HomeMy WebLinkAbout _ 4.4(b)--Approve reinstating the Permit Issuance Fee CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Authorize Development Services to resume charging the Permit Issuance Fee for mechanical, plumbing, and electrical building permits in the total amount of $55.00 with 50 percent of the fee to be collected effective August 2023, and the remaining 50 percent (for a total of 100 percent) to be collected August 2024. Fiscal Impact Collecting the Permit Issuance Fee would generate revenue to cover costs associated with processing the permits. Alternative Action The City Council could choose not to approve the change and provide alternate direction to staff. Background/Analysis On January 16, 1996, resolution 96-25 was adopted, and the Permit Issuance Fee for electric and plumbing building permits was added to the City’s Schedule of Fees and Service Charges. On February 16, 1998, resolution 97-202 was adopted, and the Permit Issuance Fee was also added to mechanical building permits. In 2011, when Development Services updated its integrated land management software, the fee was inadvertently removed from the billing process for electric, mechanical, and plumbing building permits. Therefore, the Permit Issuance Fee has not been charged or collected since 2011. On June 20, 2023, as part of the City’s Schedule of Fees and Services Charges for Fiscal Year 2023, the Permit Issuance Fee of $55 was approved. Authorizing staff to resume charging the Permit Issuance Fee will correct the mechanical, plumbing, and electrical building permits processing error.
