REPORT TO THE CITY COUNCIL
Recommendation
Authorize the following relative to Development Services Department - Planning Division:
(1) Approve the addition of a full-time Assistant Planner; and
(2) Adopt Resolution approving and adopting the 1st Amendment to City Budget Resolution
No. 2023-060 appropriating $105,830 to the Development Service Department - Planning
Division for the addition of a full-time Assistant Planner.
Fiscal Impact
Fees collected from issuing short-term rental (STR) permits adequately covers the estimated staff
cost associated with processing these permits, including a full-time Assistant Planner dedicated
solely to this work.
Alternative Action
The City Council (Council) could decline to adopt the resolution and not approve the new
Assistant Planner position. This would result in processing and enforcing STR permits with
current, less than optimal, staffing levels, which has caused permitting delays and inadequate and
inconsistent enforcement to-date.
Background/Analysis
In the past year, proposed changes to the City of Redding’s STR ordinance have been considered
by the Planning Commission and the Council. On May 16, 2023, the public hearing held
regarding proposed changes to the existing STR ordinance. Council continued the public hearing
to its next meeting, and on June 6, 2023, approved changes to the STR ordinance and conducted
a first reading of the ordinance. The second reading was approved on June 20, 2023, and the
changes to the STR will go into effect 30 days after the second reading, or July 20, 2023.

As previously noted to the Council, additional staff resources are necessary to process permit
applications and adequately enforce STR permits. Under the previous STR ordinance, staff
struggled to keep up with the work load. The new changes to the ordinance will require
additional staff time.
The specific changes to the ordinance that will require additional staff time is the increase in
notification distance to 600 feet, managing the density and cap limits, performing annual
inspections, and development of tools such as a STR web portal with centralized information for
the public. It is estimated that one additional Assistant Planner position is needed and the
revenue generated from the existing permit application fees is sufficient to cover the cost of this
additional position.
Environmental Review
The creation of the new Assistant Planner position is not a project according to the definition in
the California Environmental Quality Act and, therefore, is not subject to the provisions
requiring environmental review. No further actions are necessary.
