Recommendation
Accept Bid Sched�ule No. 5186 (Job No. 4908), Ball Field Lighting Upgrades at Alta Mesa Park,
Softball Park, South City Park Kiwanis No. 1, and Tiger Field, awarded to Builder Solutions,
Inc., as satisfactorily complete, with a final cost of$865,691.03.
Fiscal Impact
The Ball Field Lighting Upgrades Project (Project) was funded by the Green House Gas funding
and the approved economic stimulus program. The total project cost, including surveying,
design, bidding, construction, field engineering, inspection, and contract administration, is
$865,691.03.
Alternative Action
The City Council (Council) may choose to not accept the project as satisfactorily complete, and
advise staff on how to proceed.
Background
On Apri120, 2021, the City Manager awarded and Council rati�ied the project contract to Builder
Solutions, Inc. (BSI) of Redding, California in the amount of$463,168 and approved a $50,000
construction contingency fund. Also authorized was $125,000 for contract administration and
construction inspections fees. After construction began, it was discovered that significant
changes were required at Tiger Field to construct a functional lighting system which included
upgrading REU equipment (see Internal Communication dated January 3, 2023). This resulted in
approval of $340,000 of additional project funding, for a total authorized amount of $978,168.
During construction, there were eight change orders with a total value of$287,523.03. The final
project cost was $865,691.03.
This project included installation of City-furnished lighting equipment to replace, add, and
enhanee sport field lighting systems at the City's Alta Mesa Park, Softball Park, South City Park

Kiwanis No. 1, and Tiger Field. The work included removal and disposal of existing lighting
systems, and installation of City-furnished light poles, precast concrete foundations, grounding,
and pole top luminaire assemblies, as well as furnishing and installing cast-in-place concrete
backfill for pole foundations, and wiring and raceway to lighting fixtures and electrical
equipment. At Tiger Field, the work included retrofitting the existing lighting systems, existing
poles, wiring, and raceways.
As of January 1'7, 2023, Builder Solutions, Inc., has completed the project scope of work at Alta
Mesa Park, Softball Park, South City Park Kiwanis No. 1, and Tiger Field, which was outside the
contract time frame and resulted in liquidated damages being assessed. The contract was
awarded with 110 working days to complete all elements of construction. BSI completed
construction activities at Alta Mesa Park, Softball Park, and South City Park Kiwanis No. 1, 10
calendar days beyond the contract completion date. Per the contract, liquated damages were
defined as $1,000 per calendar day for a total assessment of liquidated damages in the amount of
$10,000. Due to the significant design changes required at Tiger Field, this portion of work was
performed on a time and materials basis and work days were not included in the liquidated
damages assessment.
The project warranty period expires one year from the completion date of January 17, 2023.

Environmental Review
This action is not a project as de�ned by the California Environmental Quality Act (CEQA), and
no further action is required. On December 29, 2020, staff found the project to be categorically
exempt from review under the CEQA Guidelines,per section 15301 (a& d) —Existing Facilities.

SUBJECT: 4.11(a)--COVID-19 Economic Stimul�us Package Projects
Recommendation
Authorize the following actions relative to the City of Redding's COVID-19 Economic Stimul�us
Package projects:
(1) Accept an update on project progress; and
(2) Ratify approval of the City Manager award for the Ball Field Lighting Upgrades at Alta
Mesa Park, Softball Park, South City Park Kiwanis No. 1, and Tiger Field (C19-LS-01)
to Builders Solutions, Inc., in the amount of$463,16$.
Fiscal Impact
The City Council (Council) previously approved an allocation of$9 million in Greenhouse Gas
(GI�G) Cap and Trade auction proceeds to be used for projects that reap an energy savings
benefit to the City of Redding (City). To date, the City Manager has authorized purchases and
projects totaling over $2.4 million and a consulting services agreement for engineering support
for just over $1.2 million.
AlteNnative Action
The City Council (Council) may choose to not accept the project status report and provide
further direction to staff.
Background/Analysis
On Tuesday, April 21, 2020, the Council unanimously approved the City of Redding Economic
Response Plan. Included in the plan is the allocation of $9 million in Cap and Trade auction
proceeds to be used for several projects (Program) associated with the Loca1 Economic Stimulus
Package that equates to a savings in energy costs for the City. On May 5, 2020, the Council.
authorized the City Manager to execute agreements, purehase orders and eontraets associated
with the Program to ensure an expedited delivery schedule. The Council also directed staff to
provide regular status updates on the Program and ratify all City Manager awards.

