HomeMy WebLinkAbout _ 4.11(e)--Accept Active Transportation Program Funds ATP Cycle 6 CITY OF REDDING REPORT TO THE CITY COUNCIL Recommendation Authorize and approve the following actions regarding allocation of awarded State of California Active Transportation Program (ATP) grant funds and regional non-motorized grant funds for the following projects: (1) Accept ATP funds in the amount of $7,993,000 and $1,000,000 in regional non- motorized funds for a total of $8,993,000 for the Victor Improvement Project; (2) Accept ATP funds in the amount of $6,437,000, and $806,000 in regional non-motorized funds for a total of $7,243,000, for the Butte Street Improvement Project; and (3) Adopt Resolution approving and adopting the 3rd Amendment to City Budget Resolution No. 2023-060 appropriating $16,236,000 for the two projects. Fiscal Impact The total estimated cost of the Victor Improvement Project (Victor Project) is $9,992,000. The attached budget Resolution will appropriate Active Transportation Program (ATP) funds of $7,993,000 as well as regional funds from the Shasta Regional Transportation Agency (SRTA) in the amount of $1,000,000 for this project. The remaining $999,000 will come from Citywide Transportation Impact Fee (TIF), Streets funds, or other potential local funding sources or grants. ATP grant evaluators rank applications by numerous factors, including the amount of match funds provided for each application. In order to receive the maximum points available for that aspect of the grant application, the City of Redding (City) and SRTA partnered to split the optimal match amount of 20 percent (10 percent each). The total estimated cost of the Butte Street Improvement Project (Butte Street Project) is $8,048,000. The Resolution will appropriate $6,437,000 in ATP funds and $806,000 in SRTA funds. The remaining project funds in the amount of $805,000 will come from TIF, Streets funds, or other local funding sources or grants. The City would lose ATP and SRTA funds in the amount of $16,236,000 and the projects may not be completed without additional funding sources. Background/Analysis On September 26, 2013, Governor Brown signed legislation creating the ATP program in the Department of Transportation. The ATP consolidated several federal and state transportation programs into a single program with a focus to make California a national leader in active transportation. The ATP is administered by the Division of Local Assistance, Office of State Programs. The purpose of the ATP is to encourage increased use of active modes of transportation. On June 7, 2022, the Council directed staff to apply for funds through ATP Cycle Six (6) for four projects. Of the four projects submitted, two projects were awarded ATP funding including the Victor Project and the Butte Street Project. The third project was for the Park Marina Quick Build, which ranked highest in the state for the quick build program, but ultimately the state decided not to fund any quick build projects for Cycle 6. The fourth project was the Hilltop Drive application for a new mixed-use path along the corridor, which missed the point cutoff by a few application points and was not awarded this cycle. The proposed Victor Project is mainly located on the Victor Avenue corridor and will reconstruct the roadway and add complete streets facilities north of Cypress Avenue to Mistletoe Lane with a fully separated multi-use path on the west side of Victor Avenue and close the sidewalk gaps on the east side. This will continue similar improvements already constructed or in design which originally started near Enterprise Park at the south end of the corridor and extended north towards Hartnell Avenue. An ATP Cycle 5 project awarded to the City and currently in the design phase, called the Victor and Cypress Avenues Active Transportation Project will carry improvements north from Hartnell Drive to Cypress Avenue. The proposed Victor Project will continue these types of facilities north from Cypress Avenue to Mistletoe Lane. Staff will continue to place a high priority on efforts to obtain additional funding for improvements north on Victor Avenue from Mistletoe Lane to Old Alturas Road. The Victor Project will also include neighborhood “greenways” that will improve the neighborhood streets with traffic calming and a signed bike route to connect the neighborhoods to Mistletoe School and the retail areas to the west. It will also construct shared-use paths, sidewalks, curb ramps, and bike lanes. The project will enhance safety by constructing mid-block crossings with Rectangular Rapid Flashing Beacons and installing protected intersections for safer crossings. The proposed Butte Street Project includes a variety of improvements on the west side of Downtown Redding. The project begins at the corner of Shasta Street and California Street, and will construct a new cycle track (protected two-way bike facility) on Shasta Street from the new Shasta Bike Depot west to West Street. The project then improves many of the neighborhood streets along Butte Street between Placer Street on the south, Eureka Way on the north, and Pleasant Street on the west side. It will enhance Butte Street into a neighborhood “greenway” bike facility that will facilitate bikes through the neighborhood as an alternative to Placer Street and Eureka Way. Butte Street will feature curb extensions for pedestrian safety, slow Report to Redding City Council July 11, 2023 Re: 4.11(e)--Accept Active Transportation Program Funds ATP Cycle 6 Page 3 neighborhood streets with traffic calming devices and enhanced bicycle crossings of the side streets. It will add an off-street extension west on Butte Street through the open space and will connect to Manzanita Elementary School. This project also includes funding to address Placer Street along the Benton Airpark gap with the addition of bicycle and pedestrian facilities in this gap along the north side of Placer Street. The overall project will complete bicycle connections on the west side of Downtown Redding from California Street through the neighborhoods to Pleasant Street. Environmental Review These actions are not a project as defined by the California Environmental Quality Act, and no further action is required at this time. Appropriating the funding for these projects will allow the environmental studies and engineering design work to commence.
