Recommendation
Adopt Resolution approving an amendment to the Executive Management Pay-for-Performance
Salary Plan Changing Titles of the Electric Manager - Compliance and Electric Manager -
Engineering, creating six new Electric Program Supervisor classifications, and increasing wages
for the Electric Supervisor-Power Production and Electric Manager-Power Production effective
June 25, 2023.
Fiscal Impact
The fiscal impact for wage increases for the Electric Supervisor-Power Production and Electric
Manager-Power Production is approximately $100,000, which will be paid for by salary savings.
There will be no fiscal impact for changing classification titles and creating new classifications.
Alternative Action
City Council could decline to approve the resolution, and the new classifications, title changes
and wage increases would not be created
Background/Analysis
The labor market continues to remain extremely competitive, especially for some positions
within the Electric Utility (Utility). For example, the City of Redding (City) has been unable to
recruit an Engineering Manager over the North American Electric Reliability Corporation
(NERC)-Certified Operations Division. The current classification for that position is an
Engineering Manager - Engineering, includes oversight of multiple functional areas, which could
create confusion for potential candidates. Creating a new classification and title change
reflecting only the duties required of an Electric Manager over Operations would better fit
industry categories for larger utilities and be a more effective vehicle toward attracting qualified
candidates.

Additionally, since becoming a NERC certified utility, the City is required to comply with more
stringent grid reliability standards enforced by the NERC. The Utility’s Compliance Manager
oversees a number of compliance programs and at times may need to direct the actions of
managers and their staff, as well as serve as a subject matter expert for divisions throughout the
Utility. To better reflect the required reporting structure and expectations of the position, it is
recommended that the title of the classification change from Compliance Manager to
Compliance Officer.
Also, up to now, the Utility has utilized a general Electric Program Supervi sor job title to apply
to several different types of programs. Over time, the Utility has added more programs under the
Electric Program Supervisor title that have very different duties from each other. Recruiting for
one particular program out of several listed in the generic Program Supervisor classification has
caused confusion for potential candidates as well as management regarding the expectations of
the position. Staff suggests creating separate classification specifications for each program
under generic Program Supervisor title, which would include Program Supervisor-Vegetation
Management, Program Supervisor-Customer Programs, Program Supervisor-Customer Service,
Program Supervisor-Compliance, Program Supervisor Settlements, and Program Supervisor-
Financial Services.
By making the above recommended title changes, there would be no salary adjustments needed,
and there would be no new positions created.
Finally, in a separate matter, on April 4, 2023, Council approved a resolution adopting a
Memorandum of Understanding and Salary Exhibits between the City and the International
brotherhood of Electrical Workers-Power Production Unit. The negotiated contract increased
wages for the represented employees between 10-20 percent depending on classification.
However, the 20 percent increase for the Working Foreman - Power Production created
compression with the supervisor and manager positions. In order to address the wage inequity,
staff recommends increasing the Electric Program Supervisor-Power Production wage from
$14,259 per month to $16,769 per month, or 17.6 percent, as well as the Electric Program
Manager-Power Production from $16,063 per month to $18,441 per month, or 14.8 percent.
Environmental Review
This is not a project defined under California Environmental Quality Act, and no further action is
required.

ADOPTING THE MEMORANDUM OF UNDERSTANDING AND
SALARY EXHIBITS BETWEEN THE CITY OF REDDING AND
INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS —
POWER PRODUCTION UNIT, EFFECTIVE APRIL 5, 2023
WHEREAS, International Brotherhood of Electrical Workers — Power Production Unit has been
formally recognized as the majority representative of an appropriate unit of employees, as set forth
in Section 2.1 of Article 2 of the Memorandum of Understanding; and
WHEREAS, the designated representatives of the City of Redding have conferred with and
entered into a Memorandum of Understanding with the designated representatives of International
Brotherhood of Electrical Workers — Power Production Employees Unit, as required by the
provisions of the Meyers-Milias-Brown Act of 1968; and
WHEREAS, staff has recommended adoption of said Memorandum of Understanding; and
WHEREAS, the City Council deems it to be in the best interest of the City to adopt such
recommendation;
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Redding
that the aforesaid Memorandum of Understanding and Salary Exhibits are hereby approved and
shall be effective April 5, 2023.
