REPORT TO THE CITY COUNCIL
Recommendation
Approve the following relative to the Professional Services Agreement (PSA) with the Siskiyou
Opportunity Center regarding janitorial services for City of Redding (City) facilities:
(1) Authorize the City Manager to negotiate and execute a PSA with the Siskiyou Opportunity
Center; and
(2) Authorize the City Manager to execute all subsequent PSA documents necessary to
implement janitorial services for City facilities.
Fiscal Impact
The two-year agreement with Siskiyou Opportunity Center (SOC) for janitorial services costs
$1,350,000 which is $850,000 more than the prior contract with Shasta County Opportunity
Center. Due to the timing, staff will include the increase in the mid-year budget review to be
presented to City Council (Council) in September 2023.
Alternative Action
The Council could choose not to approve authorization or provide staff with an alternate
direction. An alternative for City facilities' janitorial services would include hiring employees to
provide the service or contracting with another janitorial service. For City employees to service
City facilities would be a significant expense and start-up period. Going out to bid to contract
with other janitorial services would result in months without janitorial services for City facilities.
Background/Analysis
For over 50 years, SOC has provided a wide range of vocational training, independent living
skills, and access to the community. SOC is an independent, not-for-profit separate from the
County of Siskiyou. Recently, the SOC earned accreditation by the Commission on the

Accreditation of Rehabilitation Facilities. Achieving accreditation requires a service provider to
commit to quality improvement, focus on the unique needs of each person the provider serves,
and monitor the results of services. The SOC has experience in providing similar janitorial
services. They currently provide recycling and janitorial services at schools, rest stops, and
Siskiyou County facilities.
Like the Shasta County Opportunity Center, the SOC is considered a sheltered workshop under
Welfare and Institutions Code Section 19404, which allows for sole sourcing of the services
provided by sheltered workshops. The City had contracted with the Shasta County Opportunity
Center for janitorial services at City facilities since July 1992. On February 28, 2023, the Shasta
County's Board of Supervisors voted unanimously to close the Shasta County Opportunity
Center on June 30, 2023, which will end the City's contract prematurely by six months.
Due to the closure of the Shasta County Opportunity Center and insufficient notice as required
by the existing contract, staff worked with Far Northern Regional Center staff who contacted
other providers to solicit bids for the janitorial services contract. The SOC was the sole entity to
show interest. After several site visits and job shadowing with the current crews, the SOC
submitted its proposal to the City. The SOC proposal is significantly more expensive than the
contract with Shasta County. The current two-year contract with Shasta County costs
approximately $500,000.
The new two-year proposal from Siskiyou Opportunity Center is $1,350,000, an $850,000
increase. Based on conversations with Shasta County and Far Northern Regional Center, the
charges from Shasta County were extremely low and did not cover the basic operating expenses.
Environmental Review
This action is not a project within the meaning of the California Environmental Quality Act
Guidelines §§ 15378 and 15061(b)(3) as it proposes an organizational structure change that will
not result in any direct or indirect physical change in the environment.

To Whom It May Concern:
On March 20, 2023, the County sent a notice that it was terminating the Personal Service
Agreement Between the County of Shasta and the City of Redding For Recyclable Material Sorting
which commenced on January 1, 2021 (the “Agreement”). The notice of termination was pursuant
to Section 6.D. of the Agreement with an effective date of June 30, 2023.
Pursuant to my conversation with Barry Tippin today, the City of Redding and County of Shasta
mutually agree that the Agreement will terminate effective May 26, 2023, and the City of
Redding will waive the 30-day notice requirement in Section 6.D. of the Agreement.
