CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Appoint Sharlene Tipton as the City Clerk to fill the unexpired term of former City Clerk,
Pamela Mize. This term ends in 2026.
Fiscal Impact
The position of City Clerk receives a stipend of $600 per month in accordance with California
State Law. Funding for this position is included in the adopted Biennial Budget.
Alternative Action
The City Council (Council) could choose not to appoint Ms. Tipton and provide alternative
direction to staff.
Background/Analysis
The City of Redding’s City Clerk, Pamela Mize, retired effective June 30, 2023. Pursuant to
Redding Municipal Code (RMC) section 2.16.020, the City Manager has appointed Sharlene
Tipton as the new Administrator - Office of the City Clerk. It is recommended that Ms. Tipton
also be appointed as the City Clerk to fill the balance of Ms. Mize’s term.
Ms. Tipton has held the position of Interim Administrator – Office of City Clerk’s Office for the
past five months and prior to that has been serving as the Assistant City Clerk since October
2018. With the retirement of Ms. Mize, the City needs to fill the City Clerk position through the
remaining term, which ends in 2026. The Council has the ability to make the appointment to fill
the position or it could call for a special election. Staff’s recommendation is to appoint Ms.
Tipton.
