Fiscal Impact The Boating Access Program grant will fund four staff positions specifically for river access facility maintenance. The $451,281 grant award will fund three new Public Warks Maintenance Workers, one new Gardener position, and $16,000 in general expenses for one year of maintenance activities. A match of 25 percent ($150,427) of the total project cost ($601,708) is reguired and will be covered through in-kind services already budgeted. If the grant is not renewed, the employees will be re-assigned to vacant positions or separated during the probationary period. There is no new fiscal impact to the General Fund. Alternative Actzon The City Council (Council) could decline to accept the Boating Access Program grant which would result in a missed opportunity to fund maintenance costs associated with multiple river access locations. Or, Council could provide staff with alternative direction. Background/Analysis Report to Redding City Council June 13,2023 Re: 4.6(c)--Accept Facility Maintenance and Operations Grant and Authorize PositionsPage 2 Grants within the Boating Access Program, a sub-program of the Sport Fish Restoration Grant Program, provide maintenance and operations funding for a broad range of river access facilities and associated amenities that benefit recreational boaters. Though many development grants are available for parks, trails, and facilities, grants that fund maintenance are rarely available. Under this program, state Fish and Wildlife Agencies that partner with local governments, other state agencies, or non-governmental organizations to ensure public access to state-controlled waters are eligible. The Redding office of the California Department o� Fish and Wildlife (CDFW) partnered with the City of Redding to apply for the funds, thereby recognizing the value of the local facilities to the sport fishing community, as well as the State's previous investment in the development of these facilities, and the associated burden of maintenance costs. Staff submitted the application on December 29, 2022, and Council ratified the application at the January 17, 2023, meeting. CDFW notified staff of the award on June 1, 2023, and a funding agreement will be issued shortly. A copy of the funding notification is attached. The Boating Access Program funds additional maintenance efforts using existing maintenance funding as a match. Staff will be added to the Parks Division to complement existing efforts at river access facilities, including additional vegetation management, repairs, cleaning, and other routine tasks. Accepting the grant award wi11 not fund capital improvement projects at any of the facilities, and the recommended actions have no impact on the City's lease with the Redding Rodeo Association, Advanced Redding or Turtle Bay Exploration Park. During the one-year performance period (July 1, 2023 through J�une 30, 2024), the grant funds four staff positions for work at the following six facilities: • Lake Redding Boat Ramp; • John Reginato River Access; • Turtle Bay Boat Ramp; • Nur Pon Open Space and River Access; • T�urtle Bay East Open Space and River Access; and • Kum Bay Xerel Open Space and River Access. Envir�onmental Review These are routine maintenance items, and the subsequent California Environmental Quality Act findings are included with the 2023-2025 Biennial Budget consideration. No further action is required. Fiscal Impact The scope of the Boating Access Program grant will be negotiated if the application is selected. A match of 25 percent is required and will be covered through in-kind services by City of Redding (City) staff; these staff positions are currently funded positions that maintain the facilities. Alterna�ive Action Due to timing constraints for the grant application, an application was submitted to meet grant timelines. The City Council (Council) could decline to ratify staff's submission of the Boating Access Program grant application which would result in a missed opportunity to fund maintenance costs associated with multiple river access locations and would direct staff to withdraw the grant application. Or, Council could provide staff with alternative direction. Background/Analysis Grants within the Boating Access Program, a sub-program of the Sport Fish Restoration Grant Program, can fund a broad range of river access facilities and associated amenities that benefit recreational boaters. These grants are available to State Fish and Wildlife Agencies that sometimes partner with local governments, other state agencies, or non-governmental organizations to ensure public access to State-controlled waters. The Redding office of the California Department of Fish and Wildlife (CDFW) has partnered with the City to apply for the Report to Redding City Council January 12,2023 Re: 4.6(a')--Authorize GrantApplication for Sport Fish Restoration Grant Program Page 2 funds, thereby recognizing the value of the facilities to the sport fishing community, as well as the State's previous investment in the development of these facilities, and the associated burden of maintenance costs. Though many development grants are available for parks, trails, and facilities, those that fund maintenance are rarely available. The Boating Access Program will fund up to 75 percent of the ongoing maintenance and operations costs currently paid by the City, and absorb some capital project costs such as parking lot and access road asphalt maintenance. The program is new to the CDFW, and the window of opportunity to apply is limited. The grant application deadline was December 31, 2022, and staff submitted the application on December 29, 2022. Staff is sti11 working through the details and will return with a complete proposal and contract, if awarded funding. The Sacramento River through the City is a designated by the California Fish and Game Commission as a Wild Trout water and offers some of the most pristine fisheries in the State of California and the United States of America. Many residents use these access points regularly as do our many professional fishing guides and their customers, as well as a large number of recreational anglers both on foot and via watercraft. NEED: Proper maintenance of these river access facilities is necessary to ensure that waste does not flow into the river and the facilities remain usable and inviting. When visitors have easy access to trash receptacles, restrooms, and clean facilities they will use them. This requires regular maintenance service to ensure that trash receptacles are emptied, restrooms are cleaned, and the overall cleanliness of the facility is attended to. When facilities are poorly maintained, visitors lack access to proper disposal, some find other places to visit, and sometimes illegal activity occurs. Additionally, a rise in vandalism contributes to these issues, placing additional strain on staff and resources to keep facilities up to a high standard. The City also regularly focuses on fuel reduction and invasive species removal activities around its facilities. PURPOSE and OBJECTIVE(S): The purpose of this project is to improve and maintain fishing and river access opportunities and facilities for the public in Redding, CA. This project's main objective is to operate and maintain six facilities operated and/or owned by the City along the Sacramento River. 