As directed by the City Manager, staff has endeavored to break up most of the work into smaller
contracts, values lower than $500,000, with the idea that local contractors and vendors will
compete better due to lack of mobilization costs and other local advantages. However, the City
has liinited control because these are Public Works contracts and must be awarded to the lowest
responsible and responsive bidder in accordance with State law. To date, staff has awarded 10
projects totaling over $2.4 million, including the recently awarded Ball Field Lighting Upgrades
at Alta Mesa Park, Softball Park, South City Park Kiwanis No. 1, and Tiger Field which is
presented to the Council for ratification, as we11 as lighting improvements at other sport fields,
the Library, the Corporation Yard, and several purchase orders and on-call contract services for
lighting, plumbing, mechanical work and equipment. SiY projects have been completed, and
seven of the 10 projects have been awarded to contractors with local offices.
The project presented for ratification includes installation of City furnished lighting equipment to
replace, add, and enhance sport field lighting systems at the aforementioned spaces. The work
includes removal and disposal of existing lighting systems, and installation of City furnished
light poles, precast concrete foundations, grounding, and pole top luminaire assemblies, as well
as furnishing and installing cast-in-place concrete backfill for pole foundations, and wiring and
raceway to lighting fixtures and electrical equipment.
The design consultant has completed the pre-final design for the LED Lighting Retrofit at City
Hall and Police Station Project and staff expects to advertise the project for bids this month. The
design consultant has also completed draft design packages for solar improvements at the Fire
Stations and mechanical improvements at the Aquatic Center, performed preliminary evaluations
and recommendations for the mechanical and plumbing projects, and is preparing design
packages for several of the mechanical and plumbing projects. The attached Project Status
Report provides more detailed information on project stat�us and costs. Staff will continue to
return to the Council monthly to provide progress updates.

Recommendation:
Approve an increase to the project contingency budget for the completion of subject Project- Bid
Schedule No. 5186.
Background/Analysis:
In accordance with the Council Approved Authority to award energy saving contracts related to
the Green House Gas projects, as part of the Local Economic Stimulus, an increase to Project
Contingency Funds (4908-24) is requested. Additional contingency funds are necessary to cover
the change order request to increase the contract scope of work necessary for the engineering re-
design of the Tiger Field portion of this project as existing field conditions did not align with the
original design intent.
The consultant prepared design called for new lighting fixtures to be installed to existing poles and
arrays and the addition of a control and monitoring panel tied into the existing switchgear. Upon
field review of the existing equipment, it was discovered that existing electrical system as a whole
lacked sufficient grounding and the necessary voltage requirements to operate the City furnished
Musco Lighting equipment. It was also discovered that the existing wiring within the poles was
unable to be removed to install the new lighting conductors and necessary ground wire at each
locatian. Consequently, the work required for a functioning lighting system includes new
switchgear, new electrical subpanel, removal and installation of all conductors for field lighting,
installing new EMT conduit on all existing poles for conductor runs and the addition of several
pull boxes was required to install the new Musco equipment.
Additionally, REU facilities feeding the switchgear were also found to be out of compliance with `
current REU standards. The upgrades to REU equipment include installing a new vault with a pad
mounted enclosure, new transformer and concrete pad, new primary feeders and conductor runs
and security fencing around the new transformer and switchgear. A transfer of$340,000 from the
available EEERP Project Funds is necessary to fully fund these change orders due to the extensive
redesign.

SUSJECT: 9.1(b)--Consider authorizing the City Manager to award energy savings contracts,
purchase orders, and agreements related to the Green House Gas (GHGr) funding approved by
the City Council as�art of the Local Econornic Stimulus.
Recvmmendatiorz
Authorize the City Manager ta award any public works cantract, purchase order, or agreements,
of any value, associated with the $9.5 million GHG funding approved as part of the Lacal
Economic Stimulus Package.
�'iscal Impaet
The City Council has previously approved the allocation of $9.5 million in Cap and Trade
auctlon proceeds to be used far projects that reap an energy savings benefit to the City of
Redding. There is no further fiscal impact to granting authoxity ta the City Manager ta execute
the agreement�, purchase orders, and contracts associated with these project5. There may,
hawev�r; be an added benefit af seeing the rnoney infiised more rapzdly intc�the local economy.
ACternative Actron
The City Council could choose to not authorize the City Manager to execute the agreements, �
purchase orders, or contracts associated with the Gap and Trade distributian funds ta expedite
delivery ofthe work. This would lengthen the process to use the authorized funding.
BackgroundlAnalysis
On Tuesday, April 21, 2020, the City Council unanimously approved the Econarnic Response
Plan, Included in the pian is the allocatian of$9.5 mrllion in Cap and Trade auction proceeds to
be used for projects associated with the Local Economic Stimulus Package that equate to a
savings in energy costs for the City of Redding. Bp authorizing the City Manager to negatiate,
execute, and direct the agreements,purchase orders and contracts, staff can proceed with rapidly
assigning the wark and awarding bids. The benefit to this�s being able to see the Cap and Trade
action proceeds go to wark as soon as possible in the community, and thereby providing the local

economy a direct opportunity to see a quick positive impact to jobs and business activity. The
projects within the package may include, , LED light replacement in City facilities, reraofing and
some solar installatian at Fire Stations, replacing largely older and heavy energy using
equipment with newer more efficient equipment, and additional energy saving projects to be
determined
