HomeMy WebLinkAbout _ 4.9(a)--Resolution for Grant from ABC CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Adopt Resolution authorizing the acceptance of an Alcohol Policing Partnership grant administered by the California Department of Alcoholic Beverage Control in the amount of $31,855 for overtime, training, and operating expenses designed to address alcohol enforcement in the City of Redding; and authorize the City Manager, or his designee, to execute said contract and any associated amendments. Fiscal Impact There is no fiscal impact in accepting this grant. The grant does not require any matching funds. Alternative Action The City Council could choose not to adopt the resolution accepting the grant. This action would not allow the Police Department to take advantage of funding to address alcohol enforcement in the City of Redding. Background/Analysis On April 3, 2023 the Redding Police Department (RPD) submitted a proposal to California Department of Alcoholic Beverage Control (ABC) through their Alcohol Policing Partnership grant requesting $31,855 to augment and enhance law enforcement efforts addressing alcohol related problems through a wide range of strategies. In a letter dated July 5, 2023, ABC notified RPD of the $31,855 award. This grant will provide funding for training, overtime for general enforcement, minor decoy and shoulder tap operations targeting underage drinking, and general operating expenses. Council Priority/City Manager Goals • Public Safety – “Work to improve all aspects of public safety to help people feel secure and safe where they live, work and play in the City of Redding.” Attachments ^Resolution RESOLUTION NO. 2023-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE CALIFORNIA ALCOHOLIC BEVERAGE CONTROL DEPARTMENT WHEREAS, The Redding City Council desires to undertake a certain project designated as the Grant Assistance Program (GAP) to be funded in part from funds made available through the Alcohol Policing Partnership (APP) Grant administered by the Department of Alcoholic Beverage Control (hereafter referred to as ABC); and WHEREAS, any liability arising out of the performance of this contract, including civil court actions for damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and ABC disclaim responsibility for any such liability; and WHEREAS, grant funds received hereunder shall not be used to supplant expenditures controlled by this body; and WHEREAS, this award is not subject to local hiring freezes; NOW, THEREFORE, BE IT RESOLVED that the Chief of Police of the City of Redding is authorized by the City Council to execute on behalf of the City Council the contract for the Grant Assistance Program (GAP) administered by ABC, including any extensions or amendments thereof and any subsequent contract with the State in relation thereto.