1. Facilities/Areas Operations and Maintenance (O&M). a. R3 Related Activity: No APPROACH: The City will maintain three recreational boating facilities:1) Lake Redding Boat Ramp , 2) John Reginato River Access and 3) the Turtle Bay Boat Ramp as well as three recreational fishing facilities: 1) Nur Pon Open Space and River Access, 2) Turtle Bay East Open Space and River Access and 3) Kum Bay Xerel Open Space and River Access. Maintenance efforts of public access sites will include 3-5 visits per week to each site to clean facilities including on-site public restrooms, parking lots, access roads, launches, docks, and walkways, as needed. Staff and contracted vendors will perform these services as well as open and close facilities, maintain vegetation and reduce invasive species within already developed/maintained areas, and complete facility inspections. The objectives of the project are to offer safe, clean and hospitable facilities to encourage boaters, anglers, and paddlers to use the facilities and enjoy the beauty of the Sacramento River. We anticipate increased use of the facilities as a result. During the project, the City will develop a methodology to conduct visitor counts to each location by September 1, 2023. To effectively implement these objectives the following tasks will occur through contract work with the City of Redding: 1. Properly train assigned staff to perForm the assigned tasks thoroughly, safely and professionally. 2. Complete the facility maintenance checklist tasks for each facility for the assigned day. 3. Properly dispose of garbage removed from the site and report any extraordinary issues to a supervisor. Program Income: N/A, This project will not generate and program income. Match Description: The City of Redding will provide match funding of 25% of the total project cost as outlined in the budget. Match will come from staff time directly spent on the maintenance of the facilities. The match funding will directly contribute to the delivery of the objectives outlined in this application. INDIRECT COST STATEMENT: CDFW is a U.S. State government entity receiving more than $35 million in direct Federal funding each year. The indirect cost rate proposals are submitted to the U.S. Department of the Interior. Currently, the approved FY22/23 rate is 21.52%. The FY23/24 rate proposal will be submitted for approval and is subject to change. SINGLE AUDIT REPORTING STATEMENT: CDFW submitted a Single Audit Report to the California Department of Finance (DOF) for the most recently closed Fiscal Year. NATIONAL ENVIRONMENTAL POLICY ACT (NEPA): The efforts described in this project are ongoing maintenance activities that do not alter or change the facility and should not be considered a "project" under the National Environmental Policy Act. There will be no or only minor change in use as a result of these efforts. Should it be required, the work is eligible for the NEPA categorical exclusion B(2) (see Attachment C): The operation, maintenance, and management of existing facilities and routine recurring management activities and improvements, including renovations and replacements which result in no or only minor changes in the use, and have no or negligible environmental effects on-site or in the vicinity of the site. b. ENDANGERED SPECIES ACT (ESA): There is no in-water work or adjacent activities associated with this project that will affect any species listed within the Endangered Species Act. Project activities are limited to areas that have already been developed and maintained. If any ESA-listed species are observed during the course of project activities the City will coordinate with CDFW on full avoidance of that species. See Attachment B. c. NATIONAL HISTORIC PRESERVATION ACT (NHPA): No historic or prehistoric facilities, structures, sites or other items of potential historic significance will be affected by the maintenance-level activities outlined in this project. d. BALD AND GOLDEN EAGLE PROTECTION ACT (EAGLE ACT): The Eagle Act (16 U.S.C. 668-668c), has prohibited take of Bald Eagles since 1940 and Golden Eagles since 1962. Take means pursue, shoot, shoot at, poison, wound, kill, capture, trap, collect, destroy, molest, or disturb. Such restrictions help ensure the future viability of eagles in the wild. Under the Eagle Act, "disturb," is defined as "to agitate or bother a bald or golden eagle to a degree that causes, or is likely to cause, based on the best scientific information available, injury to an eagle, a decrease in its productivity, by substantially interfering with normal breeding, feeding, or sheltering behavior" (Federal Register 72: 31132, June 5, 2007). The City of Redding holds CDFW LSAA Permit No. 1600-2016-0289-R1 for routine maintenance activities along the Sacramento River. This permit includes the activities addressed within the scope of this proposal. The City is in the process of updating or extending this agreement. Per the terms of the permit, tree surveys are conducted during nesting season and activities that would cause harm or disturbance to raptors, nesting birds and other special status species are avoided. If either eagle species are detected during pre-project surveys, the City will coordinate with CDFW and follow accepted eagle assessment protocols and adhere to any additional avoidance and minimization measures as provided in the Bald and Golden Eagle Protection Act (Eagle Act) Compliance, January 2015. 5 of 6 Page 53 of 54 G2398053 07/01/2023 - 06/30/2024 e.
