SUBJECT: 4.15(a)--Consider Resolution amending Executive Management Pay for
Performance Salar Plan.
Recommendation
Adopt Resolution, effective retroactively to J�une 25, 2023, rescinding and superseding
Resolution No. 2023-061, to amend the Executive Management Pay-for-Performance Salary
Plan in order to: (a) add an Electric Manager - Operations classification; (b) rename the Electric
Manager - Compliance to Compliance Officer; (c) create six new Electric Program Supervisor
classifications; and (d) increase wages for the Compliance Officer, Electric Program Supervisor -
Power Production and Electric Manager - Power Production.
Fiscal Impact
The fiscal impact of wage increases for the Compliance Officer, Electric Program Supervisor -
Power Production, and Electric Manager - Power Production is approximately $150,000
annually. These changes were accounted for in the Utility's five-year financial and rate plan.
developed as part of the Utility's 2023-2025 biennial budget. There is no fiscal impact associated
with the separation of the Electric Program Supervisor classi�cation into six new classifications,
renaming the Compliance Officer classification, and creation of an Electric Manager —
Operations classification.
Alternative Actzon
City Council could decline to approve the resolution, and new classifications, title changes, and
wage increases would not be created. In this case, three positions would not be paid the
appropriate wages as determined through compression or market studies, and one employee
would be without a job classification.

Background/Analysis
In June 2023, Personnel brought a resolution for City Council adoption, which was incorrect.
The Electric Manager— Engineering was incorrectly removed from the salary schedule when the
Electric Manager — Operations was added. Further, the salary for the Compliance Officer
classification should have been adjusted to match the Electric Manager — Engineering and
Electric Manager— Operations classifications. Lastly, the proposed salary ranges for the Electric
Program Supervisor — Power Production and Electric Manager — Power Production were not
adjusted to the correct amounts. Council is being asked to adopt a new resolution, rescinding and
superseding Resolution No. 2023-061, in order to correct these errors and make the resolution
effective retroactive to the original effective date so employees are not negatively affected by the
administrative error.
The proposed resolution includes the following changes, which were also included in Resolution
No. 2023-061:
• Previously, the Electric Manager - Engineering classification was used to recruit an
Electric Manager to oversee the operations of the North American Electric Reliability
Corporation (NERC) Certified Operations Division. This broad classification was used
for the management of multiple functional areas, resulting in unsuccessful recruitments
for the NERGcertified operations division. A new Electric Manager — Operations was
added to the salary schedule to alleviate confusion for potential candidates and attract
qualified candidates.
• The Electric Manager— Compliance was renamed to Compliance Officer. The new name
better reflects the required reporting structure and expectations of the position. Since
becoming a NERC-certified utility, the City is required to comply with more stringent
grid reliability standards enforced by the NERC. The Compliance Officer reports
directly to the REU Director, oversees a number of compliance programs and, at times,
may need to direct the actions of managers and their staff, as we11 as serve as a subject
matter expert for divisions throughout the Utility.
• The Electric Program Supervisor classifications were broken out into six distinct
classifications in order to clearly distinguish the duties across the different electric
programs and reduce confusion from potential candidates regarding position
responsibilities and requirements. The separate classifications are Program Supervisar-
Vegetation Management, Program Supervisor-Customer Programs, Program Supervisor-
Customer Service, Program Supervisor-Compliance, Program Supervisor Settlements,
and Program Supervisor-Financial Services. There is no �iscal impact or salary
adjustments associated with these changes.
The proposed resolution differs from Resolution No. 2023-061 in the following areas:
� The salary of the Compliance Officer would be adjusted to align with the Electric
Manager—Engineering and Electric Manager—Operations elassifications. This results in
the salary range being adjusted from a range of $]],553 to $15,020 monthly as the
Electric Manager— Compliance (old classification) to a new range of$14,448 to $18,783
monthly, for a total increase of 25 percent.
� The Electric Manager — Engineering classification would be restored to the Salary
Schedule. It should not have been deleted when the Electrie Manager — Operations
classification was added to the Salary Schedule.
� The proposed salary ranges for the Electric Program Supervisor— Power Production and
Electric Manager — Power Production will be adjusted. The Electric Program Supervisor

— Power Production should have been increased from a monthly wage of $14,259 to a
new monthly wage of $17,500. The Electric Manager — Power Production should have
been increased from a monthly wage of$16,063 to a new monthly wage of$19,250. This
is due to colnpression with the Working Foreman - Power Production classification,
which occurred following the adoption of the Memorandum of Understanding and Salary
Exhibits between the City and the International Brotherhood of Electrical Workers -
Power Production Unit in Apri12023. The 20 percent increase for the Working Foreman-
Power Production created wage compression with the supervisor and manager positions.
In order to address the wage inequity, staff recommends increasing the Electric Program
Supervisor - Power Production wage from $14,259 per month to $17,500 per month, or
22.7 percent, as well as the Electric Program Manager-Power Production from $16,063
per month to $19,250 per month, or 19.8 percent.

This is not a project defined under California Environmental Quality Act, and no further action is
required.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING AN AMENDMENT TO THE EXECUTIVE MANAGEMENT
PAY-FOR-PERFORMANCE SALARY PLAN FOR UNREPRESENTED
EMPLOYEES, EFFECTIVE RETROACTIVE TO JUNE 25, 2023
WHEREAS,on June 20,2023,the City Council of the City of Redding adopted Resolution
No. 2023-061 amending the Executive Management Pay-For-Performance Salary Plan for
Unrepresented Employees, effective June 25, 2023; and
WHEREAS, staff recommends additional amendments to the Executive Management
Pay-For-Performance Salary Plan, effective retroactive to J�une 25, 2023, as attached hereto; and
WHEREAS, the City Council deems it to the in the best interest of the City to adopt such
recommendation;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of
Redding that the Executive Management Pay-For-Performance Salary Plan be amended, effective
retroactive to June 25, 2023.
BE IT FURTHER RESOLVED that this Resolution rescinds and supersedes Resolution
No. 2023-061, which was adopted on June 20, 2023.
