council (Council) may choose not to award the bid for the Project, and provide staff
with alternate direction. Without this Project, the pavement life will not be prolonged and future
condition ratings could become unsatisfactory.
Background/Analysis
Attached is a tabulation of bids received and opened on March 22, 2022, for the Project. The low
bid in the amount of$378,120 was received from VSS International, Inc., of West Sacramento,
California. The engineer's estimate was $346,104. Total project development costs for this
project are estimated to be $71,691that include engineering, surveying, right-of-way,
environmental, consultant services, and permit fees. Staff intends to utilize Mead & I�unt, Inc.
for construction management services with a fee of$68,540. In addition, $13,000 will be needed
for City staff to complete construction administration associated with the project.
The Project includes the rehabilitation of the runway and taxiway connectors which will include
removal of existing markings, surface preparation and cleaning, crack sealing and surface
treatment. In addition, runway designation numerals and associated airfield signage will be
updated.
Staff has determined that the Project qualifies as Categorically Exempt from environmental
review under California Environmental Quality Act Guidelines, per Sections 15301. C1ass 1
exemptions include the operation, maintenance, repair, and minor alteration of existing public
facilities. This maintenance project will be performed to extend and preserve the life of the
existing pavement. The Project does not involve expansion of use, as the facility will have the
same capacity. The Project has been reviewed for sensitive resources such as threatened or
endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal
cultural resources. The Project has no potential to have a significant effect on the environment.
On December 11, 2018, the FAA made a determination that the Project is Categorically
Excluded pursuant to FAA Order 1050.1F as it relates to the National Environmental Policy Act
of 1969, as amended.
