CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Authorize the following:
(1) Authorize staff to apply for the Organized Retail Theft Prevention Grant Program
administered by the Board of State and Community Corrections for an amount up to
$6,125,000; and
(2) Adopt Resolution to authorize the City Manager or his designee to execute all documents
necessary to apply for the grant, appropriate funds, should the grant be awarded, and
execute any agreements necessary to implement the grant if awarded.
Fiscal Impact
The Organized Retail Theft Prevention Grant Program administered by the Board of State and
Community Corrections will allow Redding Police Department (RPD) to request up to
$6,125,000 to be used to support local law enforcement agencies in preventing and responding to
organized retail theft, motor vehicle or motor vehicle accessory theft, or cargo theft. There are no
matching requirements for the grant and there would be no impact to the General Fund.
Alternative Action
The City Council could decline to apply for the funds under this grant opportunity or provide
staff with alternative direction.
Background/Analysis
The State Budget Act of 2022 (Senate Bill 154, Chapter 43, Statutes of 2022) established the
Organized Retail Theft Prevention Grant Program making $242,250,000 available. Funding is
available to California city police departments, sheriff departments, and probation departments to
support local law enforcement agencies in preventing and responding to organized retail theft,
motor vehicle or motor vehicle accessory theft, or cargo theft. The grant period is from October

With motor vehicle theft rates high in the City, RPD will submit an application in support of the
Program Purpose Area (PPA) of Motor Vehicle or Motor Vehicle Accessory Theft with the
emphasis on the following activities:
• Investigations of motor vehicle and motor vehicle accessory theft;
• Motor vehicle theft prevention public awareness campaigns;
• Programs that deter motor vehicle or motor vehicle accessory theft; and
• Use of databases, equipment, software, and technology to track stolen motor vehicles
and/or motor vehicle accessories to combat organized retail theft.
Eligible expenses for these activities are broad and can include hiring additional personnel,
purchasing equipment, and contracting with outside agencies. RPD will create a plan to use the
grant funds toward activities that address the issues and provide the best outcome for the
community.
Environmental Review
Applying for the grant is not a project as defined by the California Environmental Quality Act,
therefore, no further action is required at this time.

• Public Safety – “Work to improve all aspects of public safety to help people feel secure
and safe where they live, work, and play in the City of Redding.”

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION FOR
THE ORGANIZED RETAIL THEFT PREVENTION GRANT PROGRAM
WHEREAS, The Redding City Council desires to participate in the Organized Retail Theft
Prevention Grant Program funded through the State Budget Act and administered by the Board of State
and Community Corrections (hereafter referred to as the BSCC);
NOW, THEREFORE, BE IT RESOLVED that the City Manager be authorized on behalf
of the City Council to submit the grant proposal for this funding and sign the Grant Agreement with
the BSCC, including any amendments thereof.
BE IT FURTHER RESOLVED that grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.
BE IT FURTHER RESOLVED that the City of Redding agrees to abide by the terms and
conditions of the Grant Agreement as set forth by the BSCC.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted by the
City Council of the City of Redding at a regular meeting held on the 20th day of June, 2023, by the
