Fiscal Impact The purchase of the easement will be paid for by the City of Redding's (City) Storm Drain Fund. Sufficient funds are included in the current Fiscal Year 2023-24 budget for this acquisition. Alter�native Action The City Council (Council) may choose to not authoriz� the purchase. The absence of the Public Service Easement(PSE) would inhibit access for future maintenance. Background/Analysis The existing 18-inch storm drain pipe that conveys stormwater from State Route 273 and Eastside Road across 6965 Eastside Road has experienced significant deterioration. A new 18- inch storm drain pipe and associated manholes and inlets have been designed to replace the aging infrastructure. The new design configuration will move the alignment further from the existing Report to Redding City Council July 25, 2023 Re: 4.11(a)--Authorize Purchase of a Public Service Easement Page 2 structure and will optimize the remaining area of the property. As such, a new PSE is required to ensure access for proper maintenance of the facility. Staff has negotiated the purchase of the PSE with the owner of Assessor Parcel Number 050- 470-024 for $6,500. This figure is based upon current comparative sales, and staff believes this to be just compensation. California Government Code 7267 allows the City to waive an appraisal for acquisitions with a low, fair market value. EnviNonmental Review Staff has determined this action to be categorically exempt from environmental review under the Cali�ornia Environmental Quality Act (CEQA) Guidelines, pursuant to Section 15305 — Minor Alterations to Land Use Limitations. Class 5 exemptions include minor alterations in land use limitations in areas with an average slope of less than 20 percent, which do not result in any changes in land use or density. The City is seeking a public service easement to maintain the existing utility infrastructure as well as future infrastructure at this location. The easement is in an area with less than 20 percent slope and will not result in changes in land use or density. The easement area has been reviewed and contains no underlying value for sensitive environmental resources. This action has no potential to have a significant effect on the environment. In compliance with CEQA, the City will conduct a separate environmental review for future infrastruct�ure improvements at this location.
