Fiscal Impact The vehicle purchases are anticipated, and adequate funding is available within Redding Electric Utility's (REU) Rolling Stock Fund. The current balance as of June 30, 2023, is approximately $3 million. During the past two years, REU has witnessed a significant rise in vehicle prices and extended delivery times ranging from two to four years. In response to these prolonged lead times, REU needs to proactively place vehicle orders ahead of their scheduled replacement year to guarantee the fleet's uninterrupted functionality. Furthermore, as prices continue to escalate, REU might consider augmenting the funding allocated to the Rolling Stock Replacement P1an. REU will undertake continuous monitoring and assessment of the fmancial implications of eaeh vehicle purchase to ensure adequate funding in the Rolling Stock Fund. E0476 is primarily used for 12kV distribution line work, while E481 is dedicated to line clearance tree trimming. E467 is utilized for routine line distribution work, encompassing maintenance and new construction tasks. The decision to replace these vehicles aligns with the guidelines established by the City of Redding's F1eet Department, which considers factors such as vehicle age, mileage, hours of operation, and maintenance expenses. Altec Industries, Inc. participates in a cooperative agreement with Sourcewell, formerly known as the National Joint Powers Alliance, resulting from a competitive bid process. In addition to being an industry standard, using the Sourcewell contract to purchase equipment saves significant staff tiine needed to prepare bid specifications and solicit individual quotations from vendors. The City of Redding also receives a significant price discount due to economies of scale realized through the volume of purchases on a multi-agency cooperative contract. Environmental Review This is not a project defined under California Environmental Quality Act (CEQA), and no further action is required.
